Meeting Minutes February 2017

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 14 February 2017 at 7.15 pm in the Council Chamber, Village Hall, Edwinstowe.

Present: Cllrs Ayre, Benson, Brooks, Brown, McLaughlin, Tattersall, Troop

16/125 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting, welcomed all present and asked if anyone was recording. One member of the public indicated that they were.

16/126 RECEIVE ANY APOLOGIES AND REASONS FOR ABSENCE

Reasons were approved and accepted unanimously.

16/128 APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD
ON 10th January 2017

Minutes were approved unanimously and signed by the Chair.

Pauline gave an overview of the self-care hub and gave out leaflets explaining their service.

RESOLVED: - Clerk to put link on website and forward lists of activities in the various centres around the village to Pauline.

16/129 MATTERS ARISING FROM PREVIOUS MEETINGS

Fracking - there is nothing further to report at the moment but the Parish Council will continue to monitor the situation and agenda when appropriate.

16/130 TO RECEIVE QUESTIONS FROM COUNCILLORS (10 MINUTES)

Commenced 1932hrs

Drivers are failing to stop at the school crossing on Mansfield Road and vehicles are speeding on Fifth Avenue. Could we meet with the school to discuss options?

RESOLVED: - Take to Safer Neighbourhood Group

There have been three burglaries recently; two on Beardsley Road and one on Rufford Road.

RESOLVED: - Discuss further at Safer Neighbourhood Group

Incidents of dog fouling have increased around Abbey Road and Beardsley Road.

RESOLVED: - Clerk to report to Dog Warden

Is there an update on the planning application for the fun park? The application is being held up due to conservation issues.

Were the comments on the Rufford Pastures development available at the N&SDC planning committee? Yes

There have been reports of antisocial behaviour at the skate park.

RESOLVED: - Discuss further at Safer Neighbourhood Group

There may be improvements to the traffic lights at the top of the High Street following a recent meeting with Mark Spencer MP. The sequencing of the West Lane traffic lights also needs looking into.

RESOLVED: - Clerk to speak to Highways

16/131 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

Available from Parish Council Office.

  1. Allotment Sub Committee
    Cllr Ayre gave a report including:
    • Plots available at Boy Lane site.
    • Incidents at allotments to be reported to the Parish Council in the first instance.
    • Proposed change in rents to £10 per quarter plot from March 2018 (as suggested by a plot holder as they felt the current system was unfair)
    • Ollerton Road waiting list.


    All noted. After a brief discussion the proposed rent changes were approved 5 in favour with 2 abstentions.

    NALC are considering running an allotment management training session.

    RESOLVED: - Cllr Ayre and the Clerk to express an interest in the training.

    1. Letter from Pierrepont (Thoresby) Estates re Allotments
      A copy of Nick Brown’s response and the original complaint sent by the allotment association are available in the Parish Council office.

  2. Personnel & Staffing Sub Committee
    New staff job descriptions have been circulated to staff for consideration. Interviews will take place in due course.

  3. Parks & Open Spaces Sub Committee
    Woodheads have asked for our preferences for street names for the developments at Rufford Pastures and Edwinstowe House. After a lengthy discussion a shortlist was agreed.

    RESOLVED: - Clerk to send preferred list to Woodheads

    The request for an extension to the skate park was discussed and refused due to lack of funding at present.

    RESOLVED: - Clerk to inform residents and keep requests on file for future consideration

    Fourth Avenue phase 2 - enquiries have been made with N&SDC re s106 monies. Cllr Peacock to arrange meeting with CISWO concerning the plans for the old welfare site.

    Goal Posts - these were discussed at length and it was proposed 4/1 not to install goal posts at the present time.

    RESOLVED: - Councillors approved the proposal not to install goalposts.

    Wetlands Area, Edwinstowe House - as this matter concerns contracts, moved to confidential, unanimous.

    Car Parks - there have been reports that people are using the village car parks as a 'park and ride'. Possible solutions were discussed but were dismissed as not appropriate. The Parish Council took over the car parks to ensure they remain free.

    Car park lighting was discussed and further investigation is required concerning whether:
    • lights are metered
    • the use of LED bulbs
    • the removal of surplus lighting


    RESOLVED: - Clerk to make enquiries

    It was suggested that not all the cones are placed on the High Street by businesses are for deliveries.

    RESOLVED: - Take to Parks and Open Spaces Sub-Committee meeting for fuller discussion. Clerk to establish facts concerning the cones before following up with businesses.

