Meeting Minutes September 2018

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 11 September 2018 at 7pm in the Council Chamber, Village Hall, Edwinstowe.

Present: Cllrs Ayre, Brooks, Brown, Peacock, J Peck, K Peck, Tattersall

18/066 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting and welcomed all present. The Chair thanked councillors and staff for their contributions towards the Tour of Britain event especially Alice and David for decorating the village in the run up to the event.

18/067 RECEIVE ANY APOLOGIES AND REASONS FOR ABSENCE

Reasons were approved unanimously.

18/068 DISCLOSURES OF INTERESTS BY MEMBERS (AND EMPLOYEES) IN ITEMS ON THE AGENDA

18/069 TO APPROVE THE MINUTES OF THE EXTRAORDINARY MEETING OF THE COUNCIL HELD
ON 9th JUNE 2018

Minutes were approved unanimously and signed by the Chair.

18/070 MATTERS ARISING FROM PREVIOUS MEETINGS

18/071 TO RECEIVE QUESTIONS FROM COUNCILLORS (10 MINUTES)

Commenced 1903hrs

Cllr Ayre reported an increase in young people hanging around in the alleyway at the back of Abbey Road Centre during the summer holidays. This will be monitored and reported at the next SNG.

Cllr K Peck requested confirmation from Woodheads for when the works are due to start on Edwinstowe House. Clerk to write letter

Cllr K Peck asked whether the RBL had been invited to apply to the Parish Council for a grant towards the WW1 Memorial. Clerk to make sure application form is sent to RBL

Cllr Brown reported speeding vehicles through the village. To be reported at next SNG

18/072 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

No meetings have taken place over the summer.

There is a meeting for allotment holders on Sunday 14th October at 10.00am in the Village Hall.

18/073 AGENDA

  1. Edwinstowe Village Plan
    Confirmation has been received that RCAN (Rural Community Action Nottinghamshire) are the recommended organisation to support the Parish Council with a Village Plan.

    RESOLVED: - Clerk to write to RCAN to start process.

  2. WW1 Memorial – Edwinstowe RBL
    The Land Registry application is still going through. There will be some costs involved for N&SDC solicitors fees, land registry fees and possible stamp duty fees.

    RESOLVED: - Clerk to make enquiries concerning costs involved.

    No update has been received from RBL concerning the memorial

  3. Thoresby Memorial
    We have received quotes for the memorial from Lidsters and for the landscaping design; draft content for the information board has been prepared by local residents and negotiations are ongoing with Woodheads to re-point the wall. Details to be discussed at the sub-committee meeting.

    RESOLVED: - Clerk to arrange meeting.

    The project is currently one of the ‘Tesco Bags of Help’ schemes – please put your token in the Thoresby Memorial pot at the local Tesco.

  4. Cemetery Car Park
    The car park is being used by people who are visiting the forest and not visiting the cemetery. This is very difficult to manage however better signage is now in place, the St John car park is open until 9.30am for dog walkers and school drop off and cones will be put out on days where there is a funeral taking place. The Parish Council will continue to monitor the situation.

    RESOLVED: - Clerk to check ownership of the cemetery car park and responsibility for maintenance and insurance etc.

    D/Cllr Peacock recently met with RSPB and N&SDC to look at car parking in the area in general including the Craft Centre. There needs to be a common policy across the site.

    There is an issue concerning the ownership of land behind houses on West Lane adjacent to the car park. The area in question is shown on the lease agreement between N&SDC and the Parish Council. The Clerk is making enquiries.

    Works on the car park lighting is scheduled for next week.

  5. Frack Free Sherwood Forest, and the following Motion
    “Edwinstowe Parish Council is opposed to the Government’s proposal to allow the exploration and drilling for shale gas using the method known as “fracking” to be considered as “permitted development”. This would remove democratic local involvement in the planning process. The Parish Council therefore agrees to respond to the public consultation, stating our opposition to the permitted development proposal.”

