Meeting Minutes October 2017

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 10 October 2017 at 7.30pm in the Council Chamber, Village Hall, Edwinstowe.

Present: Cllrs Ayre, Benson, Brooks, Brown, McLaughlin, Peacock, J Peck, K Peck, Starbrook, Tattersall, Troop

Meeting commenced at 1955hrs due to a member of the public becoming ill.

17/077 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting and made the following announcements: -

  1. The Chair informed the meeting of the death of former councillor, Jim Boughey. Details of his funeral will be circulated.
  2. The new Chief Constable of Nottinghamshire – Craig Guildford, is the guest speaker at the NALC AGM on 15th November at Epperstone Village Hall. The event starts at 6.30pm
  3. The new Head of King Edwin Primary School, Andy Callaghan-Wetton, has invited councillors to visit the school next term to discuss their future plans – contact the Clerk for more information
  4. The new Estates Manager at Pierrepont Estates, Harvey Glenn, has invited councillors to the Estate Office to discuss the possibility of extending the Forest Cemetery – contact the Clerk for more information

17/081 MATTERS ARISING FROM PREVIOUS MEETINGS

  1. Village Hall Lease
    Now signed by the Management Committee. It was unanimously agreed for the Clerk to countersign the lease.

  2. Allotment Association Lease
    Due to a problem with insuring the Allotment Shed, the Association are not able to sign the lease. It was agreed for the allotment sub-committee meeting to discuss the way forward.

    RESOLVED: - Clerk to arrange meeting

    Cllr Ayre reported that following the site visit, two letters will be sent to tenants of uncultivated plots.

    All Boy Lane plots are now let and there are two on the waiting list for Ollerton Road.

    There will be an AGM for the allotments next February/March.

17/082 TO RECEIVE QUESTIONS FROM COUNCILLORS (10 MINUTES)

Cllr Benson has received complaints from residents concerning items being moved/removed from grave spaces. To be discussed at the cemetery sub committee meeting this Friday.

Cllr K Peck asked whether the Parish Council could produce an information leaflet to be placed in the High Street shops following the spate of robberies from elderly residents.

Cllr K Peck asked whether the anti-fracking petitions could be collected. Clerk to arrange

Cllr Troop questioned whether the resurfacing of Rufford Road near the new development was complete as it is uneven. C/Cllr Peck to make enquiries

Cllr Brown reported the St John car park is now permanently open to cater for visitors to the Craft Centre.

Cllr Brown reported that the car park surface where the Fun Park is situated has been left in a very poor condition by RSPB. NCC are dealing with this.

17/083 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Anti-Fracking Meeting
    There will be a stall on the High Street on 14th October and an event at the Major Oak on 5th November.

    The Anti-Fracking Group have written to Mark Spencer MP to ask his views but have not received a response to date. They have produced a map of Edwinstowe showing the areas that will be affected. The Parish Council has requested a copy.

  2. Parks & Open Spaces Sub Committee
    There was a site visit to the Bowls Club/Green to discuss possibilities. No decisions have been made yet.

  3. Thoresby Memorial Sub Committee
    We have 2 quotes to clear the site; we are waiting for quotes for the information board from NCC and the memorial.

    There is a possibility of obtaining some bricks from the colliery to rebuild the retaining wall.

  4. Finance Committee
    The six months accounts were reviewed. There is some concern whether the cemetery income covers the cemetery expenditure. Clerk to provide information for Cemetery Sub Committee meeting on Friday.

    Newsletter – unfortunately, Craig is no longer available to produce the village magazine; this will now be done in house.

    The precept will be discussed at the next Finance Committee Meeting in November.

  5. Events Sub Committee
    The planning is proceeding well and the event will cover Bargain Booze Courtyard, Church Farm and the Church this year.

17/084 AGENDA

  1. Sherwood Fields/John Benson Pavillion
    It was a very positive meeting to look at responsibilities. The Parish Council are only responsible for the bricks and mortar as we own the building.

  2. Request for Dog Bins Fourth Avenue/Bowling Green
    RESOLVED: - Clerk to ask David to plot where dog bins are in the village on a map to identify any areas that are not covered.

    Dog mess, if it is properly bagged, can be put in normal litter bins

  3. Paddock Close Jitty – Resurface
    RSPB have agreed to resurface the jitty as part of the new visitor centre works.

  1. N&SDC – Invitation to Official Opening Event for Rural Affordable Housing Scheme in Caunton
    Noted

  2. NCC – Joint Health & Wellbeing Strategy for Nottinghamshire Consultation
    noted. The consultation runs until 29th October 2017, the survey is available on www.consult.nottinghamshire.gov.uk. Details to website.

