Meeting Minutes November 2017

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 14 November 2017 at 7.00pm in the Council Chamber, Village Hall, Edwinstowe.

Present: Cllrs Ayre, Benson, Brooks, Brown, McLaughlin, Peacock, J Peck, K Peck, Starbrook, Troop

17/094 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting and welcomed all present.

Thank you to the Edwinstowe Branch, British Legion for the excellent Remembrance Day Parade.

17/095 RECEIVE ANY APOLOGIES AND REASONS FOR ABSENCE

Minutes were approved unanimously and signed by the Chair.

17/098 MATTERS ARISING FROM PREVIOUS MEETINGS

  1. Village Plan Showing Location of Dog Bins and Grit Bins
    A map has been produced showing the locations of the dog bins and grit bins.

    RESOLVED:- Map to include defibrillators (when in situ) and litter bins. Dog mess can be placed in ordinary litter bins as long as it’s bagged appropriately.
    Send map to website.

17/099 TO RECEIVE QUESTIONS FROM COUNCILLORS (10 MINUTES)

Commenced 1904hrs

Cllr Peacock raised the mud on Mill Lane due to tractors harvesting. Clerk to contact Highways.

Cllr Ayre expressed thanks to Cllr Peacock, the Clerk and Laura (PCSO) for obtaining the personal attack alarms for distributing to the users of Abbey Road Centre.

Cllr K Peck asked whether British Telecom had responded to the letter concerning the poor condition of their building at the bottom of High Street. No response had been received. Councillors to inform Conservation Officer when visit arranged.

Cllr McLaughlin has received complaints concerning the cemetery. To be reported on at agenda item 17/100 (d)

Cllr McLaughlin asked if the council still wished to proceed with the Community-led plan. Agenda item January

Cllr McLaughlin asked for feedback from the meeting with the new Estates manager at Thoresby Estates. To be reported on at agenda item 17/100 (d)

Cllr McLaughlin reported that whilst collecting for the poppy appeal outside the co-op, a vehicle mounted the pavement. Noted.

Cllr McLaughlin asked for an update on the Anti-Fracking petition. The remainder to be collected this week.

Cllr McLaughlin reported further incidents of theft from vans on the Avenues. These incidents should be reported to the police.

Cllr McLaughlin raised issues about parking around the Craft Centre. This will be referred to Edwinstowe Cricket Club.

Cllr Brown informed the meeting that the St John’s car park will be open permanently for customers of the Craft Centre.

Cllr McLaughlin asked the progress with Twinning. This is currently on hold due to lack of interest from residents. Clerk to contact the Robiac-Rochessadoule after the Christmas Event.

Cllr Brown expressed thanks, on behalf of the council, to all the volunteers who helped with the Remembrance Parade especially the road closures.

Cllr Brooks had been told that the Parish Council wanted to cancel the Remembrance Parade. This is not true. If councillors hear any rumours concerning the Parish Council, please refer to the Parish Office for clarification.

17/100 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

The Chair requested to move agenda item 17/101 c to 17/100 b. Agreed unanimously

  1. Allotment Sub-Committee
    The waiting list, plot sizes and various insurance matters were discussed.

    We have received a response from the President of Edwinstowe Allotment and Leisure Gardeners concerning insuring the shed and signing the lease. They are currently looking at the insurance information that was sent with our letter.

    The Chair requested permission to write again, giving until our January meeting to get the insurance in place and pay the nominal annual rent (£10), or the council will either take over the shed or have it removed. Agreed unanimously (9)

  2. Thoresby Memorial Working Group
    The fund now stands at £6,400. We need to apply for grants for the whole scheme. The agreed quote to clear the site is £1,100. A quote has been received for a suggested memorial consisting of three upright stone plinths – two with information boards. This is too big for the site, so further quotes need to be obtained.

    One member of the working group has made enquiries to obtain some of the bricks from the colliery site to use in rebuilding the retaining wall and some volunteers to do the work.

    RESOLVED: - Clerk to obtain further quotes for memorial. Clerk to contact Clipstone for details for their memorial.

  3. Events Sub-Committee
    Arrangements for next week’s event are well underway. The banner will go up by Friday. Leaflets/posters have been distributed.

  4. Cemetery Sub Committee
    The area around the shed needs tidying up.

    Pots, not on the memorials are not allowed on graves – this is in our rules and no exceptions can be made. If vases (on the plots) have fresh flowers in them, they will be removed and the flowers will be placed on the grave.

    The letter drafted by the cemetery sub-committee was approved 9 for 1 abstention.

    RESOLVED: - Clerk to send letter

    The meeting with Thoresby Estates was very useful and an area of land has been identified for the extension to the cemetery. This is beyond the wooded area at the top of the cemetery.

    The land will be leased to the Parish Council but no value has been agreed. There will be cost implications to get the area fit for purpose and to clear a pathway through the wooded area for vehicles; but this will not need to happen for some time. The possibility of using s106 monies was discussed.

    RESOLVED: - Clerk to make enquiries with N&SDC

    Cemetery prices were reviewed by the sub-committee.

    RESOLVED: - Circulate and Agenda for January meeting.

    The new cemetery road and parking area were discussed. The road seems narrow and unfinished. The question of whether the car park and road will be handed over to the Parish Council was raised.

