Meeting Minutes April 2016

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 12 April 2016 at 7.00 pm in the Council Chamber, Village Hall, Edwinstowe.

Present: Cllrs Ayre, Benson, Brooks, Brown, J Peck, K Peck, Tattersall, Troop

Apologies: Cllrs McLaughlin and Peacock - personal reasons, Cllr Starbrook - illness

15/160 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting, welcomed all present and asked if anyone would be recording the meeting. Nobody indicated that they would be. The Chair informed the meeting that although the council records the meeting, it is only kept to assist with the minutes.

The Chair informed the meeting that there was a very disappointing turnout for the last Safer Neighbourhood Group Meeting - only three councillors attended. Please encourage as many residents to attend the meetings as possible.

Reasons were accepted and approved unanimously.

15/164 MATTERS ARISING FROM PREVIOUS MEETINGS

  1. Parking on the High Street
    Following the request for marking disabled spaces in the bays on the High Street, NCC Highways have also had a request for loading bays. The Improvement Team (NCC) carry out a review of High Street parking within the next 12 months.

  2. Nottingham University Hospitals proposed merger with Sherwood Forest Hospitals
    A response has been received from Peter Homa who has offered to meet with members of the Parish Council.

    RESOLVED: - To arrange a meeting

  3. Cold Calling Zones
    The Nottinghamshire Police guidance on Cold Calling Zones was discussed. - Noted

    RESOLVED: - To ask that concerned residents report incidents to councillors/office to gather data. Posters to be put in centres and link to police guidance on our website.

15/165 TO RECEIVE QUESTIONS FROM COUNCILLORS (20 MINUTES)

Cllr Ayre reported dog fouling in the jitty between Abbey Road and Beardsley Road.

RESOLVED: - Clerk to report to dog warden.

Cllr Troop will be visiting The Big House on 21st April 2016 at 11.00am. Councillors welcome.
Cllr J Peck requested feedback from the visit.

15/166 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Cemetery Working Group
    Minutes were approved unanimously. Points 1 and 2 agreed. More information required for Point 3.

    RESOLVED: - Clerk to investigate

    Cllr J Peck has met with Nick Brown from Thoresby Estates concerning extending the cemetery and he would like to meet with the cemetery working group to discuss various options.

    RESOLVED: - Clerk to arrange meeting to include Cllr J Peck

  2. Events Working Group
    • Queen's 90th Birthday
      This will take place at 7.30pm on Thursday 21st April 2016 at the Robin Hood Pub.

      Christmas - late arrivals of stall holders and entertainers was discussed. The risk assessment has been updated - no vehicles will be allowed access onto the High Street 45 minutes before the start of the event. Entertainers will not be paid and no refund will be given to stall holders.

  3. Personnel & Staffing Working Group
    Unanimously agreed to move to confidential.

  4. Finance
    We have still not heard from the external auditors.

    Fourth Avenue
    Cllr J Peck requested approval for additional expenditure, up to £2,000 to cover legal fees and signage.

    The Chair stated that she wished to inform the Council about a financial matter connected to the payment of a cheque on “cheques/invoices for approval” 15/171, however because of the confidential nature of this it was requested that it be done under confidential items.

    RESOLVED: - To order sign and place a temporary laminated sign on the fencing

15/167 AGENDA

  1. Boy Lane Allotments - Administration/Insurance/Agreements
    The Treasurer has asked that the council take over the administration due to the recent death of the secretary.

    RESOLVED: - To write to Boy Lane Allotment Holders to inform of the suggested changes. To carry out a monthly site inspection.

  2. Memorial bench & plaque for the late Josie Cocking
    The family have requested a memorial bench with plaque to be sited at Fourth Avenue play area.

  3. Footpath at the bottom of Sherwood Fields
    A resident has requested a stile on the footpath at the bottom of Sherwood Fields to prevent access for motorbikes.

    RESOLVED: - To establish if it is a bridleway and report back to next meeting.