  4. Cemetery Sub Committee
    Pruning of shrubs, hedges and trees will take place over the next couple of days. The cemetery rules and regulations will be updated. The cemetery fees were discussed and no increase was proposed for the time being.

  5. Events Sub Committee
    The 2016 event was reviewed and plans have started for this year's event. It was proposed by the sub-committee to increase the stall charge to £15.

    RESOLVED: - To approve the proposal to increase the stall charge to £15. Unanimous

16/132 AGENDA

  1. Twinning
    A local resident is keen to proceed with twinning and is due to visit France this year. The Chair proposed a small working group of councillors and residents to investigate the enthusiasm for twinning in the village. The Chair proposed writing to all attendees from the reception to gauge interest, copy on website.

    It was also suggested that the resident could apply for a grant from the Parish Council, subject to approval, to cover costs etc.

    RESOLVED: - Chair to meet with interested local resident and write letters as stated.

  2. N&SDC - Removal of Public Pay phones and opportunity to purchase them
    The two village pay phones are being removed. (Abbey Road and bottom of High Street). There is the option for the Parish Council to purchase kiosks for £1. The Clerk has made enquiries and is awaiting a response from BT.

  3. Request for Dog Bin on Sandy Lane
    A resident has requested a dog bin on Sandy Lane. After a discussion, it was unanimously agreed to purchase a dog bin.

    RESOLVED: - Clerk to order dog bin, contact resident and add bin to collection schedule once in place.

  4. Motion proposed by Cllr Brown -
    Edwinstowe Parish Council will not seek town status and Edwinstowe Parish Council will retain the village status which it has historically had and for Edwinstowe to remain Robin Hood's Village.

    Seconded by Cllr Brooks. After a lengthy discussion, the motion for this Parish Council to keep Edwinstowe as a village was approved unanimously.

  5. RCAN Neighbourhood Planning Event Date
    This is an information event for Parish Council representatives.

    RESOLVED: - Councillors to inform Clerk if attending.

  6. Date for the Annual Parish Meeting - Provisionally 19.04.17
    It was unanimously agreed to hold this year's Annual Parish Meeting on Wednesday 19th April from 6.30pm - 7.30pm. It was also agreed to change the April Ordinary meeting date to Tuesday 18th April to avoid the school holidays.

    RESOLVED: - Clerk to advertise dates.

  7. Thoresby Memorial
    There are currently three councillors and one resident on the working group. It was agreed to seek two further representatives including at least one female.

  1. Robin Hood Colts - Invoice
    Robin Hood Colts have paid an invoice to move a light switch in the pavillion. After a discussion it was unanimously agreed to reimburse Robin Hood Colts.

    RESOLVED: - Clerk to raise cheque

  2. Resident Letter - Edwinstowe Fire Service Thank You
    After a discussion, the letter was noted. The Parish Council also added their thanks.

  3. Donation for Thoresby Memorial from Local Family
    Noted and thanks to the family for their generosity.

    RESOLVED: - Clerk to enquire whether would like to be part of the working group.

  4. Resident - Inconsiderate Parking Robin Hood Avenue/Rufford Road
    Noted. Take to next Safer Neighbourhood Group Meeting on 28th February at 6.00pm in the Parish Office.

C/Cllr Peck and D/Cllr Peacock were not in attendance.

District Council

D/Cllr Brooks is dealing with housing matters at the moment. N&S Homes are in the process of applying for permission to build around 350 dwellings over the next three years. There is a possibility that there could be additions of this in future. There is currently a waiting list of almost 4,000 people in the district.

Warmth scheme information has been received from N&S.

RESOLVED: - Clerk to advertise Warmth Scheme across the village. Cllr Ayre to distribute to community centres.

A resident expressed thanks to D/Cllr Peacock and disappointment with D/Cllr Brooks for their representations at the recent N&SDC planning meeting. During this agenda item, the Chair pointed out that discussion about the N&SDC planning meeting is not a Parish Council matter.

A resident enquired whether councillors were aware of any large planning applications in/around Edwinstowe. Only the Thoresby development

A resident expressed a desire to be part of a Community-led Plan or Neighbourhood Plan working group. Please pass details to the Clerk

A resident was concerned that exploratory drilling could take place in Sherwood Forest without the knowledge of residents/Parish Council. The Parish Council will always inform residents of any applications etc

A resident informed the meeting that a friend had received a parking ticket on the High Street. They had parked at the top and then moved their vehicle and parked at the bottom of the High Street. This has been discussed previously - article in magazine to make users of the High Street aware

A resident asked whether there was any green belt land around Edwinstowe. No there is only green field land and not green belt
