Meeting Minutes September 2016

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 13 September 2016 at 7.00 pm in the Council Chamber, Village Hall, Edwinstowe. The Planning Meeting preceded the Ordinary Meeting.

Present:

PLANNING

No objections had been raised for any of the applications being considered. All applications were approved unanimously - see planning section below.

16/057 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting and welcomed all present.

  1. Center Parcs Fireworks
    Center Parcs will be holding 15 events between 2nd November and 21st December 2016 on Sunday and Wednesday evenings at 6pm.

    There will also be displays on 26th and 28th December at 6pm and 31st December at midnight.

    Whilst by the nature of fireworks there will be noise, we are working to reduce noise levels this year by up to 27%.

    The Chair asked if anyone would be recording the meeting - one person indicated they were. The Parish Council were also recording.

  1. Grass Cutting - update

16/062 TO RECEIVE QUESTIONS FROM COUNCILLORS (10 MINUTES)

Cllr Starbrook reported the poor condition of the pavement on Lansbury Road.

RESOLVED: - Clerk to report to Highways

Cllr Tattersall reported litter along Rufford Road from the Robin Hood pub to the old Police House.

RESOLVED: - Clerk to speak to amenity workers

Cllr Brown asked about the rumour circulating the village concerning the Abbey Road garage site. D/Cllr Brooks to report in minute reference 16/070.

Cllr Brown asked about the rumour that St Mary's School would be closing. C/Cllr Peck replied (through the Chair) that Harworth Estates are obliged to set aside land for a new school within the proposed development of the colliery site. NCC has a legal responsibility to ensure there is a primary school place for every child in Nottinghamshire. There are no plans to close St Mary's school; the building may need refurbishing as the life span for that style of school is 40 years and it was built in the 1970s.

Cllr Peacock asked when the village would be weeded by NCC.

Cllr Peacock asked about Fourth Avenue play area and the Welfare site. Agenda item 16/064 (iv)

Cllr Ayre reported residents of rented properties have installed parking spaces without having the kerb dropped and are using bits of wood and ramps to access their properties.

RESOLVED: - Cllr Ayre to pass details to D/Cllr Brooks to follow up

Cllr J Peck reported that the High Street, the garden by the public toilets and the War Memorial Garden are looking better each year with the floral displays, banners, flags, trail boards and painted street furniture. Thank you to the staff team and for those businesses that contribute each year.

16/063 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Finance & Administration Committee
    The main items discussed were the auditors report (agenda item 16/067(i)) and the skate park repairs (agenda item 16/064 (vii))

  2. Cemetery Sub Committee
    A request for an all weather memorial bench has been received. Approved unanimously.

    RESOLVED: - Clerk to inform the resident.

  3. Allotment Sub Committee
    There was no meeting of the Allotment Sub Committee in August. However two site visits were made. In general the allotments are being kept to a good standard.

    Plot holders are reminded that they have a responsibility to keep the boundary of their plot which borders the roadways weed free.

    On our visits we speak to a lot of allotment holders and get very positive feedback. We also follow up on comments which need our attention.

    Please contact the Clerk and preferably put in writing anything you may want to draw to our attention.

    Some of the things raised with us by both letter and on our visits need to be discussed by the Sub Committee so a date for the meeting needs to be set.

16/064 AGENDA

  1. Twinning and visitors from Robiac-Rochessadoule, France
    The recent visit had been very successful. The Chair thanked all those who had contributed to the visit especially Woodhead Group, Fire Station, Greg Abbott from St Mary's Church, Harworth Estates, YHA, RSPB, the staff at Sherwood Forest Country Park and the Sheriff of Nottingham. Thanks also to the Clerk for the organisation of the event.

    We are currently looking at how to move the idea forward.

    The Chair read from some emails received from Henri, the Mayor of Robiac-Rochessadoule;

    "Please pass our thanks onto all those who attended the reception of Thursday evening, the Harworth Estates team at Thoresby Colliery, the team of firemen and of course the Sheriff of Nottingham. It was clear that everybody that we met and to whom we talked were proud of what they were doing in Edwinstowe and we recognise how generous everybody was in giving their time to us."

    "We felt very welcome at both formal and informal occasions and we wish to say that all those we met in Edwinstowe are always welcome to come to Robiac-Rochessadoule"

    Cllr Peacock thanked the representatives from various groups and organisations around the village for attending the reception. He proposed that the parish council hold an event periodically to celebrate the time they give to the community.

