Meeting Minutes March 2015

Draft Minutes of the Ordinary Meeting of the Council held on Thursday 12 March 2015 at 7.00pm in the Council Chamber, Village Hall, Edwinstowe

Present: Cllrs Ayre, Benson, Brooks, Cocking, J Peck, K Peck, Starbrook and Tattersall

14/149 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting and welcomed all present.

14/150 RECEIVE ANY APOLOGIES AND REASONS FOR ABSENCE

Apologies were approved and accepted unanimously.

14/152 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD

14/153 MATTERS ARISING FROM PREVIOUS MEETINGS

  1. There are two staffing matters to be dealt with confidentially at the end of the meeting.
  2. The support for Bishop's Court was successful and a letter of thanks for keeping it open has been sent.

14/154 TO RECEIVE QUESTIONS AND PETITIONS FROM MEMBERS OF THE PUBLIC (20 MINUTES)

As the newly elected chairman of the Allotment Association I need to urgently clarify some important issues on behalf of our members.

  • Plot holders will not be given sight of their letting agreements until we sign them. Is the council sure this is lawful?
  • Why is there no indication of what the complaints or appeals procedure entails, or how such matters would be fairly and objectively dealt with?
  • The council repeatedly states any association membership is entirely optional, so why is NSALG membership included in the rent without option?
  • How do members with individual or association NASLG membership avoid paying twice?
  • Does the insurance policy, also included in plot holder's rent, cover public liability for anyone visiting or working on site in any capacity?
  • We have a legal requirement that the public liability notice be displayed on site; will the council do the same?

The Council is

  1. Unwilling to answer our letters.
  2. Did not comply with the agreement with Thoresby Estate to hold regular meetings with plot holders.
  3. Did not address the issues allowing our elected representatives to continue with the working group.

This meeting is now our only avenue of communication. Will the council agree to meet with myself and the secretary to clarify these issues before the rent deadline of March 25th? Clerk will respond in writing to the Secretary, Mr John Kirkland

Cllr Tattersall had been interviewed by a television company that were filming in and around Edwinstowe. We will be notified when the programme is due to be broadcast.

14/156 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Allotment Working Group
    Cllr Ayre read a report from the Allotment Working Group - report available to view at the Parish Council Office. Clerk to contact Highways at Notts County Council to clarify ownership or responsibility for the access road.

    The Chair informed the meeting that allotment rents are due by 25th March 2015 that both copies of the agreement must be signed, and the agreements can be signed out of office hours.

14/157 AGENDA

  1. Dog fouling
    The Parish Council has received complaints about dog fouling at Jubilee Park and Henton Road play area. There are reports that a van is being driven to Jubilee Park and 7 dogs are let out to be exercised. The Chair asks that if anyone witnesses this, that they get the van's registration number so the Parish Council can pass it on to the Dog Warden. Henton Road is a general green area where children play, so dog owners must pick up after their dogs. Any help the public can provide would be very much appreciated. Clerk to forward complaints to Dog Warden at NSDC. Cllr Peck to draft an article for inclusion in the next edition of Edwinstowe Village News.

  2. Cemetery Charges
    Cllr Tattersall read a report from the Cemetery Working Group - report available to view at the Parish Council Office. It was proposed to raise the burial fee for non residents of Edwinstowe only, to £750 including the cost of grave digging. Agreed unanimously. Cllr J Peck said he hopes this price increase will discourage non Edwinstowe residents from wanting a plot, as we do need to consider the long term future of our cemetery. The Chair read a selection of current fees from other local cemeteries, which are available to view at the Parish Council Office, and it was noted that there is a major difference between Edwinstowe Parish Council's fees and the others. The Parish Council will monitor the situation. Even when the cemetery is full, the Parish Council will still have to pay for its upkeep. The Chair thanked the Cemetery Working Group for the work they had done collecting data/information on cemetery fees.

