Meeting Minutes September 2017

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 12 September 2017 at 7.00pm in the Council Chamber, Village Hall, Edwinstowe.

17/060 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting and welcomed all present. One resident was recording the meeting.

17/064 MATTERS ARISING FROM PREVIOUS MEETINGS

  1. Parking
    The Parish Council receives many complaints about inconsiderate parking around the village. We always refer these complaints to the relevant authorities, including the Safer Neighbourhood Group meetings, as the Parish Council has no powers relating to parking matters. Articles are regularly placed in the Village Magazine.

    C/Cllr Peck also receives complaints relating to parking from residents and forwards them to the appropriate authority.

  2. Fracking – Response from Mark Spencer MP
    The Chair has received a disappointing response from Mark Spencer MP concerning his views on fracking. He only stated that the county council is the planning authority for fracking and not his personal views. After a discussion it was agreed to invite him to meet with the Parish Council.

    RESOLVED: - Clerk to write letter

    A local fracking group have thanked the Parish Council for the banner outside the Village Hall and have invited representatives to attend their monthly meetings. Cllrs K Peck and Troop to attend to maintain a dialogue with the group but not as formal council representatives.

  3. Robin Hood Line
    The Parish Council has received correspondence concerning the Robin Hood Line. C/Cllr Peck is in regular contact with the organisation and moved that the Parish Council makes a response to the consultation (which closes on October 11th) which can be done on-line here

    RESOLVED: - Clerk to submit response

  4. Leases
    • Allotment Shed
      The Allotment Association would like to meet with the Parish Council to explain why they cannot sign the lease.

      RESOLVED: - Clerk to arrange meeting asap

    • Village Hall
      The Village Hall Management Committee are happy to sign the lease.

    • Bowls Club
      The Parish Council is sad to report that after 70 years the Bowls Club has now closed and therefore will no longer lease the area. The Parish Council now need to discuss the use of the area.

      RESOLVED: - Clerk to arrange a Parks and Open Spaces meeting

  5. Swinecote Road – 30mph limit
    The Chair previously sent a letter to Via East Midlands requesting an extension to the 30mph limit on Swinecote Road and that a 20mph school zone be in place accordingly. We have been asked if we would like our letter to be considered a formal complaint. After a discussion it was agreed to submit a formal complaint.

17/065 TO RECEIVE QUESTIONS FROM COUNCILLORS (10 MINUTES)

Commenced 1929hrs

Cllr Brown requested a letter sent to the Visitor Centre concerning the queuing traffic preventing emergency vehicles getting through during the Robin Hood Festival. Clerk to obtain further information.

Cllr Ayre reported vehicles parking on grass verges around Abbey Road. D/Cllr Brooks to raise with N&S Homes.

Cllr Ayre reported the recent muggings of elderly residents in the village. Article to be placed in magazine.

Cllr J Peck reported the renovations on the Old Library are progressing and questioned whether planning conditions are being adhered to. D/Cllr Brooks to raise at N&S Planning Committee.

Cllr K Peck asked whether a response has been received concerning the BT Building at the bottom of the High Street. Clerk to follow up.

Cllr K Peck asked whether work has commenced on the car park lighting. Clerk to chase up.

Cllr Tattersall reported the litter outside the Black Swan pub. D/Cllr Brooks is already following this up.

17/066 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Events Sub Committee
    Planning is progressing well and negotiations are taking place with the entertainers reference their fees.

    The Brass Band competition will take place on Sunday 17th June 2018. Cllr K Peck is the link person with the organiser.

  2. Allotment Inspection
    At the inspection in August, councillors were very impressed with the plots. There are only 3 plots causing concern. There was no inspection in September; the next will be in October.

17/067 AGENDA

  1. Bowser
    The Parish Council has had the bowser for some years now and it may need to be replaced. David will advise at the end of the watering season.

    RESOLVED: - Take to Finance Committee

  2. Parking at Sherwood Forest Craft Centre
    The businesses at the Craft Centre are reporting loss of trade due to the loss of parking spaces whilst the visitor centre is being built. The Parish Council has been copied into emails between the businesses, N&SDC and NCC. After a discussion it was agreed to write to N&SDC for clarity.

