Meeting Minutes February 2019

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 12 February 2019 at 7pm in the Council Chamber, Village Hall, Edwinstowe.

Present: Cllrs Ayre, Brooks, Brown, J Peck, K Peck, Tattersall, Troop

Apologies: Cllr Starbrook – hospital appointment, Cllr Peacock – N&SDC, Cllr McLaughlin – no apologies

18/135 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting, welcomed all present. The Chair reminded the meeting about the SNG meeting (13th February) in the Village Hall at 6.00pm.

18/136 RECEIVE ANY APOLOGIES AND REASONS FOR ABSENCE

Reasons were noted.

18/138 TO APPROVE THE MINUTES OF THE EXTRAORDINARY MEETING OF THE COUNCIL HELD
ON 8th JANUARY 2019

Minutes were approved and signed by the Chair.

18/139 MATTERS ARISING FROM PREVIOUS MEETINGS

  1. Additional 30 mph signage request – High Street to Rufford Road
    An email has been received from NCC. They do not put additional signage on 30mph roads in built up areas. This is in line with the Highway Code and the Traffic Signs Regulations and General Directions 2002.

  2. CCTV
    Mike Manley (N&SDC) visited the village to identify suitable locations for the permanent camera and for brackets for temporary cameras, if needed. The permanent camera will not be fixed on one position on the High Street but will be able to swivel.

    The Chair read an email from Mike Manley;

    ‘2 CCTV cameras have been instructed to develop options for installation of 1 permanent camera for Edwinstowe High Street. The companies will advise on the most cost-effective method of transmitting images to the central CCTV control room.

    […] the actual capital and revenue costs and budgets are yet to be confirmed.

  3. Car Park Lighting
    The works are now complete and Western Power Distribution have been informed. This will mean a reduction in the electricity costs; which will be backdated.

18/140 TO RECEIVE QUESTIONS FROM COUNCILLORS (10 MINUTES)

Commenced 1940hrs

Cllr J Peck reported increased dog fouling in the village recently; particularly Fifth, Second and Fourth Avenues, High Street and Mansfield Road. Clerk to contact N&SDC.

Cllr Tattersall reported the increase in pieces of wood being placed against kerbs on Abbey Road instead of residents paying for dropped kerbs. Clerk to contact NCC, Cllr Brooks to contact N&SDC.

18/141 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Parks & Open Spaces
    Cllrs Brooks and J Peck have visited the Bowls Pavilion to see if the market stalls could be stored there. It is large enough.

    RESOLVED: - Pavilion to be emptied. Chair to liaise with Chair of Ollerton Town Council about getting stalls back.

  2. Events Sub Committee
    Christmas Event 2018 was reviewed. Early plans for the 2019 event were discussed and the date was proposed – 28th November 2019.

    RESOLVED: - The date was unanimously approved.

  3. Personnel & Staffing Sub Committee
    David Stocken has formally handed in his resignation.

    The shortlisting for the Clerk has taken place and four candidates will be interviewed.

    Four candidates for the Senior Amenity Worker will be interviewed. Cllrs K Peck, Brown, Ayre and Brooks to be on the interview panel.

    Paul and Andy met with councillors to discuss their roles and skills. This will be useful for the new Senior Amenity Worker who will be supervising the team.

  4. Cemetery Sub Committee
    A resident has requested a replacement memorial tree. The type of tree and the site have been agreed, the resident has been contacted and is happy with the decision.

    The new area for garden of rest plots was identified and agreed (Area M), a line of plots will be substituted for a pathway. The area needs to be plotted out. Plots will be sold in order, the other areas do not need to be full before plots can be sold.

18/142 AGENDA

  1. Jubilee Park – Dog Free Area
    A resident has requested an area of Jubilee Park near the children’s play area is made dog free. This is difficult to police as Jubilee Park connects to the River Walk. After a discussion it was agreed to monitor the situation regarding dog fouling and liaise with the dog warden if necessary.

  2. Allotments
    • Requests from Outside the Village
      The current rules do not allow for allotments to be let to non-residents of the village however, some local communities do not have allotment sites.

      There is a lot of development in Edwinstowe over the next few years and demand for allotments could increase. After a discussion it was proposed by Cllr Ayre and seconded by Cllr K Peck to add the following item in the rules:

      At the Parish Council’s discretion, if there are a number of plots available, they can be rented to residents of communities within 1 mile of the village boundary provided there is no allotment site in that community. Edwinstowe residents will still get priority.

    • Inspection
      Date to be confirmed.

    • The annual meeting will take place on Sunday 10th March 2019 at 10.00am in the Village Hall.

  3. WW1 Memorial
    Phil Jones and Cllr McLaughlin pegged out the position of the new memorial. Lidsters will attend to lay the footings. The memorial should be fitted mid March.

    RESOLVED: - Clerk to establish where the memorial will be placed and circulate to Cllrs Brown, K Peck and Troop.

  4. Police & Crime Commissioner Walkabout
    Cllrs Brooks, Peacock and J Peck walked the village (especially the High Street) with the Police Commissioner, Inspector, Sargent and Beat Manager. Local business owners were spoken to about their experiences.

18/143 Correspondence (COPIES ARE AVAILABLE TO VIEW IN COUNCIL CHAMBERS)

  1. N&SDC – Car Parking at Sherwood Forest Art & Craft Centre
    A letter from N&SDC was read to the meeting concerning complaints from tenants about visitors using their car park instead of using the RSPB car park. After consideration and consultation with tenants, the District Council have decided to close the Craft Centre car park to visitors/shoppers however, there will be spaces for blue badge holders and a delivery/collection space.
    After a discussion Parish Councillors were concerned that shoppers will have to use the RSPB car park and pay to park and that this could have an impact on numbers of visitors to the Craft Centre.

    RESOLVED: - Chair to write to David Best expressing concerns.

  2. Ollerton Town Council – Sherwood Forest Education Partnership Junior Council
    A representative from the Parish Council has been invited to the next Steering Group meeting on 8th March 2019 at 10.00am

    RESOLVED: - Cllr K Peck to attend. Clerk to email details.

  3. Mark Spencer MP – Budget 2018, extra funding to help with village hall refurbishments - noted.

  4. Rotary Club of Sherwood Forest – Newsletter
    Andy Mellors was presented with the Robin Hood Award – congratulations! One other local resident was also nominated.

18/148 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS

District Council

The plans for the Thoresby Colliery development were approved. They had to be resubmitted due to legislation changes.

Harworth Estates would like to set up a working group to include parish councillors. Cllrs Brooks, J Peck and Brown would like to attend.

RESOLVED: - Clerk to notify Harworth Estates

At the full council meeting on 12.02.19, the conservative group proposed a motion, seconded by the labour group about modern slavery.

RESOLVED: - D/Cllr Brooks to bring information for discussion at next meeting.

County Council

The first section of 150 houses at Thoresby Vale have now been sold to a developer.

C/Cllr Peck has made donations to the lunch club, South Forest Bowls Club and Thoresby Colliery Memorial.

At the Policy Committee meeting there will be a report on developing visitor economy across Nottinghamshire, encouraging overnight stayers. Edwinstowe, Robin Hood and Sherwood Forest are at the forefront of the report.

C/Cllr Peck has been contacted many times about the lack of Robin Hood visitor experience at the new visitor centre and will be reporting on this at the meeting.

The LIS bid results and final Highway repairs will be announced in March.
