13/029 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chairman welcomed Councillors and members of the public to the meeting.

A resident from Occupation Lane has contacted the office to pass on praise to the Amenity Team for the cleanliness of the village streets.

13/033 MATTERS ARISING FROM LAST MEETING

  1. New procedure for dog bin emptying
    It was previously reported that N&SDC had stopped providing black bags to line dog waste bins. After contacting N&SDC, the Clerk had been informed that this was untrue.

13/034 TO RECEIVE QUESTIONS AND PETITIONS FROM MEMBERS OF THE PUBLIC (20 MINUTES)

Apologies were given on behalf of Julie Jackson Lorenz, the Chair of Edwinstowe Business Forum. Liane Shore informed the meeting that she would attend meetings in future on behalf of Edwinstowe Business Forum, Rotary Club and as a local businesswoman and resident of Edwinstowe. It is important that the community works together and informed the meeting that she had a further Rotary Club donation for the skate park.

Eddie Fenwick - Youth Parliament Member for Newark & Sherwood is in full support for the skate park and invited residents to let him know of any concerns/queries on the skate park.

Residents of Friars Park asked the following questions/made the following statements

Cllr Cocking asked why the cats eyes on A616 - Worksop Road, have not been replaced after the recent resurfacing work. Clerk to investigate with Highways

13/036 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

Laura the new PCSO has provided a report of the reported incidents since 1st May. This will be displayed in all noticeboards for information. There have been no ASB incidents reported apart from a neighbour dispute on Friars Park. The Chair stressed if residents are experiencing ASB they must report it to the police.

13/037 AGENDA

  1. Bridleway 16 - Edwinstowe to Ollerton Roundabout
    We have received a request to support a claim for bridleway 16 which starts on Swinecote Road opposite the Visitor Centre, follows Thoresby Pit tip fence north dead ending on the Worksop Road (A616), then continues to follow the fence under the power lines, across Sherwood Heath finishing at Ollerton Roundabout.

    It was agreed unanimously to support the claim.

  2. Locking of Henton Road Play Park
    Due to personal circumstances it was agreed to move this to Confidential.

  3. Community Infrastructure Levy
    Cllr Freeman was unable to attend the meeting but will contact all Councillors in due course.

  4. Skate Park
    The skate park has only been made possible by a Local Improvement Scheme grant awarded in March of this year - match-funded by the Parish Council. Conditions of the grant state it has to be built on land either owned by or leased long-term to the Parish Council. There are no other sites available. The Chair read an email sent in 2009 concerning the sum of money given to the previous Parish Council who had refused the offer by Barratts, of an area of tarmac as the youth provision.

    ".....have to provide them (Barratts) with an assurance that it (the money) will be spent in the vicinity of the Barratts site (as opposed to the opposite side of Edwinstowe) and that it will be used in connection with the provision of facilities for teenagers. It's important that the monies are used for the above purpose and not for some other purpose unconnected with the housing development."

    We hope to have the outline design for consideration by the end of next week which will initially be taken to the user group and then to the public meetings. All Friars Park residents will receive a letter through their doors informing them of the dates/times/locations of the meetings.

    The Parish Council is not ignoring issues/concerns and we are monitoring incidents of ASB and litter. Our worker visits the area on a daily basis and so far has found two discarded beer cans after the bank holiday and two McDonalds beakers this week. No ASB has been reported to the police since 1st May.

    The survey result document was delivered to the Parish Council office today (11th June) at approximately 11.00am so there has not been time for all Councillors to view the summary. Points raised, where possible, will be taken into account.

  5. Changes to Sherwood Arrow Bus Service
    A complaint has been received from a resident concerning changes to the Sherwood Arrow Bus Service which will no longer travel via Edwinstowe during peak times. C/Cllr Peck reported that NCC currently subsidise bus services, without which many rural services would not be possible. The County Council is looking to save £2m. C/Cllr Peck has requested the complaint be investigated at County Hall but stressed he had also received positive feedback concerning the new service.

  6. Village Hall Boiler
    Both boilers in the Village Hall are in need of repair and it is difficult to get parts for them. The Parish Council boiler has been in since 1984, the Village Hall boiler was replaced in approximately 2002. We have received one quote and are waiting for two further quotes.

A discussion took place concerning when to hold Planning Committee meetings. It was agreed to hold them 'monthly' starting from Friday 31st May 2013, at 10.30am in the Council Offices.

Information concerning Community Infrastructure levy money (replacing s106 monies) has been received. Copies to all councillors, Agenda item for June meeting and for next Planning Committee meeting

13/044 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS

District Councillors Report

The new committee system has been formally adopted which should be more democratic.

The new committee system appears to be a more effective was of decision making. D/Cllr Brooks is now on the planning committee which means in certain cases will not be able to vote on Edwinstowe planning issues. D/Cllr Peck is a member of the economic development committee.

Both councillors have been working on individual casework.

County Councillors Report

Work on Lansbury Road has now started. C/Cllr Peck is still reporting potholes on a daily basis.

After many years of campaigning to bring the Robin Hood Line (currently in daily use at Thoresby Colliery) to Edwinstowe and to reopen the stations at Edwinstowe and Ollerton, NCC Highways have included the request in their future plan. There is still a considerable way to go but it is now in the plan. The Chairman of the Highways Committee is very much in favour and there will now be an update to the previous feasibility study.

The Parish Council is investigating the possibility of taking over the three village car parks to ensure that they will remain free. It is currently being taken to committee at N&SDC and then will be discussed at parish council level to establish the feasibility.