  3. S.106 Monies from Thoresby Colliery Development
    Parish Councillors met with Stuart Ashton to discuss the proposed s106 monies from the Thoresby Colliery development. There have been issues with the allocation for health services to ensure the money stays in Edwinstowe.

    Plans will be submitted in October.

    RESOLVED: - To hold a separate evening planning meeting for the Thoresby Colliery development.

  4. Fraudulent Letters to Local Residents
    Letters have been received by residents on Rufford Road pretending to be from the Parish Council asking residents to clean up their properties. These letters have not been sent by the Parish Council and there are many errors on them.

    Residents were upset and angry but have been reassured.

  5. Tour of Britain
    This was a brilliant event. Thank you to councillors and staff who were marshalls for the event. Thank you to residents for keeping the route clear. The police presence was excellent. Thanks also to schools for getting the children ‘fed and watered’ early so they could watch the event.

    The ‘bang bang’ sticks from Harworth Estates created a great atmosphere.

  6. Remembrance Day Parade Route
    This year the route may have to change due to the loss of a police presence at the parade. The Clerk has met with Phil Jones from RBL to look at possible routes. Every junction must now have 4 cones and a Road Closed sign across them. Each junction must also be ‘manned’.

    The final decision will be made by RBL and not the Parish Council.

  7. Fourth Avenue Play Area
    One of the picnic benches was damaged recently by older children. A discussion took place concerning the need for more equipment.

    RESOLVED: - Take to Finance Committee and Parks and Open Spaces. Finance Committee approved to make decision without bringing back to full council.

    Report older children using the play area at next SNG.

  8. Thoresby Memorial Update
    We have received a quote from Sherwood Forest Trust to clear the area and will get another from Town & Country for comparison.

    We have not received responses from the letters sent to the Miner’s Unions requesting donations.

    The grant application to N&SDC is on hold pending more information.

    RESOLVED: - Clerk to arrange Thoresby Memorial Working Group meeting.

    A complaint has been received concerning vehicles parking on the East Lane bend. This was forwarded to Highways and a response has been received.

  4. N&SDC – Parish Conference (presentation from NHS Mansfield & Ashfield Clinical Commissioning Group)
    Cllrs Ayre, Brooks, Brown, Peacock and Troop to attend.

  5. Greenwood Community Tree Planting Grants 2017/18
    Grants for tree planting are available.

    RESOLVED: - Clerk to request grant for Fourth Avenue Play Area and Thoresby Memorial garden.

  6. Robert Jenrick MP – Letter concerning potential closure of Newark custody suite - Noted
    After a discussion it was agreed to write to Paddy Tipping, Police Commissioner, the Chief Constable, Mark Spencer MP, Robert Jenrick MP and the Home Office.

    RESOLVED: - Chair and Clerk to write letters.

There was a discussion concerning the cheques to Ashfield Effluent; which are for emptying the septic tank at Sherwood Fields.

17/073 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
(VERBAL REPORT AT MEETING; COPY OF REPORT TO CLERK)

County Council

C/Cllr Peck reported the right hand filter now installed at the top of the High Street.

C/Cllr Peck has reported many faulty streetlights, potholes and full gulleys. He has also requested weed spraying on Abbey Road, Henton Road, Rufford Road and Robin Hood Avenue.

District Council

D/Cllr Brooks reported that Castle House where N&SDC have moved to will be open on 23rd September. It will also have N&S Homes, DWP, Citizens Advice and the Voluntary Service.

D/Cllr Brooks has attended additional planning meetings throughout the summer.

N&S Homes are looking at tenancies where original tenants have been joined by other occupants – this has been brought to attention since the Grenfell Tower fire.

D/Cllr Peacock has been dealing with an enforcement issue. He has also arranged for a new streetname sign for Fifth Avenue. Let Cllr Peacock know if there are any other streetname signs that need replacing although some may be the responsibility of NCC.

A resident asked whether the trees outside the Trinity Road flats are diseased. These have been inspected and are not currently dangerous but will need to come down eventually.

A resident asked whether C/Cllr Peck could arrange for the gulleys on Robin Hood Avenue to be emptied.
