Meeting Minutes April 2014

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 10 April 2014 at 7.00pm in the Council Chamber, Village Hall, Edwinstowe

Present: Cllrs Cocking, Benson, Brooks, Tattersall, Starbrook, George
Apologies: Cllrs J & K Peck, Freeman - prior commitments

13/165 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting and asked whether any person present intended to record the meeting. Two present indicated they would be recording.

Letters explaining this year's precept had been distributed for information.

13/166 RECEIVE ANY APOLOGIES AND REASONS FOR ABSENCE

Cllr Boughey - dispensation.

Apologies were approved and accepted.

13/167 DISCLOSURES OF INTERESTS BY MEMBERS (AND EMPLOYEES) IN ITEMS ON THE AGENDA

None.

13/168 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD
ON 11th March 2014

Approved unanimously and signed by the Chair.

13/169 MATTERS ARISING FROM LAST MEETING

  1. CCTV - Jubilee Park Skate Park
    Due to cost and logistical problems it is not feasible to install CCTV at the skate park. The reason Parish Council were considering CCTV was due to threats of damage being made to the skate park.

  2. Grit Bins - request for Occupation Lane and Trinity Road
    We have received two responses from NCC concerning the above requests for grit bins. One stating that the applications have been unsuccessful and the other stating that all requests will be considered and prioritised later in the year. Clerk to monitor

13/170 TO RECEIVE QUESTIONS AND PETITIONS FROM MEMBERS OF THE PUBLIC (20 MINUTES)

Commenced 1905hrs

As there were over 20 residents present, the Chair reminded the meeting of the rules for the public participation section and asked each person in turn whether they wished to make a comment/ask a question.

Eddie Fenwick has consulted with the skate park users and has received some very positive comments.

Pauline Meechan asked whether a safety inspection had been carried out on the skate park and if it included safety of the estate.

Terry McLaughlin has been collecting signatures for a petition concerning the allotments at Ollerton Road. Although he is a committee member, the petition has nothing to do with the committee and currently has 1,300 signatures. Why have the Parish Council not taken any notice of the petition? (for information the Parish Council have not had sight of the petition)

Godfrey Lamin demanded an apology as minutes of the previous Parish Council meeting state a questionnaire returned in disgust to the Parish Council by several allotment holders, had been circulated by the Allotment Committee when it had been circulated by an allotment holder.

Chris Hutchinson a resident from Trinity Road complained about the horrendous noise created by the skate park all day/every day. It has been put in the totally wrong place.

Julie Hutchinson directed a statement at Eddie Fenwick - you have been let down by your peers with the littering, antisocial behaviour, climbing over the private gate installed at the residents expense.

Jim Rhodes quoted from Hamlet, 'Something is rotten in the state of Denmark' - festering with moral and political corruption and I believe the same applies to this Parish Council.

Danny Hudson stated that the allotments have been there for around 100 years and the current problems are due to one person who is mentally unstable. (Mr Hudson indicated another elector who was present at the meeting)

The Chair warned Mr Hudson that slanderous comments would not be tolerated at the Parish Council meeting and read the resolution enabling the Mr Hudson to be asked to leave the meeting. The meeting became extremely heated the Chair reminded members of the public the rules and powers of removal. There was further disruption, the police were called, meeting closed at 1915hrs.

MEETING CLOSED AT 1915HRS Members of the public left the meeting and congregated outside the Village Hall for some time before leaving.

The following agenda items were not discussed and will be forwarded to the next meeting as appropriate.
