Meeting Minutes November 2015

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 10 November 2015 at 7.15pm in the Council Chamber, Village Hall, Edwinstowe

15/091 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting, welcomed all present and made the following announcements

  1. Mansfield Radio 103.2 - 12 Hour Auction
    There is a 12 hour auction in aid of John Eastwood Hospice on Thursday 12th November. Details are on our website and noticeboards.

  2. Edwinstowe Christmas Tree Festival
    St Mary's Church are holding a Christmas tree festival 26th - 29th November and welcome trees from groups, organisations, businesses, families and individuals. Details are on the village website and in the noticeboards.

  3. A letter of thanks has been received from Phil Jones of the British Legion
    Once again, this year's service was very well attended and a successful event. Letter to Phil Jones

15/096 TO RECEIVE QUESTIONS FROM COUNCILLORS (20 MINUTES)

Cllr J Peck has received a complaint from a resident of Brocklehurst Drive concerning the twice-weekly firework display at Center Parcs. He has written to Center Parcs as a county councillor.

Cllr Brooks reported back from the recent meeting with representatives of Woodheads concerning the proposed development at the Edwinstowe House site. There are no firm plans at present.

15/097 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Safer Neighbourhood Group
    The Chair reported back from the recent Local Action Group. There were 25 crimes reported for August for Edwinstowe and this had reduced to 14 in September.

  2. Allotment Sub-Committee
    Cllr Ayre read a report to the meeting. Summarised as follows: -

    • There are no empty plots and no-one on the waiting list currently.
    • Two allotments are in the process of being handed over to new tenants and are being worked on jointly by both tenants.
    • Reference the notice on the shed, Parish Councillors met with allotment association members and agreed what action would be taken. Despite this, a letter has been received from the President stating the Parish Council has been reported to the police for theft.
    • No proof of ownership of the shed has been received despite being requested at the meeting on 12th October
    • The notice to quit has been invoked, no more solicitors fees will be spent

    There was a discussion concerning whether the Parish Council should communicate with the Chairman and Secretary of the allotment association as neither are allotment holders and therefore they do not represent allotment holders.

    Reference the sign on the allotment shed, it was agreed to return it to a nominated allotment holder however; it is for the Parish Council, as primary tenant, to decide what is written on the sign. Trespassers will not be prosecuted and the site is not for members only.

    RESOLVED: - It was unanimously agreed that communications would only be addressed to the president of the association. Others who hold office in the association will not be communicated with if they are not plot holders.

    It was unanimously agreed to write to the President of the allotment association stating the notice can be returned but not hung up. If it is rehung, it will be removed again.

15/098 AGENDA

  1. Skate Park
    Cllr Brown reported back on a site visit with users of the skate park.

    • The users requested updates to the facility which would make the ride experience better.
    • The recent repair works were inspected and have not been carried out satisfactorily.
    • There appeared to be more damage which did not appear accidental
    • The users expressed an interest in restarting the user group to look at events and fundraising etc

    RESOLVED: -
    To write to NCC requesting a site visit to discuss the repair work.
    To assist with the re-launch of the user group.
    To contact other councils to see whether the level of damage at Edwinstowe is typical.

  2. Fourth Avenue Play Area Upgrade
    The Chair and the Clerk recently met with the school councils at both primary schools to ask what play equipment the children would like. The funding awarded by NCC must be spent by 31.03.2016.

    Cllr J Peck has reassured the Bowls Club of the situation.

    RESOLVED: -
    To take quotes to the Finance Meeting
    To circulate costings to all councillors
    To circulate notes from the meetings to all councillors

    The email from our solicitors concerning the new lease for the Fourth Avenue site was discussed.

    RESOLVED: -
    To query point 6 which states that at the end of the lease, any equipment will become the property of CISWO.

  3. New Visitor Centre Update
    Councillors met with representatives from RSPB and NCC recently. There are no firm plans yet but an overview was given. The Fun Park will have to move and there are negotiations taking place with NCC over alternative sites.

    There will be a wider consultation early next year.

    To pass on resident's concerns to relevant organisations.

  4. Community Led Plan
    We are receiving a steady flow of completed questionnaires, many through the village website.

    To contact Karen Tarburton RCAN for support.

  5. Bus Shelter - Gaitskell Crescent
    An email has been received concerning the bus shelter on Gaitskell Crescent which was badly damaged recently. The bus shelter will be replaced in the next 10-12 weeks.

County Council

The budget setting process has started. There will be a public consultation through the NCC website.

There is a five year plan for road repairs - High Street is in the programme for 2016/17, Church Street is in the programme

District Council

District Councillors are meeting with N&SDC officers to stress the importance of funding projects in the west of the district as little is funded outside of Newark at present.

The new district council base has been approved which will include an outreach centre in Ollerton.

A resident reported contacting the Clerk concerning the amount of mud on Mill Lane from tractors working in the fields. There were no signs warning of mud on road and the resident was concerned that there could be an accident. He thanked the Clerk for the speedy response.

A resident has recently written to the Parish Council expressing concerns over the site of the new visitor centre. The village needs to be proactive to these developments and not reactive.

A resident would like to be part of the decision making. As there are so many large projects in the pipeline, would it be possible to have a timeline of what is happening over the coming years?

This is the reason for the community-led plan, residents will be a major part of the process.
