Edwinstowe Parish Planning Meeting 6 January 2020

20/P01 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS AND INTENTION TO RECORD NOTICE

The Chair opened the meeting and welcomed all present. There were no announcements and no intention to record.

20/P02 RECEIVE ANY APOLOGIES AND REASONS FOR ABSENCE

Cllr Freeman.

20/P03 DISCLOSURE OF INTERESTS BY MEMBERS (AND EMPLOYEES) IN ITEMS ON THE AGENDA

None.

20/P04 TO APPROVE THE MINUTES OF THE PLANNING COMMITTEE MEETING OF THE COUNCIL HELD ON 9 DECEMBER 2019

The minutes were approved unanimously and signed by the chair.

20/P05 PUBLIC PARTICIPATION – THERE WILL BE AN OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO MAKE COMMENTS BEFORE EACH PLANNING ITEM.

20/P06 Agenda

PLANNING APPLICATIONS

1. Application No: 19/02159/FUL
Applicant: Harworth Group PLC
Proposal: Development of two construction access points.
Address: Land at Ollerton Road Edwinstowe, Nottinghamshire.
PUBLIC PARTICIPATION: Objection by email received from Barry Charlston on the grounds that the additional construction access points are not needed and will have a detrimental affect on the area. Email was sent to N&SDC.
The committee feel that as there is an increase in the number of access and egress points then there should be signage to that effect. It is appreciated that this is a Highways issue and they are the deciding body.
As there is likely to be an increase in the amount of mud on the road then where would wheel washing equipment be placed? Ensure the developers wash the road on a regular basis to keep the road clear of mud.
The members would like to know why this has only just cropped up and wasn’t on the original development plan.
It is felt there is lack of information coming forward as to why these access points are required.
Cllr Brooks and Cllr Peck are prepared to leave this open but would like their views to be taken into consideration.
EPC DECISION: Decision was not unanimous and Cllr Carlton objected.

PLANNING DECISIONS

1. Application No: 19/01901/FUL
Applicant: Mr & Mrs Jon Wisniewski
Proposal: Householder application for proposed two storey side extension and replacement and re-alignment of boundary fence.
Address: 9 Cavendish Avenue, Edwinstowe. NG21 9NQ
DECISION: Grant Full Planning Permission
The committee felt that where the Parish Council have made a comment that an explanation should be sent as to the reasons why they have not been taken into consideration.
As previously stated by the Parish Council the fencing for this development, as indicated in the planning application, is not in keeping with the whole of the frontages of Lintin Avenue. There are no fences or walls of any kind along this road.
Cllr Brooks to write to N&SDC regarding this matter.

2. Application No: 19/01016/RMAM
Applicant: Harron Homes Ltd – Mr John Booth
Proposal: Reserved matters application for Phase 1 residential development comprising 143 no. dwellings with access gained from the primary, central spine road (outline permission ref. 16/02173/OUTM)
Address: Former Thoresby Colliery, Ollerton Road, Edwinstowe. NG21 9PS
DECISION: Grant Reserved Matters Major
This application seems to be at odds with the more recent one we have considered and which is described earlier on this response. It specifically states “Access gained from the primary central spine road”. Are we to expect a further application on this matter which asks for extra access?
