Meeting Minutes February 2018

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 13 February 2018 at 7.30pm in the Council Chamber, Village Hall, Edwinstowe.

17/128 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting, welcomed all present.

17/129 RECEIVE ANY APOLOGIES AND REASONS FOR ABSENCE

Reasons were noted unanimously. The Chair asked councillors to stay behind at the end of the meeting to discuss issues relating to absence from meetings.

17/130 DISCLOSURES OF INTERESTS BY MEMBERS (AND EMPLOYEES) IN ITEMS ON THE AGENDA

17/131 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD
ON 16th JANUARY 2018

Minutes were approved unanimously and signed by the Chair.

17/132 MATTERS ARISING FROM PREVIOUS MEETINGS

  1. Fracking
    The Chair read a letter sent by a resident outlining concerns about fracking in the village. Noted

  2. Verge Cutting by NCC – 2017/18
    It had been previously reported that NCC had only cut verges once last year. The Clerk checked with NCC Highways who informed the following work had been carried out last year: -
    • Vision Splays
    • Single width swathe cut
    • Weed Spraying – Twice
    • Double strips around junctions

    Cuts were April/May, May/June, July/August and September (approximately) Plus reactive cutting during the season.

17/133 TO RECEIVE QUESTIONS FROM COUNCILLORS (10 MINUTES)

The Chair reminded Councillors to only raise issues that require further investigation and/or need to be added to a future agenda as no discussion should take place during this agenda item.

Cllr Ayre requested an updated list of what is allowed in the grey/silver recycle bin as some residents have not had their bins emptied recently. D/Cllr Brooks to enquire at N&SDC

Cllr K Peck asked whether there was any update on the BT building. None to date.

Cllr Brooks reported that the defibrillator is now in place at Abbey Road Centre. Alternative sites are being explored for the second defibrillator as it is too expensive to place one on the library due to the style and age of the building.

17/134 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Parks & Open Spaces Sub Committee
    After a site visit, it was proposed to replace the two working lights in East Lane car park and the light in the jitty. Agreed unanimously

    War Memorial Garden – this is not registered at Land Registry – Clerk is currently pursuing this.

    High Street – NCC have contacted the Parish Council regarding purchasing parts of the High Street. It was unanimously agreed not to pursue this because of maintenance costs involved.

  2. Personnel Sub Committee
    There is currently a pay review consultation and the outcome of the negotiations is awaited.

    The Chair has been made aware of communication between one Councillor and the Clerk which needs addressing.

  3. Allotments Sub Committee
    Permission was sought to send the proposed letter concerning the allotment shed to the Secretary of the Allotment Association. Agreed unanimously (excluding Cllr Brown)

    Thoresby Estates have increased the rent for both allotment sites, (effective immediately) permission was sought to increase allotment rents by 50p per quarter plot per year (starting March 2019) to cover the increase in rent from Thoresby. Agreed unanimously (excluding Cllr Brown)

    The increase in rent from Thoresby is effective immediately and the Parish Council will have to pay the increase however, one year’s notice has to be given to allotment holders therefore their rents will not increase until 2019. Thoresby Estates have also invoiced the Parish Council for backdated rent. This has not been passed onto allotment holders.

  4. Cemetery Sub Committee
    The committee regularly visits Forest Cemetery to ensure it is being maintained accordingly. Many positive comments are received from visitors.
    Draft forms have been circulated for request for a bench and request for a memorial plaque. These forms will help to identify owners in the future. All forms approved unanimously.

  5. Events Sub Committee
    The proposed date for this year’s event is 29th November.

    This year it is proposed to produce generic leaflets/banners and flyers to allow for earlier distribution/advertising.

    It was proposed to provide appropriate PPE for all employees including steel toe-capped boots where necessary.

    All volunteers to sign a volunteer agreement for the event.

    All approved unanimously.

