Draft Minutes of the Ordinary Meeting of the Council held on 12 February 2013 in the Council Chamber, Village Hall, Edwinstowe

12/126 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chairman opened the meeting and requested as addition to the agenda at minute ref 12/133 iv Robin Hood Festival Meeting - agreed

12/130 MATTERS ARISING FROM LAST MEETING

  1. Website Update
    The Councillors reviewed the proposal received from David Playford and after discussion agreed unanimously to proceed. Clerk to contact

  2. Village Magazine
    The first draft has been received and is 32 pages. There was a discussion about the inclusion of public notices i.e. births, marriages and deaths. It was unanimously agreed to have an announcement page included in future editions of the magazine. It is the responsibility of residents to inform the Parish Council of any such announcements but they should be a maximum of 50 words.

  3. Skate Park
    The Parish Council is still awaiting the decision of the funding bid which was submitted last year. Any potential development will be subject to public consultation and planning approval.

  4. Greenfield Site/Village Green Status Update
    After researching the various documentation; Cllr Cocking informed the meeting that any favoured site would need to be registered, by the landowner, at a cost of at least £1,000 (non-refundable). It was generally felt that the sites in question, Edwinstowe Cricket Pitch and the field next to the Fun Park would not be developed due to their proximity to Sherwood Forest.

  5. Cemetery Rules & Regulations
    Our regulations currently state the required size of memorial headstones and plinths but not foundation stones. It is these foundation stones that are steadily getting larger and encroaching on neighbouring interment spaces. Cemetery Group to discuss

12/132 TO RECEIVE QUESTIONS FROM COUNCILLORS (20 MINUTES) - commenced 1940hrs

Cllr Cocking has heard there are plans to privatise fire stations and post offices.

Cllr Ayre reported a considerable amount of dog fouling around Abbey Road. There is an article in the latest edition of the Edwinstowe News asking people to make sure they pick up after their dogs. Clerk to contact the dog warden to inform of several sites around the village.

Cllr George informed the meeting of a large pot hole on Fourth Avenue near the play area. C/Cllr Peck to report.

Cllr Tattersall asked when Danny would be using his bike. Clerk informed the meeting he had said as soon as the weather improved.

Cllr Ayre reported various potholes at the beginning of Henton Road. C/Cllr Peck to report.

12/133 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Village Hall Management Committee
    Meeting postponed due to bad weather.

  2. Edwinstowe Business Forum
    The Business Forum will be handing a petition to the Parish Council formally requesting an extension to the parking limit on the High Street.

  3. Health Centre Management Committee
    Enough funds have been raised to purchase the information screen for the waiting room. The Practice Manager and an Administrator have both left and there are no plans to replace them at present.

  4. Robin Hood Festival
    The festival will run from 5 to 11 August this year. There was a 25% increase in visitor numbers and a 28% increase in monies last year. A budget of £65k has been earmarked to this year's festival and the car park fee will remain at £5.

    It is highly likely this year will be the last year the festival takes the usual format, organised by this group, so the general view is to make it the best one yet!

    There are opportunities for things to happen in the village on the quieter days of the festival but we need to entice visitors away from the forest. The County Council will support Edwinstowe Business Forum if required (with marketing for example), but EBF will need to prepare a business case. Unfortunately no one representing the EBF attended this meeting so our discussions regarding this were limited.

12/134 AGENDA

  1. NCC Call Centre Number
    The Chairman reminded Councillors of the Nottinghamshire County Council customer services number - 0300 500 8080. Councillors can also report issues i.e potholes, broken streetlights etc.

  2. Recent Adverse Weather
    The Parish Council received several 'Thank yous' for David and Andy clearing away the snow outside the OAP bungalows during the recent period of adverse weather; in particular Lynds Close and Maythorn Grove. A request has since been received for outside the flats on Henton Road. Noted

    Councillors were reminded that it is not the responsibility of Parish Council workers to clear snow in these areas as they are Newark & Sherwood properties; however, during times of 'emergency' or sudden snowfall, obviously the Parish Council will do their best to help residents.

    • Grit Bins Beardsley Road/Abbey Road and Birkland Estate
      Currently there are no grit bins on the Birkland Estate and also on the junction of Beardsley Road/Abbey Road. Clerk to contact Highways Officer for a site visit to ascertain whether either area qualifies for a grit bin.

  3. Meeting Dates
    April - Tuesday 9th April
    Annual Parish Meeting - date to be agreed at April's meeting
    Annual General Meeting - Tuesday 14th May

  4. Crime Figure Update
    During the last 30 days there have been 54 recorded incidents in Edwinstowe. Not all of these required any further action. A successful warrant was executed in Edwinstowe where cannabis plants were seized. Police have been patrolling identified 'hot spots' during evening and weekend shifts.

  5. Extension to Pavement on Mansfield Road
    See Agenda item 12/141.

  6. Costings for Miscellaneous Burial Items
    A request for equipment for the cemetery has been received. Noted. Agenda for Cemetery Working Group.

12/141 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS

District Councillors Report - February 2013.

This is a very quiet time for formal meetings at Newark & Sherwood District Council. The next full Council Meeting in March will be the budget setting meeting.

Both Councillors were dismayed to see that Newark & Sherwood Homes rents were to rise again this year at a rate well over inflation. The rate is variable but averages out at well over 5%. Over 3 years, rents have risen around 20%, more in some instances. At a time when benefits and wages have been frozen or subject to a very small rise, this is a very worrying situation.

Council tax relief levels have also been cut, again hitting people on limited incomes most.

The District Council continues taking a keen interest in the future of Newark Hospital and has made many representations on the issue. We are also very concerned about the efficiency of the East Midlands Ambulance Service and continue to have input on improving the service offered.

Over the past 6 weeks the weather has been particularly cold and inhospitable. The emergency accommodation and facilities for rough sleepers have been put in place and opened in Newark.

The Council Officers concerned rely on information from the Public, Police or Charities to offer help to rough sleepers and can offer shelter, sleeping bags and hot food items.

County Councillors Report - February 2013.

  1. Lansbury Road
    Resurfacing will take place during 2013.14 but it is unclear whether it is the entire road that will be resurfaced.

  2. Mansfield Road Footpath
    The footpath is scheduled to be extended towards Sherwood Grange Nursing Home.

  3. Potholes
    C/Cllr Peck has reported numerous potholes around the village and most have been repaired.

  4. County Council Cut Backs
    It is estimated that the Government Grant given to the County Council will be cut by £125m over the next 3 years. These cut backs will be passed on to Edwinstowe.

  5. Gritting on Henton Road
    C/Cllr Peck submitted a request to have Henton Road gritted this year as a one-off. As it does not meet the necessary criteria it will not be added to the county's regular gritting route. C/Cllr Peck will continue to pursue.

  6. Trees in Mansfield Road and Ollerton Road
    Unfortunately, this request has been refused due to the number of services under the desired areas which were discovered after a site survey. C/Cllr Peck will request that the verge outside the Fire Station be repaired.

    The divisional fund earmarked for the trees will now be used for other areas around the village including a donation towards a new sign for the Village Hall.

  7. Rose Cottage
    This will complete, as scheduled, on 18th February.

  8. New Visitor Centre
    This is still on track and contracts should be signed by the end of March.
