Meeting Minutes September 2012

Draft Minutes of the Ordinary Meeting of the Council held on 11 September 2012 in the Council Chamber, Village Hall, Edwinstowe

Present: Cllrs Cocking, Starbrook, Benson, Ayre, Tattersall, J Peck (Chairman), K Peck

Apologies: Cllrs Brooks - holiday, Boughey - ill health

12/058 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

After the Chairman opened the meeting, it was agreed to move item 12/063 as the member of the public wished to speak and had another meeting to attend.

George Kennedy from Thoresby Colliery Band informed the meeting that unless a rehearsal venue with suitable storage is found, they will be forced to fold at the end of October. The band has used Thoresby Welfare since 1948 however the trustees are making it difficult for the current arrangements to continue. The Band has tried several other venues but they have proved unsuitable. George has made appeals through local media.

The Chairman proposed sending a letter to Thoresby Welfare trustees - agreed unanimously.
Cllr K Peck proposed writing to local venues including Clipstone Welfare, Edwinstowe House, Center Parcs, Dukeries College and Nottinghamshire County Council - agreed unanimously.

Clerk to enquire with CISWO about the future of Thoresby Welfare - agreed.

CHAIRMAN'S ANNOUNCEMENTS

Andy Mellors
The Chairman informed the meeting that Andy had fainted on the High Street and had been checked over at the Health Centre.

Sarah Coltart
Sarah has handed in her resignation. The meeting expressed sadness in Sarah's decision and wished her all the best for the future.

Parish Conference
This year's Parish Conference will be held at Newark & Sherwood District Council on Monday 1st October. If you would like to attend please give your details to Alice by Friday 28th September.

12/061 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD
ON 10th July 2012

Slight amendment to 12/048 ii) - paragraph 2 should read as follows:

A rumour is being spread around the village that the Parish Council want to take control of the car parks on West Lane, East Lane and Mansfield Road so that they can charge users. This is untrue the only reason the Parish Council want to take control of the car parks is to ensure users are NOT charged. There has never been a discussion about charging. EBF recognise that this is not the case.

Minutes were approved and signed as accurate.

12/062 MATTERS ARISING FROM LAST MEETING

  1. Footpath 22 (between Mansfield Road and Fourth Avenue near King Edwin’s School) - Update
    The application to adopt this footpath was part of an application containing several others, one of which has an objection against it which is holding up the process. After speaking to the officer at NCC, it was agreed to remove the 'objected' footpath to allow the remainder to be adopted.

  2. Allotments - Update
    Letters have been sent to all parties.

  3. Response to East Lane resident concerning antisocial behaviour and traffic
    Letter sent.

  4. Response to resident concerning youths accessing Henton Road play area when gates are locked
    Letter sent.

  5. Development Plan for Edwinstowe - Update
    This has now been passed by N&SDC but will now go to the National Inspector for approval. There are two areas identified for potential development in Edwinstowe. The building will only start subject to the land being sold and plans approved.

12/064 TO RECEIVE QUESTIONS FROM COUNCILLORS (20 MINUTES)

Cllr J Peck - informed the meeting that there had been another accident on Mill Lane. He requested the Clerk contact Highways Department to reinstate the temporary interactive speed sign and also to look at different traffic calming measures. There is also a problem with vehicles obstructing the junction Mill Lane/High Street - we need to look at alternative options such as double yellow lines, parking bays etc. Clerk to contact Highways - agreed unanimously.

Cllr Ayre expressed concern over the future of the Community Bus. Although the bus is based in Edwinstowe it is run by an organisation in Kirkby who have increased the weekly charges from £13.50 to £40.00 which equates to £2,000. The driver has also recently retired. This is a valuable but underused facility and we need to decide whether to continue supporting it. Clerk to organise meeting with Kirkby Head Office. Cllr Ayre to provide contact details.

Cllr Tattersall reported that the wall outside the British Telecom building has still not been repaired. Clerk to send letter.

Cllr Benson reported that the hedges on Ollerton Road that are maintained by the District Council are too high and causing an obstruction to drivers. Clerk to send letter.

12/066 AGENDA

  1. Traffic Wardens
    Two residents have been fined for parking outside the white lines on East Lane car park. Cllr J Peck has made enquiries with N&SDC and as there were no signs in the car park with instructions the fines will be overturned. N&SDC will install signs in both East and West Lane car parks with clear instructions.

  2. Parking
    Edwinstowe Business Forum would like to increase the parking limit on the High Street to an hour. After a general discussion, including the Parish Council taking over West and East Lane car parks and whether or not to enquire about increasing the waiting time on the High Street; it was agreed to look at all aspects of parking in the village at a future meeting. Clerk to obtain all relevant information.

  3. Henton Road play area entrance cleaning - (skip)
    David and Andy have now cleared the entrance and disposed of the rubbish.

  4. Approval of date for Christmas Light Switch On event - 29th November
    Cllr K Peck proposed the 29th November for this year's Christmas Light Switch On Event from 5.00pm until 8.00pm - agreed 7 for and 1 abstention.

  5. Highways Winter Service
    It was agreed to order 5 x 5kg free bags of salt and 5 bags at £5 each.

  6. Henton Road Dog Walking Area
    Cllr Starbrook has received a complaint from a resident concerning the dog walking park on Henton Road as children are playing football on the area. It was confirmed that the area has joint use. Agreed to arrange for signs to be displayed.

  7. Blocked Drains around Village
    There are several badly blocked drains around the village. Clerk to report.