  4. Fourth Avenue Play Area
    Previously discussed. We have received many compliments about the new area and have been asked for equipment for smaller children. The council will be applying for grants and when successful will purchase equipment appropriate for younger children.

    The Bowls Club have contacted the council reference the electricity supply at the pavillion.
    RESOLVED: - To advise the Bowls Club to write to CISWO regarding the outstanding bills. As we are primary tenants on the site, Parish Council to contact our supplier to reconnect the supply.

  5. Nomination for an Asset of Community Value in Edwinstowe - St Mary's Church Rooms
    Noted.

  6. Fracking
    No-one is available to attend the meeting at Chesterfield. However, the Parish Council will accept the offer of attending the June meeting by a representative of INEOS.

    RESOLVED: - Clerk to contact INEOS to arrange.

  7. Meeting Dates - 2016.17
    Approved unanimously.

  8. Skate Park
    The damage has been repaired again. A discussion took place concerning the condition of the wooden ramps and the ongoing charges.

    RESOLVED: - To send copy invoices and photographs to Kevin Sharman at NCC asking if this is acceptable.

  9. Thoresby Colliery Site - Harworth Estates
    The consultation event due to take place on 22nd April at Edwinstowe Cricket Club has been cancelled.

  1. NCC - Recycling Centre Service Changes for 2016 - noted
  2. NCC - Robin Hood Festival 2016 - Local Traffic Management Arrangements - noted (put on website)
  3. NCC - Parking restrictions near King Edwin Primary School, Fourth Avenue - noted.
  4. N&SDC - Litter Picking on the access roads to the village
    N&SDC will be carrying out a spring clean on the approach roads into the village in the near future.
  5. N&SDC - Standards
    There is no longer a Standards Committee at N&SDC. Complaints regarding breaches of the Code of Conduct will be dealt with by the Councils Policy and Finance Committee.
  6. Edwinstowe Helping Hands - Edwinstowe Gala
    A request has been received from Edwinstowe Helping Hands to use Jubilee Park on Sunday 10th July 2016 for Edwinstowe Gala.

    RESOLVED: - To agree in principle to the request subject to the appropriate risk assessments and insurance in place, clearing up after the event and informing the parish council what activities are likely to be taking place.
  7. NCC - Coalfields Regeneration Trust Opens to Applications for People into Work Theme - noted. Copy to all parish councillors

The Chair proposed moving the following to the Finance Committee.

  1. Hanging baskets
    RESOLVED: - To purchase the larger baskets for this year's display and to keep the charges the same. Agreed unanimously

    The large planters outside the library were discussed.

    RESOLVED: - to write to larger businesses to ask if they would be interested in sponsoring the floral displays outside the library and at the bottom of the High Street.

The Parish Council have received donations from businesses and organisations in the village which will cover the cost of the beacon and the gas bottles.

15/172 GRANT APPLICATIONS

After a discussion the following grant applications were approved unanimously (by those able to vote): -

  2. Edwinstowe Pre-School Playgroup for assistance with running costs - application withdrawn
  3. St Mary's Church for maintenance of church clock - £196
  4. Thoresby Sporting Trust for installation of a man gate - £300

RESOLVED: - Cheques to be raised. It was proposed to carry forward the remaining £200 to the October meeting - unanimously agreed

15/173 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
(VERBAL REPORT AT MEETING; COPY OF REPORT TO CLERK)

County Council

Cllr Peck is having regular meetings with the Director of Culture regarding the new visitor centre including offers made to the Fun park owners. Cllr Peck attended the two open sessions at Edwinstowe Cricket Club and Youth Hostel which were well attended. Final plans should be submitted May/June.

Various pot holes have been reported around the village - especially outside the fire station.

There is a government white paper on education which includes a proposal that could have an effect on our two primary schools. If the paper is adopted, the schools could have no governing body and no provision for parent governors.

District Council

D/Cllr Brooks has been working on planning and housing issues. N&S Homes and N&SDC are building more houses. The building of the new council HQ should be completed by 2017. It will be in the centre of Newark.
