Meeting Minutes October 2018

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 16 October 2018 at 7pm in the Council Chamber, Village Hall, Edwinstowe.

Present: Cllrs Brooks, Peacock, J Peck, K Peck, Starbrook, Tattersall, Troop

Apologies: Cllrs Ayre – illness, Brown – family illness, McLaughlin – message left (see agenda item 18/084)

18/083 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting, a minute silence was observed in respect of the late Cllr Liz Benson.

The Chair made the following announcements:

‘We have been advised by electoral services that a notice regarding a vacancy should be posted not more than two weeks after the funeral of a councillor. This means a notice will be posted on 23rd October 2018.’

Cllr Benson’s family have requested that her photos are left on the noticeboards and on the website for the time being.

18/084 RECEIVE ANY APOLOGIES AND REASONS FOR ABSENCE

Reasons given for Cllrs Ayre and Brown were approved.

The reason given by Cllr McLaughlin was noted but not accepted.

18/085 DISCLOSURES OF INTERESTS BY MEMBERS (AND EMPLOYEES) IN ITEMS ON THE AGENDA

18/086 TO APPROVE THE MINUTES OF THE EXTRAORDINARY MEETING OF THE COUNCIL HELD
ON 11th SEPTEMBER 2018

Minutes were approved and signed by the Chair.

18/087 MATTERS ARISING FROM PREVIOUS MEETINGS

  1. Forest Cemetery Extension
    An email has been received from Thoresby Estates concerning progress on the cemetery extension. At a previous meeting with Thoresby Estates, land beyond the oak trees had been offered, at a peppercorn rent. S106 monies from Harworth Estates development will be used to prepare the ground and create an access road.

    RESOLVED: - Clerk to write to Thoresby Estates to arrange a further meeting to ensure the land is still available at a peppercorn rent.

  2. Cemetery Car Park
    The car park belongs to the RSPB, they are responsible for its maintenance and insurance. The new signs to the Cemetery car park are very clear however there are complaints that people are parking in the cemetery car park, to avoid paying the charges in the visitor centre, but not visiting the cemetery. This is very difficult to monitor.

    RESOLVED: - Clerk to ask Cemetery Groundsman to monitor car park use informally.

  3. Sherwood Forest Play Area Removal
    Works will take place mid October – early November. RSPB will deliver it to Fourth Avenue Play Area for installation.

    RESOLVED: - Clerk to liaise with RSPB and Town & Country.

18/088 TO RECEIVE QUESTIONS FROM COUNCILLORS (10 MINUTES)

Cllr Troop has received queries concerning the planning application for a caravan site on land adjacent to the Ollerton Road allotments. Comments to N&SDC & the Parish Council.

Cllr Troop has received positive comments concerning the new visitor centre which has brought more visitors to the church and craft centre.

Cllr Peacock met with Thoresby Estates concerning the application for a caravan park. It would seem the primary reason is to have a new access road created.

Cllr Brooks reported that Jane from the Flower Room has offered to make the flower arrangements for the vases on the War Memorial free of charge. The Clerk has informed a member of the British Legion and is awaiting a response.
Remembrance Sunday falls on 11th November this year, please can all councillors attend.

RESOLVED: - Clerk to get details from the Parade Organiser.

The Parish Council has not yet been approached by the British Legion to pay for this year’s booklet as in previous years.

RESOLVED: - Clerk to write to British Legion.

Cllr K Peck asked for an update concerning the British Telecom building. Cllr Brooks to chase.

18/089 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Cemetery Sub Committee
    The minutes and actions from the meeting were approved.

    Overhanging branches on the left side of the cemetery were reported.

    RESOLVED: - Clerk to speak to Amenity Supervisor.

  2. Events Sub Committee
    The Christmas event is progressing well. There are implications concerning the closure of the library were discussed.

    RESOLVED: - Clerk to arrange Sub Committee meeting asap.

  3. Parks & Open Spaces Sub Committee
    The minutes and actions from the meeting were approved. The works on the air vents has now been completed.

    RESOLVED: - Clerk to contact resident on Friars Park concerning the requested tree works.

    There is a missing piece of drainpipe/guttering on the structure at Henton Road.

    RESOLVED: - Clerk to speak to Amenity Supervisor.

