Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 10 September 2013 at 7.00pm in the Council Chamber, Village Hall, Edwinstowe

13/063 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting and requested permission to add an item under finance as there was a tight deadline for response. The item was winter weather - grit order

PRESENTATION BY AMBY TATLA, GENERAL MANAGER, SHERWOOD CABINS

Forest Holidays are now in the next stage of the development at the Sherwood Pines site. A planning application has been submitted for an additional 21 cabins aimed at the couples/family market however the plan is to build 19 which will give better privacy to all cabins. Based on existing figures the extra cabins will bring an additional £1 million to the local economy. Current occupancy is not below 98%. The anticipated completion date is March 2014. An extra 15-20 jobs will also be created.

Meetings are also being held to look at signage, better access and footpath routes into surrounding villages including the section of B6030 from the entrance to Sherwood Pines to the Dog and Duck.

Visitors are encouraged to explore the local area and not just stay on site.

Amby is keen to sponsor a Christmas tree for the village. Clerk to liaise with Amby

The meeting voted to formally support Forest Holidays - unanimous

13/067 MATTERS ARISING FROM LAST MEETING

  1. Village Hall Heating System
    The heating system has now been installed, within the time allocated. The Parish Council and Village Hall have separate thermostats.

  2. Allotment Association
    There has been no AGM called this year so an EGM needs to be held to elect a Chairman, Secretary and two committee members. The required number of signatures has been collected and a neutral Chair is being sought. A request has been made that a Parish Councillor attends, strictly as an observer, to ascertain what is happening. It was unanimously agreed that Cllr Tattersall attends.

Cllr Cocking was delighted that Andy Mellors had been asked to cut the ribbon when the Co-op recently reopened. The store looks fantastic.

13/070 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Police Incidents - August 2013
    The incidents for August were read out to the meeting. Copies on Parish notice boards for information.

    The next Safer Neighbourhood Group meeting is on 17th September at 6.00pm at Abbey Road Community Centre. Please attend if possible.

  2. Cemetery Tree
    Works have now been completed and the risk to headstones has now been eliminated. Thanks to Kevin and Dale Hall for their hard work.

    Woodland Trust are promoting free trees to plant in November. Trees need to be planted on a publicly accessible site with permission of the landowner and support from the local community. It was agreed unanimously to apply for 30 trees which can be planted on Jubilee Park. Clerk to apply for trees

13/071 AGENDA

  1. Car Parks
    The draft lease has been circulated to Councillors prior to the meeting for perusal. The lease is for 25 years. Prior to handing over, the car parks will be surveyed and put in good order including new signage and white lining where necessary. Councillors agreed to take over the car parks, subject to the survey and works being completed. Unanimous

    The Parish Council needs to write and formally request details of who owns the area of the car park used by Major Oak Medical Practice and to ensure they will continue to maintain the area. Clerk to write letter

    Costings for car park lighting and Traffic Warden time will need to be considered for next year's budget.

    Clerk to arrange a meeting between Cllrs Brooks, J Peck and Andy Statham to finalise arrangements.

  2. Local Improvement Scheme - Village Entry Signs and Repainting Street Furniture
    This application is in for consideration in 2014/5.

  3. Local Improvement Scheme - Village Trail Boards and Sign for John Benson Pavillion - update
    The Clerk has met with Alex Smith of NCC to discuss the outline requirements for the Village Trail Boards. NCC are currently working on the artwork and will send drafts for approval.

  4. Fields in Trust - Deeds of Dedication, Henton Road Parks and Jubilee Park
    Copies had been sent out prior to the meeting for perusal. They were approved unanimously and signed by the Chair and Vice-Chair. Clerk to send to Fields in Trust

  5. Fields in Trust - Funding Opportunity
    There is a small amount of funding available for QEII Landowners, application deadline is 15th September. It was agreed unanimously to apply for £700 for seating in Jubilee Park. Clerk to apply for funding

  6. Sherwood Pavillion
    The Clerk has recently met with the Insurance Assessor as there have been two substantial claims for damage due to burst pipes. Several issues/recommendations have been made which have been passed on to Robin Hood Colts for action.

    The insurance company have requested that the pipework be fitted with trace heating to protect against future bursts or it will no longer be covered. Initial investigations have shown that this will cost in excess of £5k. Clerk to obtain 3 quotes and bring back to next meeting for discussion.

  7. Skate Park
    The Chairman read the following update to the meeting....

    The skate park plans are now reaching the final stages.

    Since the Parish Council last met, the three widely advertised consultation meetings have been completed along with a stall on the High Street. Over 300 people attended and 134 left comments, 24 requested further details or expressed concerns and 110 were very much in favour. All respondents were Edwinstowe Residents.

    Two further informal meetings have taken place, one with three householders on Friars' park and Mike Keeling, NCC Highways Officer. This was to look at access to Jubilee Park across Old School Drive and another access point higher up.

    The second was a meeting for those who had expressed concerns after the consultations. Two NCC officers attended, Ross Marshall and Sue Jacques, to answer any technical questions. Parish Councillors should have received notes taken at the meeting and the responses made.

    The final design is now ready and the completion of the noise assessment is the final stage in the preparation process.

    In August we had written confirmation from N&SDC that no planning permission is needed as the skate park falls within permitted development of the site. Ross Marshall has also worked closely with the Planning Dept of N&SDC to ensure that regulations regarding size etc are met.

    Thanks to Alice for the enormous amount of work she has put in on this project and everyone else involved for the support they have given.

    Cllr Freeman moved that construction of the skate park starts immediately subject to the satisfactory completion of the noise assessment. Seconded by Cllr Tattersall - unanimous

District Councillors Report

August is a quiet time at N&SDC. However, planning meetings are still held. The most controversial items being considered at meetings are wind turbines.

We have had a few contact difficulties with N&S Homes on different issues but I hope now that the holiday season is at an end this will be eased.

We are also aware of the further rent rises being mooted for tenants of N&S Homes and we intend to do our best to make sure these are as low as possible.

County Councillors Report

Potholes on Mansfield Road and St Edwin's Drive have been repaired. C/Cllr Peck requested the seams on the concrete section on Lansbury Road were sealed and this has now been done.

The main issue at NCC is the budget challenge. £154 million cuts need to be made over the next three years. The public are being urged to participate and give their opinions for which services they would like to continue. www.nottinghamshire.gov.uk and follow the link for Budget Challenge.

NCC has agreed to introduce the living wage next September.