  3. Date for Annual Parish Council Meeting - 20th May 2015 was suggested.
    Agreed unanimously.

  4. Car Park Maintenance Charges
    The Parish Council has taken over the running of the car parks from NSDC. The Parish Council has received an email from NSDC asking whether we would like them to continue with their grounds maintenance service. Due to the high cost they have quoted the Parish Council has said no thank you, and our workers will maintain the car parks.

  5. Mill Lane
    The Parish Council has received 2 letters from Notts County Council Highways department that provide updates detailing investigations, data recovered etc. The letters are available to view at the Parish Council Office. Cllr J Peck summarised; studies done indicate there is very little speeding, it just appears there is due to how narrow the lane is, therefore there is not much chance of speed humps being built. The Police have had two speed traps and it was decided an interactive speed sign wasn’t warranted, and they are very expensive. We shall ask the Police to continue with speed traps. The three accidents recorded at Mill Lane were due to drink driving, not speeding. The other difficulty is vehicles being parked close to the junction of Mill Lane, which makes it difficult to leave it safely. We shall ask the Police at the next Safer Neighbourhood Group Meeting to place a letter on cars parked inconsiderately at the junction. The problem is worse in the evening. Parking at other locations was discussed.

  6. Better Broadband for Nottinghamshire
    11 Cabs are planned for Edwinstowe, 7 of which are now live with more to come. The email is available to view at the Parish Council Office.

  7. Grass cutting costs
    The grass at Jubilee Park is now cut more frequently.

  8. Play equipment for younger children at Jubilee Park
    The play equipment needs adding to with items suitable for smaller children. Clerk to look at what is available

14/160 FINANCIAL MATTERS (TO BE REFERRED TO THE FINANCE COMMITTEE, if necessary)

Cllr J Peck reported that the Parish Council's finances were well kept and the Precept had been kept at 0% due to good management. The auditors had charged the Parish Council £500 more than the usual audit fee, as a member of the public had asked the auditors a question. The Parish Council took issue with this as proper procedure had not been followed; the member of the public had not notified the Parish Council about their question, and the Auditors did not inform the Parish Council either. The auditors replied to Cllr J Peck's letter stating the Parish Council had to pay the extra £500. Cllr J Peck read the letter he sent back to the auditors (available to view at the Parish Council Office). The Auditors further replied stating they had dropped the extra charge of £500, and that they had found absolutely nothing wrong with the Parish Council accounts what so ever. The Chair thanked the Clerk Alice for her diligence at spotting the extra charge.

14/163 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS

District Council Report

D/Cllr Brooks reported that the budget had been approved with a 0% rise to the Precept. NSDC were currently dealing with a lot of planning applications. The Parish Council has now taken responsibility for the car parks and the public conveniences on Mansfield Road from NSDC to ensure these important community assets remain available for the village.

Notts County Council Report

C/Cllr Peck reported that a request had been made to have Lynds Close resurfaced, and that work has now been completed. He had reported a lot of pot holes and will continue to do so. The faulty light on the High Street has now been repaired. The NCC Highways Committee meets next week and pending committee approval, some resurfacing works and other works beneficial to Edwinstowe should be announced. He has attended regular meetings and is being kept informed of progress regarding the new Visitor's Centre, and short listing of prospective developers should occur during the spring/early summer. Due to Thoresby Colliery closing sooner than expected, plans for the Spoil Heap have been re submitted as it won't be as high as originally thought. It is planned to have grassed areas, heathland that should link Sherwood Heath with Sherwood Forest, and a viewing platform at the top offering spectacular views of the surrounding area. This will provide an additional attraction to visitors of Edwinstowe. Meetings regarding the actual pit site are being held and discussion is needed as to what will happen to the site over the coming years. Once the pit closes there is a short window of opportunity to get the Robin Hood train line extended to Ollerton via Edwinstowe. The County Council have yet to make a decision. The works will cost £12m plus a yearly ongoing cost to subsidise the line. As part of the feasibility study, C/Cllr Peck is joining Network Rail's run between Nottingham and Ollerton. More meetings are to be held, and he is still pushing for the line to be extended. The Sherwood Forest Regional Park Board are to meet in July/August and local authorities are important players in the launch of the Sherwood Forest Regional Park.