  4. Thoresby Memorial Sub Committee
    This is progressing well. The memorial has been agreed, bricks have been sourced to rebuild the wall – thanks to local builder Craig Wells Builders, quotes and designs for the gardens have been received. More groundworks need to be considered before planting commences.

    RESOLVED: - Clerk to forward second garden design to subcommittee. Clerk to order memorial once final design received.

  5. Health Meeting
    Only 24 responses were received from the Health questionnaire. This is not enough. It was agreed for councillors to take copies of the questionnaire for completion – the deadline is the end of November.

    The next Health Meeting will take place on 10th December.

    The CCG have withdrawn support for the Ollerton Public Sector Hub which will have an impact on what the Health Group are trying to achieve and the wider community.

  6. Allotment Meeting
    The minutes and actions from the meeting were approved.

18/090 AGENDA

  1. Conservation Area
    • The next steps
      This is now in the hands of the Conservation Officer at N&SDC who is currently writing a report looking at buildings that need including/excluding in the conservation area. Details will be agreed with the Parish Council before a further public consultation.

  2. New Visitor Centre
    • Access and Parking Issues
      An email from a resident was read to the meeting concerning the ‘detrimental impact’ of the new visitor centre on the village and asking what role the Parish Council has in the new centre.

      C/Cllr Peck has met with officers from both NCC and RSPB recently to discuss the lack of reference to the Robin Hood legend in the new centre. Officers have reassured that more will be done.

      C/Cllr Peck is still pushing to get the 30mph area extended further along Swinecote Road.

      The Parish Council has been involved from the beginning of the project and have raised residents concerns especially concerning traffic management, cemetery access and parking and will continue to do so.

      Cllr Peacock has requested better signage from Forest Corner to the High Street and other parts of the village.

      It was agreed that C/Cllr Peck leads on this matter as he has access to NCC officers and NCC are partners in the enterprise.

      RESOLVED: - Clerk to reply to resident informing of our involvement and with the possibility of facilitating a small meeting with resident representatives, RSPB, Parish Council and NCC officers.

  3. Relocation of Thoresby Colliery Winding Wheel
    The site for the half winding wheel has now been agreed with both Harworth Estates and RSPB. At a recent meeting it was proposed that Harworth pay for the moving and relocation of the half winding wheel in lieu of the community s106 monies from the Thoresby Colliery development. It is anticipated that the works will take place during the first quarter of 2019.

    Cllr J Peck moved that the cost of relocating the half winding wheel be taken from community s106 monies from the Thoresby Colliery development. Cllr K Peck seconded. Approved unanimously.

18/095 GRANT APPLICATIONS

After a discussion it was unanimously agreed to award both applicants £200.

RESOLVED: - Clerk to raised cheques.

It was reported that the British Legion had declined to apply for a grant for either the WW1 Memorial or Remembrance Day Parade.

It was also reported that a member of the British Legion is stating that the Parish Council had refused to pay for this year’s booklet – this is not correct, the Parish Council have not been asked this year.

RESOLVED: - Clerk to write to British Legion.

18/096 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
(VERBAL REPORT AT MEETING; COPY OF REPORT TO CLERK)

District Council

There will be a district wide consultation about views of the District Council starting around November.

There is a new Chair of N&S Homes.
N&S Homes are in the second year of their house building programmes.

D/Cllr Peacock gave a motion about fracking at the full council meeting. The motion is to ensure that fracking applications are considered as part of the planning process and not allowed through permitted development. The motion, with a few minor amendments, was approved unanimously.

D/Cllr Brooks handed in the petition concerning CCTV on the High Street, with an explanation, to the full council meeting.

RESOLVED: - Send letter to traders informing.

County Council

There was a motion at the last full council meeting against permitted development rights for fracking. This was approved unanimously, with a few minor amendments.

Cllr Peck has arranged a meeting with members of Sherwood Catchment Partnership concerning the wetlands area next to Edwinstowe House on 29th October 2018.

The draft design for the £18m grant applied for by NCC councillors, for improvements to Ollerton roundabout and various junctions along the A614 has been received. Cllr Peck will continue to monitor the situation.

The next round of LIS applications is due soon. After a discussion it was agreed to apply for a grant for new signs for the entrances to the village. We will need 4 signs in total. It was also agreed that the Parish Council will contribute up to 25% of the total cost.