    After a discussion, the motion was approved unanimously.

    RESOLVED: - Clerk to respond to consultation online.

  6. S106 – clarification of expenditure
    The Clerk is arranging a meeting with officers from N&SDC for clarification on what the s106 monies can be spent on including whether any can be spent on outdoor play equipment.

  7. Skate Park Improvements – request from two residents
    Skate park users have asked for improvements to the skate park when funding is available.

    RESOLVED: - Clerk to arrange POS meeting.

    After the annual inspection, the trim trail at Henton Road park has been taped off as it is not safe to use.

    RESOLVED: - Clerk to enquire with RSPB about the old trim trail in the forest.

    Noted. Clerk to circulate to all councillors for response if necessary.

  4. NALC – Annual General Meeting – 14.11.18 (Guest Speaker – Cllr John Cottee, NCC Highways)

  5. N&SDC, Economic Growth Business Unit – Free Business Support Service for Local Businesses
    Posters have been in the noticeboards over the summer. Clerk to ensure information is on the website.

  6. North Muskham Parish Council – Parish Council Conference (13.10.18)
    Councillors to let Clerk know if wish to attend.

    This is an important networking meeting and N&SDC should not step back from this annual event as there are councils that need more support from the district council.

    RESOLVED: - Clerk to write for updated information on the event and to thank North Muskham for taking the initiative.

  7. NHS Mansfield & Ashfield CCG – Newark Urgent Treatment Centre Events (11.09.18 & 16.10.18)
    Councillors to let Clerk know if wish to attend.

  8. NALC – Green Paper for Adult Social Care & Wellbeing
    The LGA is a cross party organisation that is trying to move forward on this issue.

    RESOLVED: - Clerk to circulate to all councillors.

  9. CCTV Response – Dudley Taylor Pharmacy
    The Parish Council sent letters (hand-delivered) to all businesses on the High Street (and beyond) asking for interest in the Parish Council to arrange a meeting between the Safer Neighbourhood Team, Mike Manley (N&SDC), Antisocial Behaviour Team and the businesses. Only one response was received.

    RESOLVED: - Clerk to arrange meeting and inform businesses.

  10. NCC – Chairman’s Charity Hog Roast Invitation
    Councillors to let Clerk know if wish to attend.

  11. NSDC – King’s Clipstone Neighbourhood Plan Consultation
    Noted – the copy is in the office for councillors to look at.

18/078 GRANT APPLICATIONS

None.

18/079 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
(VERBAL REPORT AT MEETING; COPY OF REPORT TO CLERK)

County Council

C/Cllr Peck met with the Highways Area Manager to look at the problems on the Manvers Estate after the recent resurfacing. They have agreed to do some remedial works.

NCC have agreed to pay £275,000 on a business case for their proposal to become a Unitary Council. This should be completed by December 2018.

The weight reduction from 18 tonnes to 7.5 tonnes is now approved and new signs will be in place soon.

District Council

A new public sector hub in Ollerton is being considered by the N&SDC and health authority. It is proposed to include other services.

Fencing has been put up around the toilet block at Forest Corner and renovation work is starting this month.

The new leader of N&SDC is very keen on the safer, greener, cleaner initiative with the emphasis on small local matters.

Our local PPG recently won an award from the CCG for its practice and participation.

18/081 PLANNING

The application to turn the Manvers Arms into a Co-op is currently at the appeal stage. The decision has not yet been made.

The Co-op has submitted a licensing application to sell alcohol.

The Parish Council had previously objected to it being a retail outlet. After a discussion, it was agreed to object to the licensing application on the following grounds: -

  • The prevention of crime and disorder
  • Public safety
  • The prevention of public nuisance
  • The protection of children from harm

D/Cllrs Brooks and Peacock abstained from the vote.

RESOLVED: - Clerk to write to N&SDC Licensing Department.
