Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 8 October 2013 at 7.00pm in the Council Chamber, Village Hall, Edwinstowe

Present: Cllrs Benson, Boughey, Cocking, Starbrook, Brooks, Tattersall, J Peck

13/080 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chairman opened the meeting and welcomed all present.

Councillors are invited to the Official Opening of Edwinstowe Fire Station on Saturday 19th October 11.00am - 3.00pm.

13/081 RECEIVE ANY APOLOGIES AND REASONS FOR ABSENCE

  1. Allotment EGM Feedback
    The EGM had been called according to protocol and a new committee has been elected.

    The application has been sent and we are awaiting a response.

  3. Fields in Trust - Henton Road/Jubilee Park Update
    The Deeds have been sent and we are awaiting a response.

    Awaiting Quotes.

13/085 TO RECEIVE QUESTIONS AND PETITIONS FROM MEMBERS OF THE PUBLIC (20 MINUTES)

13/086 TO RECEIVE QUESTIONS FROM COUNCILLORS (20 MINUTES)

Commenced 1908hrs

Cllr Cocking commented that this year's floral displays were beautiful, the best ever. Thanks to Tracey for providing the baskets and David and Andy for maintaining them throughout the summer. The cost of the baskets is covered by the businesses. The Parish Council covers the cost of watering and maintenance.

Cllr Boughey agreed with Cllr Cocking.

Cllr Starbrook reported overhanging trees on Greendale Avenue, St Mary’s Drive and Paddock Close. David to obtain addresses so letters can be sent

Cllr Starbrook has received complaints about cars parking on streets and especially on the entrance to West Lane car park. A resident has requested signage be placed at the entrance to the car park informing drivers to only park in designated spaces. There are already signs in place

Cllr Starbrook has received a request for a light on Boy Lane jitty. Cllr Brooks replied that this has already been looked into and has been refused due to there already being an alternative route which is lit.

13/087 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Police Incidents - September 2013
    The Chairman read the report to the meeting. Copy on Village Hall noticeboard and on the village website.

  2. Events Meeting
    This year's Christmas Light Switch on will take place on Thursday 28th November 4.30pm - 7.00pm. The next meeting will take place w/c 21st October.

  3. Finance Meeting
    Review of the first six months - on track. We will be setting next year's precept over the next couple of months and will need to look at some cost cutting.

13/088 AGENDA

  1. Car Parks
    Cllrs J Peck and Brooks recently met with Andy Statham (N&SDC) and have agreed to take over the car parks on a 25 year lease. Despite rumours to the contrary, there is no intention to introduce parking charges. If the Parish Council has responsibility for the car parks we are able to make any decisions concerning them.

    Before handover, the car parks will be put into good repair, new white lining and noticeboards etc.

  2. Skate Park
    We are expecting the formal report on noise and the final design by the end of October; this should also include a provisional start date. Clerk to inform Councillors when report received

    The Parish Council has received several complaints from villagers, including some Friars Park residents, who are annoyed that a gate has appeared at the access from Old School Drive to the Jubilee Park and the children's play area. Some people have wrongly assumed that the Parish Council installed the gate.

    The Parish Council has not installed the gate, nor do we know what times, if at all, the gate is unlocked. It is believed the gate has been installed by a group of Friars Park residents on Old School Drive. The skate park, which is to be built next to the car park at the Mansfield Road end of Jubilee Park and other Jubilee Park facilities cannot now be accessed via this route.

    The developer of the estate, Barratt Homes, put several access points to the park and children's play area, of which Old School Drive is one, although it is not an adopted road.

    The Parish Council has advised complainants that if they wish to pursue the matter further and continue to use this access to the park, they should contact the Rights of Way Officer at Notts County Council stating whether they have used this route regularly to Jubilee Park and for how long.

  3. New Sherwood Forest Visitor Centre
    The design for the new Visitor Centre and press release will be sent to the Parish Council when all signed.

  4. Dog Bin - Brocklehurst Drive
    A request has been received for a dog bin on Brocklehurst Drive estate. To be discussed at next Finance Committee meeting as part of the budget setting for next year

13/091 FINANCIAL MATTERS (TO BE REFERRED TO THE FINANCE COMMITTEE, if necessary)

  1. External Audit Response
    The auditors have returned the Annual Return with no issues.

  2. Town & Country Quote
    The grass cutting agreement is due to expire soon. The current contractor has agreed to freeze prices for the next three years. Agreed unanimously to continue with current contractor

  3. Newsletter
    Due to increased costs of printing, we are looking at alternative formats for the village magazine, by changing the paper we can save over £800 per issue. Agreed unanimously

  4. Photocopier/Printer
    The current photocopier and printer are not working efficiently and desperately need updating. There is only £80 difference between comparative costs. The new proposal would be a combination photocopier/printer/scanner that could also print in colour when necessary. Agreed unanimously

  5. Christmas
    Some councillors have received complaints about the Christmas lights on the High Street. A discussion took place concerning the possibility of installing motif lights on the some of the lampposts on the High Street. The cost for infrastructure work for 5 lampposts is £840 and the cost of motifs is around £130 each. We have a budget for lights in this year's accounts. Agreed by majority to install lights on 5 lampposts

District Councillors Report

Attending planning meetings - a lot of applications for wind turbines at the moment.

Cllr Brooks has received 3 complaints from residents who are suffering from lack of communication with Newark & Sherwood Homes.

County Councillors Report

Still working on the budget savings. The living wage will be introduced for County Council employees from 1st April 2014.

The 20mph speed limit will be introduced outside the first 50 schools next year.
