Meeting Minutes March 2013

Draft Minutes of the Ordinary Meeting of the Council held on 12 March 2013 in the Council Chamber, Village Hall, Edwinstowe

Present: Cllrs George, Cocking, Starbrook, Brooks, Tattersall, Benson, J Peck, K Peck, Freeman

Apologies: Cllrs Boughey and Ayre - illness

12/143 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chief Executive of CISWO (Coal Industry Social Welfare Organisation) would like to meet with Cllrs Brooks and J Peck concerning Thoresby Welfare and the future of the site. Cllrs Brooks and J Peck to provide availability

  1. Robin Hood Festival 2013 incl. Parking - Izi Banton
    This year's festival will run from 5th - 11th August. Swinecote Road will be closed between 9.30am - 6.00pm (latest) and will be advertised in local press. There will be parking restrictions on Paddock Close, Greendale Avenue, Newbery Close, Maythorn Grove and Royal Oak Court. Any restrictions will apply to residents as well. Any resident feedback will be forwarded to Izi at Sherwood Forest. Advertise road closures etc in village magazine

    The Chair thanked Izi Banton and Patrick Candler. Patrick is leaving at the end of March; special thanks to Patrick for all his support especially during last year. Unanimously agreed

  2. New Village Skatepark - Ross Marshall, Nottinghamshire County Council
    The Parish Council has been successful in their recent funding bid and will be allocated an amount of money dependant on the design of the skate park. The next stage is to meet with the user group to discuss their ideas and draw up a design. There will be public consultations to answer any fears/concerns from residents. Ross is very keen that any design will compliment the location and will not have a detrimental effect on the area.

    The Parish Council reaffirms their support for a skate park and the work started previously through John Benson. Cllr Freeman put the following motion to the meeting:

    "The Parish Council confirms that the amount of capital receipts reserved for youth provision will be transferred in full to fund the skate park project in addition to the Local Improvement Scheme award.
    We confirm that the site for the skate park has been identified as situated on the Edwinstowe Jubilee Park. We further confirm that this park is leased by Edwinstowe Parish Council from Nottinghamshire County Council until 2106."

    Cllr Starbrook seconded - agreed unanimously

    Cllr Brooks emphasised the importance of keeping residents informed at all stages of the process and to leaflet drop residents of Friars Park Estate to give time for comments.

12/147 MATTERS ARISING FROM LAST MEETING

  1. Parking Limit on High Street
    Standing orders suspended to allow Julie Jackson-Lorenz from Edwinstowe Business Forum to speak. Julie handed a petition to the Clerk containing 335 signatures in support of her request.
    Edwinstowe Business Forum seeks support from the Parish Council to extend the parking limit on the High Street from 30 minutes to 1 hour. Many residents are unaware that the limit is 30 minutes and if raised to 1 hour this could encourage people to visit more than one shop/business.
    Standing orders reinstated

    Cllr J Peck strongly supports the application especially as over 300 people have signed the petition. The Parish Council can request the increased parking limit but no guarantee that it will be successful.

    At a recent Saturday surgery Cllr K Peck had been approached by many disabled and elderly residents who support the increase.

    Cllr Tattersall expressed concern with not being able to find a parking space when taking an elderly neighbour shopping on the High Street and raising the waiting limit will only increase the problem. There are car parks on East and West Lanes to cater for people who wish to stay longer.

    There was a discussion concerning marking out the bays and potentially having allocated disabled spaces.

    Cllr Freeman moved to support the application including marking bays out and having allocated disabled spaces, Cllr J Peck seconded. Vote 6 for, 3 against

  2. Grit Bin Requests (Birklands Estate and Beardsley Road/Abbey Road) - Update
    The request has been submitted to Highways for consideration. Grit bins are approved on a point system and we have to match certain criteria.

  3. Dog Fouling - Update
    The dog bins are now emptied on Wednesdays. The problem of dog fouling is one of the targets from the Safer Neighbourhood Group Meeting. If there are any particular areas of concern, let the office know and they will inform the dog warden who is visiting the village on a more regular basis.