    RESOLVED: - Events Sub-Committee to move forward

  2. Thoresby Colliery Memorial
    So far £300 has been donated towards the memorial. No decision has been taken on the type of memorial or the location where it will be erected. A suggestion to set up a working group including former miners was proposed and approved unanimously.

    RESOLVED: - To put article in magazine and set up working group.

  3. Harworth Estates Consultation Event at Thoresby
    Between 300-400 people attended the consultation event and mainly positive feedback was received.

    Harworth Estates have a plan to position one wheel inside a 'Village Square' on the development - this is only an idea, nothing has been decided.

    Thoresby Colliery was described as the 'Jewel in the Crown' and needs commemorating in a suitable manner.

  4. Fence at Bowls Club and the Welfare Site
    So far only provisional plans have been submitted for the welfare site. Concern over the condition of the site was raised.

    RESOLVED: - Clerk to chase CISWO for update on plans and what is happening on the site.

    The Bowls Club would like to move the concrete slabs around the outside of the new play area then level and seed it to encourage football to be played on the side furthest from the Bowls Club.

    RESOLVED: - Clerk to speak to Bowls Club.

  5. RCAN meeting - Community Led Plan
    RESOLVED: - Clerk to arrange a meeting before the next Ordinary Meeting.

  6. Christmas Event - update
    Events Sub Committee meeting (Councillors only) has been arranged for Thursday (15th September) at 6.30pm. This is for councillors only.

    Some young people have expressed an interest in being involved in the planning and volunteering on the evening.

    RESOLVED: - To invite to next Sub Committee meeting.

  7. Skatepark
    A local joiner has carried out the repairs to the skate park. All layers are birch ply, bases and edges treated with weathershield and top coated with a water based treatment as advised by NCC. There is some ply left over for future repairs.

    The Chair requested the expenditure be authorised retrospectively by the full council, the Finance Committee had already approved the expenditure. Further works needed to be done and the Chair requested approval for this. Expenditure approved unanimously.

    The skate park is extremely popular and heavily used. None of the scaremongering that was made prior to installation has happened. The trees now obscure the skate park from many of the houses.

    One of the early protesters against the skate park has recently been knocking on doors on Friars Park and in local shops asking for support to get rid of it.

    The Parish Council ensured Jubilee Park was protected through Fields in Trust and can never be built on.

  1. Audit - letter from Grant Thornton
    The Chair has drafted letters to the Secretary of State and the auditors. These have been circulated to all councillors. Please read and give any feedback to the Clerk before the letters are sent next week.

    It was also agreed to write to the National Association of Local Councils, the Public Sector Audit Appointments Limited and the Financial Ombudsman.

16/070 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
(VERBAL REPORT AT MEETING; COPY OF REPORT TO CLERK)

D/Cllr Peacock stressed the importance of the N&SDC Plan Review preferred approach strategy and the October consultation event for Edwinstowe residents. There is a meeting for Parish Councillors with Matthew Norton, Business Manager Planning Policy to look at the implications.

D/Cllr Brooks informed the meeting that she sits on the planning committee at N&SDC. Presentations are given regularly with developers and architects to give more information. These are purely fact finding meetings, no decisions are made.

The conservation officer is due to visit Edwinstowe High Street to look at conservation concerns.

RESOLVED: - Circulate details to all councillors.

N&S Homes have to provide 335 extra social houses across the district and they have a 3-5 year plan starting in April 2017. Any plans will have to go through rigorous background checks, feasibility studies and the planning process.

N&S plan to build on land they already own, to reduce costs. Abbey Road garages have been identified as a possible site.

C/Cllr Peck reported the High Street, including Church Street, Mansfield Road and Ollerton Road crossroads resurfacing work is due to take place at the end of September/early October. There will be some inconvenience to residents.

Cllr Tattersall congratulated C/Cllr Peck for his perseverance with getting the High Street resurfaced.

Robin Hood Line - C/Cllr Peck continues to chase the progress but it has gone very quiet. NCC have invested £200k in the feasibility study, no other funding has been received.

16/071 PLANNING

A letter has been received from residents of Mill Lane raising their concerns about the proposed developments in the village. The points raised are valid and are issues that the Parish Council already consider however; it was unanimously agreed to write to the schools and surgery to get a definitive answer concerning capacity.