  6. Thoresby Memorial Sub Committee
    We are awaiting the results of various funding bids and further grants are being applied for.

    The site has been cleared now. Discussions took place concerning the half wheel and name plates which are being given to the Village for display.

17/135 AGENDA

  1. Motion moved by Cllr Brown – (previously discussed under minute reference 17/033 (iv) – 13th June 2017);
    After discussions and meetings with both sides of the debate concerning Hydraulic fracturing via drilling for the purpose of gas and or petroleum based products and looking at all of the information and data Edwinstowe Parish Council has decided the following:

    Edwinstowe Parish Council’s position on the use of Hydraulic fracturing on the ground and surrounding area for the purpose of exploratory drilling (the initial phase of drilling for the purpose of determining the physical properties and boundaries of a reservoir) and or full scale production of Hydraulic fracturing via drilling for the purpose of gas and or petroleum based products should be prohibited and the Parish Council should object to Hydraulic fracturing within the boundary/envelope of the village.

    This is due to the cultural, historical and the nature of the village, as Hydraulic fracturing via drilling for the purpose of gas and or petroleum based products would impact on the economic and financial stability for the village and parish. Edwinstowe Parish Council’s position should be to oppose any and all applications for the Hydraulic fracturing.

    There was no seconder for the motion, Standing Order 12.2 states,

    ‘A resolution or amendment shall not be discussed unless it has been proposed and seconded…’

    As there was no seconder, no discussion took place. The motion can be raised in the future with a seconder.

    The Parish Council has previously passed a similar motion at the meeting in June 2017.

    It is the policy of this Parish Council to oppose fracking and 2 Parish Councillors already attend the local anti-fracking group meetings.

  2. Hanging Basket Quote for approval
    Quote approved unanimously.

17/136 Correspondence(COPIES ARE AVAILABLE TO VIEW IN COUNCIL CHAMBERS)

  1. NCC – WW1 Centenary Roll of Honour Project
    There are plans to create a lasting memorial, in Nottingham, to all the Nottinghamshire residents who lost their lives during the Great War. More information can be provided if requested.

    Unanimously agreed to invite to future meeting.

  2. Edwinstowe RBL Friends Association – Remembrance Statue
    The Chair read the letter concerning a lasting tribute to the Edwinstowe residents that lost their lives during World War 1.

    Unanimously agreed to agenda for a future meeting.

  3. Response from Landlord of Kirkstall Lodge re Wheelie Bins
    Letters were sent to the landlord of Kirkstall Lodge and 42 High Street. The wheeled bins are now behind the provided wall.

    No response has been received from 42 High Street. The Chair requested permission to send a further letter and to refer to the Conservation Officer if no response is received. Approved unanimously.

  4. Friends of the Earth – ‘Robin Hood and the Frackers’ Event 3rd March 2018, High Street
    Noted

  5. Bruno Peek – Pageantmaster – ‘Ringing out for Peace’ – 11th November 2018

17/141 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
(VERBAL REPORT AT MEETING; COPY OF REPORT TO CLERK)

District Council

D/Cllr Peacock has spent time trying to get investment in the west of the district and will hopefully have some positive news for Edwinstowe in the near future.

The Chief Executive has left and the replacement will hopefully be announced in April.

D/Cllr Brooks reported that N&SDC have been shortlisted for 2 national awards for housing, specifically social housing for rental.

County Council

The patching work on the Manvers Estate has been completed although C/Cllr Peck has reported other areas which were missed including the service road near the Manvers Arms. The estate will be surface dressed in summer.

The Highway Capital Programme will be approved next month. C/Cllr Peck has requested Church Street and various pavements on the Avenues are included.

The annual budget for NCC is set this month and a 2.99% increase is proposed and a further 2% increase to pay towards social care costs.

Before Christmas the opposition party put a motion forward for cross party support to ban any application leading to fracking on NCC land. This was thrown out by the present administration who stated that applications would be considered on an individual basis.
