Meeting Minutes November 2018

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 13 November 2018 at 7pm in the Council Chamber, Village Hall, Edwinstowe.

Present: Cllrs Ayre, Brooks, Brown, Peacock, J Peck, K Peck, Starbrook, Tattersall, Troop

Apologies: Cllr McLaughlin – prior commitments

18/100 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting, welcomed all present, asked if anyone was recording and made the following announcement about the Village Remembrance Day Parade.

‘The amount of people attending in both the Church and the War Memorial was amazing. There was a bit of a mix up in seating in the Church but I have had an explanation for this and I think all officiating at the church were somewhat phased by the sheer numbers of people there.’

The Chair congratulated the British Legion on this year’s parade.

The Chair read an open later from Mark Spencer MP about Remembrance Day displays around the Sherwood district.

Reasons were approved unanimously.

18/103 TO APPROVE THE MINUTES OF THE EXTRAORDINARY MEETING OF THE COUNCIL HELD
ON 11th SEPTEMBER 2018

Minutes were approved unanimously and signed by the Chair.

18/104 MATTERS ARISING FROM PREVIOUS MEETINGS

  1. Cemetery Extension
    At the recent meeting, the size of the land was agreed. Including the wooded area it will be approximately the same as the current cemetery. The lease will be for 99 years.

    It is anticipated that any landscaping works will be funded from s106 monies from the Harworth Estates development.

    RESOLVED: - It was unanimously agreed for documents to be signed when received from Thoresby Estates.

    It is important for residents that the cemetery is extended.

  2. Village Signs
    The style and basic design of the signs was agreed. The Parish Council will apply for a grant from NCC to pay for the signs.

    RESOLVED: - Clerk to complete grant application forms.

  3. Relocation of Winding Wheel
    The N&SDC Officer to find out whether planning permission is needed – this is dependent on land ownership.

    RESOLVED: - Clerk to confirm timescales with Harworth Estates.

18/105 TO RECEIVE QUESTIONS FROM COUNCILLORS (10 MINUTES)

Commenced 1913hrs

Cllr Troop reported the issues with the crossing on Swinecote Road. The crossing is dark and vehicles are approaching it too fast. This has been reported to C/Cllr Peck to investigate.

Cllr Brown reported speeding vehicles on Rufford Road and Ollerton Road.

Cllr Brown asked a question concerning a staffing matter.

18/106 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Events Sub Committee
    The office is working on the final arrangements for this year’s Christmas event. The company that normally provides the stalls has gone into liquidation so the Parish Council has purchased 35 stalls (jointly with Ollerton). The costs will be recouped in two years and the stalls will be available for community groups to use in the future.

    RESOLVED: - The council unanimously approved purchasing the stalls – cost to Edwinstowe £625.

    This year’s event will take place on Thursday 29th November 2018. Teas and coffees will be in the Village Hall where the Major Oak Pop Choir will be singing; there will be Santa, music, entertainment and stalls on the High Street, Market Garden have arranged to have the Salvation Army Band; the Christmas Tree Festival will take place in the Church and there will be stalls at Outside the Cave and the Craft Workshops.

  2. Thoresby Memorial Sub Committee
    The Parish Council won the Tesco Bags of Help scheme. Quotes have been received for ground clearance and path laying, landscaping. Cllr Peacock is arranging a quote to renovate the metal railings.

    The Clerk is trying to arrange to have the wall rebuilt.

  3. Allotment Meeting
    An inspection took place on Sunday 4th November. Most allotments were in good order but there are six vacant plots at the moment and which need to be sorted out over the winter period. Cllr Troop is designing a poster advertising the vacant plots and promoting physical health and well-being.

    At the allotment meeting ideas for this were put forward as outlined in the minutes of the meeting including creating a communal area with seating and smaller areas to garden.

    RESOLVED: - Clerk to send grant forms to association

    Cllr Ayre is concerned as the allotment shed that Edwinstowe Allotment and Leisure Gardeners Association are responsible for is full of wood and it could be vandalised and the contents set on fire.

    A letter has been received from the association that lease the land where the allotment shed is situated – the lock on the shed has been glued and has prevented the shed being emptied. It was agreed to write to the association extending the deadline until 30 November 2018.

    RESOLVED: - Clerk to send letter

    There are branches overhanging the shed. Ownership of the trees needs to be established and then letters sent to the owners.