    RESOLVED: - Clerk to make enquiries with RSPB

  5. Meeting with Health Representatives
    At the recent Parish Council conference at N&SDC there was a presentation from Sally Dore and Mike Simpson from the Clinical Commissioning Group concerning health provision and community engagement.

    A meeting was arranged with councillors, Jacqui Mikhail from Major Oak Medical Practice, Sally and Mike to discuss Edwinstowe Health Provision and the impact of new residents to Edwinstowe, Ollerton and the wider area. The next meeting will take place 6th December at 2.30pm.

17/101 AGENDA

  1. New Litter Barrow
    Andy’s litter barrow needs replacing.

    RESOLVED: - Clerk to include in 2018/19 precept calculation.

  2. Winding Wheel
    There is a meeting for councillors with Harworth Estates on Friday at 12.00pm to discuss the approved planning application, our memorial and whether the Parish Council would like one of the half wheels.

    Parish Councillors have already expressed to Harworth Estates, on several occasions, that we do not want the wheels to be moved from the entrance but the decision has been made by Harworth. Parish Councillors do not want the wheels to be moved but if they have to be, they must be kept within the village to show our mining history. The Thoresby Colliery name plaques also need to be kept.

    RESOLVED: - Councillors to discuss with Harworth Estates at meeting on Friday.

  3. Thoresby Memorial Quote
    See earlier agenda item.

  4. Car Park
    1. Lighting
      This is with a lighting contractor (used by N&SDC) who will contact the Clerk with options including which columns can be decommissioned, whether timers can be fitted and whether any necessary works is cost effective in the long term.

    2. Lining
      It was agreed to renew all the white/yellow lining in the village car parks.

      RESOLVED: - Clerk to look at after the Christmas event.

  5. Volunteer Worker
    A resident has approached the council with a view to volunteer 2 days per week in the cemetery.

    Councillors unanimously approved the request, subject to the necessary insurance.

    RESOLVED: - Clerk to speak to David/Paul and send letter to resident.

  6. Parking on Paddock Close Corner
    This has been raised by several residents. Vehicles are parking along Paddock Close and around the bend, sometimes for the whole day not only at school drop off/pick up times.

    Cllr J Peck had visited the area and there were approximately 8/9 cars parked in the area. Although they are parked within the law 2 were on the bend.

    These vehicles could belong to dog walkers, school staff, construction staff or visitors.

    After a discussion it was agreed to send a letter to school and Woodheads asking drivers to park considerately.

    Concern was raised as no mention of fracking within the draft plan.

    RESOLVED: - Clerk to submit response on behalf of Parish Council.

  3. Andy Callaghan-Wetton – Invitation to visit King Edwin Primary School
    Preferred date to be circulated to all councillors.

  4. Center Parcs – Notification of Firework Displays
    Noted.

  5. Thoresby Sporting Trust – Letter Concerning Unsuccessful Grant Application
    Noted. Thanks to the Trust for successfully obtaining a defibrillator.

    It was unanimously agreed that Cllrs Ayre, Benson, Brooks, Brown, Peacock and Troop are the representatives of the sub-committee. Councillors do not need to attend every meeting.

    Noted.

  2. First discussions – 2018.19 Precept
    The Chair and Clerk attended N&SDC to discuss how precepts are calculated and to get an early indication of next year’s tax base.

    Precept to be discussed by Finance Committee in December with formal approval of Full Council in January.

    RESOLVED: - Clerk to arrange meetings subject to dates agreeing with N&SDC deadlines.

When NCC trimmed the High Street trees they cut through some of the new Christmas lights.

RESOLVED: - Cllr Brown proposed, Cllr J Peck seconded sending the invoice to NCC for reimbursement.

The Parish Council will be reimbursed for five wreaths.

17/106 GRANT APPLICATIONS

None.

17/107 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
(VERBAL REPORT AT MEETING; COPY OF REPORT TO CLERK)

County Council

C/Cllr Peck has

  • Received approval from the Head of Library Service to place the defibrillator that he has funded on the library – ongoing
  • Donated £200 to Lynds Close lunch club for personal attack alarms
  • Reported various potholes
  • Reported broken lights on Fifth Avenue
  • Reported damaged kerbstones one Fourth Avenue
  • Reported the pavement on East Lane

NCC has withdrawn the paper on seismic testing. C/Cllr Peck is pushing for a policy to oppose all seismic testing on NCC land.

The draft capital programme for Highways has been released (this only accounts for 60% of works). The final programme will be in March.

So far, Church Street resurfacing and the pavements on the Avenues have not been included. Surface dressing the roads on the Manvers Estate and double yellow lines at Mill Lane/High Street corner and the weight restriction reduction on Rufford Road to 7.5tonnes in line with Mill Lane are included.

NCC have rejected extending the 30mph limit along Swinecote Road despite objections made by C/Cllr Peck and the Parish Council. This will be reviewed in six months.

District Council

Outline planning approval has been given to Harworth Estates for Thoresby Colliery site. The comments made by the Parish Council were included on the agenda and taken into account by the committee.

N&SDC have submitted a bid for Ollerton roundabout to the Government and should hopefully have a decision by Christmas.

Five Syrian families have moved into the district and have settled well. They are asylum seekers from refugee camps and have been housed in private rented accommodation funded by the Government.