  4. Transfer of Friars Park (now called Jubilee Park) to Parish Council - Update
    We have now discovered that the area was transferred to the Parish Council some years ago with a 99 year lease however, the maintenance money (approximately £96k) has not been received yet. Annual maintenance costs are estimated between £1,500 and £2,000. The Parish Council has vision and imagination and would like to allocate approximately half for maintenance and half to improve the area including upgrading the children's play area. The area has massive potential and requires further discussion. Agenda for future meeting

  5. Skate Park

  6. Brown Bins - Update
    These have been delivered but if someone has not received theirs contact the office. If residents usually have their bins moved for them by N&SDC due to mobility issues, Mansfield District Council will continue to do this service if instructed by N&SDC. Contact the office to organise.

  7. East Lane Traffic Management - Update
    Cllr J Peck met with the NCC Officer who has now carried out a full survey (copy available in the Council Office). Due to many factors, the road will not be made one way however, better signage warning of the bad bend will be installed

Large potholes on Greendale Avenue and Birkland Drive, the condition of the road is extremely poor. Also the footpaths on Birkland Drive, Paddock Close and Greendale Avenue are in a poor condition. C/Cllr Peck to report

Cllr Cocking has heard there are plans to privatise fire stations and post offices.

Cllr Cocking - there is a move for rural groups being asked to help protect local buildings and shops. Clerk to get criteria

Cllr Freeman is extremely impressed with the new traffic lights and junction at Rose Cottage. Thank you letter to Paul Hillier, NCC

Cllr Tattersall requested 30mph signs on Rufford Road from the bottom of the High Street to remind drivers of the speed limit.

Cllr George reported pot holes on Fourth Avenue have not yet been repaired. Clerk to chase

  1. Cemetery Working Group
    Minutes from the recent meeting were circulated to all councillors to approve the following:
    • Updating Cemetery Rules and Regulations with more detailed memorial sizes, rules concerning the scattering of cremated remains
    • No more bench applications at the present time
    • Permission to purchase equipment for the cemetery
    • Stricter rules concerning ornaments, vases, lanterns etc
    • Increase to gravedigger fees for burials and cremated remains

  3. Safer Neighbourhood Group
    Three priorities were identified:
    • Increased Patrols of Forest Corner area
    • Dog Fouling
    • Traffic Offences

    Overall crime figures are down for Edwinstowe. Please report incidents to police on 101 for non-emergency or 999 for an emergency.

    The next meeting is 7th May 2013 at Abbey Road Community Centre.

12/151 AGENDA

  1. Thoresby Band - Remembrance Day Parade
    Thoresby Band are now based at Clumber Park and have been asked to play there on Remembrance Sunday. This will obviously have implications to the Edwinstowe Parade and the Parish Council has been asked to write a letter requesting that some band members can attend the parade. Clerk to write letter

  2. Village Hall Sign
    One quote has been received for £1,490. C/Cllr Peck has donated £1k from his divisional fund towards the sign. Clerk to obtain further quotes

  3. Pavilion Boiler
    The boilers at the pavilion need repair work costing £400; this will be paid for by a refund received from British Gas. Approved unanimously

  4. First World War Commemoration
    2014 is the centenary of the start of the First World War. Event Working Group to discuss at next meeting

  5. Parish Council Van
    There was a discussion whether to replace the van or for the Parish Council to pay for future repairs. It was agreed to keep the current van

  6. 2013 Hanging Baskets
    There is now a requirement to have any lampposts where hanging baskets or banners will be hung tested by Notts County Council. There is a cost of at least £1,600 per day to carry out the tests. C/Cllr Peck to contact NCC

    After a discussion, it was agreed not to have a parish Council representative on the Allotment Committee. Other than the Village Hall Management Committee where we have a vested interest as our office is situated in the Village Hall, we do not have representatives on any other committee that we lease land/property to.

District Councillors Report - March 2013.

Other than individual work, this is a quiet time at District Council. The budget for 2013/14 has now been approved.

County Councillors Report - March 2013.

  1. Henton Road has now been repaired.

  2. Various pot holes around the village have been reported and repaired.

  3. Lansbury Road is scheduled for 2013/14 - it is still unclear whether it will be the entire road or only part

  4. County Council budget has been approved. Over the next 3-4 years there will need to be a further £132m in cuts