  3. Mansfield District Council – MDC Local Plan – Preferred Options
    Noted

  4. NCC Highways – High Street Traffic Lights (Right-Turn Update)
    When approaching from Ollerton, the far traffic light at the top of the High Street crossroads has been removed. Complaints have been logged with NCC Highways. Response: -

    ‘Experience at other similar junctions has shown that drivers who are waiting in the junction to turn right in the opposite direction to the arrow see their red light show, assume that it is also showing to traffic in the opposite direction, and may be tempted to start making their turn. This will bring them into a potential conflict with oncoming vehicles who are still receiving a green signal. To avoid this potentially dangerous situation from occurring the secondary signal head which was formerly on the leaving side of the junction has been moved to the approach side so that, once vehicles have crossed the stop line and are waiting to make their turn in the centre of the junction they cannot see a signal indication and so they can only judge when it is safe to turn by looking at the behaviour of the oncoming traffic. It can feel uncomfortable but it is safer than having a visible signal which could be misinterpreted.’

  5. NCC Highways – Swinecote Road Crossing Point
    Safety/Speeding Vehicles
    Complaints have been received concerning the suitability of the crossing point on Swinecote Road. A response has been received from Highways – available in the Parish Council Office.

    The alterations were part of the planning approval given by N&SDC and must conform to Government guidance on such matters.

    NCC Highways have requested speed checks along Swinecote Road and Rufford Road.

  6. NCC Property Services – Raised Block Paving Outside Library
    Work commenced this week.

  7. NCC Highways – Parking on Fifth Avenue
    The possibility of a local parking scheme was discussed.

    RESOLVED: - Clerk to obtain further information

  8. NCC – School Admissions Annual Consultation
    The consultation runs until 26th November 2017. The online response form is available from www.nottinghamshire.gov.uk/education/school-admissions/

  9. N&SDC – OVO Energy Tour of Britain Thank You

17/089 GRANT APPLICATIONS

  1. Thoresby Sporting Trust – Grant Application for a defibrillator station for the west side of the village
    A grant was given to Thoresby Sporting Trust in April. Our guidelines state only one grant per year.

    Cllr Troop requested a plan showing where all the defibrillators are in the village. Clerk to arrange

    Cllr Peacock proposed the Thoresby Sporting Trust liaise with the nursing home for joint funding and possible siting of the defibrillator. Clerk to write letter

  2. St Mary’s Church – Grant Application for annual maintenance and service to the church clock
    Cllr Brown proposed £196, Cllr Ayre seconded – approved

  3. Lynds Close Luncheon Club – Grant Application to purchase 50 Minder Personal Attack Alarms for their diners
    Cllr J Peck proposed £225, Cllr Brown seconded – approved.

    There was a discussion concerning the availability of personal attack alarms from N&SDC. Cllr Peacock to make enquiries.

  4. Outside the Cave CIC – Grant Application for a shed/materials/equipment for a community garden
    This is a not for profit organisation and therefore eligible for a grant under our criteria. There was a discussion concerning ensuring the organisation is adhering to allotment rules.

    Cllr J Peck proposed £200, Cllr Peacock seconded – approved.

    It was agreed to discuss at next allotment sub committee meeting and invite representatives to an Ordinary Meeting.

17/090 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
(VERBAL REPORT AT MEETING; COPY OF REPORT TO CLERK)

District Council

The Planning Enforcement Officer has issued a 28 day notice to the Old Library to return the windows to what was approved on the plans. They have submitted a retrospective planning application. The matter is ongoing with N&SDC

The railings at the Old Chapel will be replaced when refurbished.

The Chief Enforcement Officer will be visiting the High Street conservation area.

County Council

C/Cllr Peck proposed a motion at full council asking NCC to respond positively on extending the Robin Hood Line as part of the East Midlands Rail Franchise consultation. The motion was passed unanimously.

Faulty streetlights on Fourth and Fifth Avenue were reported.

The seismic testing/fracking item has been removed from the NCC Policy Committee agenda – C/Cllr Peck to make enquiries

C/Cllr Peck has formally submitted a request for the resurfacing of Church Street and repairs to the pavements on the Avenues.

D/Cllr brooks reported that in order to receive a regional grant for Ollerton Roundabout, we need the support of our MP. It was agreed to send a letter to Mark Spencer MP.