    It was agreed to invite representatives from both associations to future allotment meetings.

18/107 AGENDA

  1. Parish/Village Plan Meeting Date
    The meeting has been arranged for Wednesday 16th January 2019 at 7.00pm.

  2. Parking – Cemetery and in the Village Several emails have been received from residents. This is a very difficult problem to solve. Cllr Peacock has met with the Manager of the Visitor Centre – there have been occasions when parking has overflowed from the YHA into the cemetery car park.

    RESOLVED: - Clerk to write to Manager at YHA

    Not all the cemetery car parking spaces have signs. It was agreed to request a sign for each parking space from RSPB as it has been witnessed that vehicles do move to spaces where there are no signs when challenged.

    RESOLVED: - Clerk to write to RSPB to request more signs for the cemetery car park.

    Vehicles are also using the village car parks to avoid paying the charge for the visitor centre. Cllr Peacock has already raised this with N&SDC.

    RESOLVED: - Clerk to contact Parking Enforcement at N&SDC.

    N&SDC are looking at various options relating to the car park at the Craft Centre. It was unanimously agreed for Cllr Peacock to attend meetings on behalf of the Parish Council.

  3. Recent Crime in the Village
    • CCTV
      As a result of the number of signatories on the recent petition, N&SDC and the Police will be reviewing all CCTV across the district after Christmas.

      The Parish Council hand delivered letters to all businesses on the High Street offering to host a meeting between N&SDC CCTV officers, the police and business owners. Only one response was received. Cllr Peacock spoke with N&SDC about this issue. It was agreed to arrange the meeting to try and move things forward.

      RESOLVED: - Clerk to arrange meeting after the review has taken place. Agenda item January.
    • Underage Drinking
      This is a project led by N&SDC.

      Test purchasers who were 18 years old bought alcohol from two shops on the High Street – neither were challenged. The shops were spoken to.

  4. Edwinstowe Wetlands Area
    The land next to Edwinstowe House will be handed to the Parish Council to create a wetlands conservation area which will have seating and will be open to the public. Cllrs Brooks and J Peck met on site with experts to discuss the way forward when the site is developed.

  5. Recent Severn Trent Water Roadworks
    The Clerk liaised with local businesses and NCC several times whilst the temporary traffic lights were installed. NCC have taken the matter up with Severn Trent Water directly.

  6. Councillor Vacancy
    No election has been called. As it is within six months of the next election, the Parish Council can choose whether to co-opt someone onto the council or not.

18/112 GRANT APPLICATIONS

18/113 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
(VERBAL REPORT AT MEETING; COPY OF REPORT TO CLERK)

District Council

D/Cllr Peacock reported that the Leisure and Environment Committee have agreed to provide a swimming pool at Dukeries Leisure Centre – the old one closed last year.

The renovations works at the old toilet block on forest corner has started and the new toilet block and renovations at the Craft Centre will be completed by Spring 2019.

Health surveys need to be returned by the end of November.

D/Cllr Brooks has been attending extra planning committee meetings and has been working on behalf of individual residents.

County Council

It has been six months since C/Cllr Peck requested the 30mph speed limit be move further along Swinecote Road so he has chased this up and received an acknowledgment.

There is an increase in vehicles parking on the verges of Swinecote Road – C/Cllr Peck has reported this to NCC who have visited the site. More signs will be displayed and the Enforcement Officer will visit.

The draft highways capital plan has been written – nothing for Edwinstowe is in the draft plan yet. There is still some funding to be awarded and the final plan is scheduled for March 2019.

Local Government Reorganisation – NCC have 5 options to be considered ranging from making no changes to dividing Nottinghamshire into two areas either east/west or north/south.

The final decision will be made next May.

A resident requested an email that had been sent concerning recent crime in the village be read to the meeting. The Chair read the email.

With permission from the Chair a discussion took place concerning Neighbourhood Watch, Safer Neighbourhood Meetings and monthly Beat Surgeries.

NottsWatch is an organisation that provides support to residents to set up a group.

A resident asked if the magazine could contain a letters page.

A resident reported that they had spoken to our PCSO today who informed him that only 30 residents had signed up to the NottsAlert scheme – most people rely on FaceBook for information which is not always reliable.

A resident requested the 30mph speed limit on Rufford Road (from the crossroads) be extended onto Rufford Road as it currently starts at the bus stop.
