Meeting Minutes May 2017

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 9 May 2017 immediately after the AGM in the Council Chamber, Village Hall, Edwinstowe.

17/009 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting, welcomed all present and asked if anyone was recording. One person indicated they were.

Tour of Britain
The Tour of Britain will be travelling through Edwinstowe on 6th September 2017.

RESOLVED: - Take to Events Sub Committee for discussion.

17/013 MATTERS ARISING FROM PREVIOUS MEETINGS

  1. Cemetery Regulations Update
    The updated regulations were approved unanimously.

    RESOLVED: - Clerk to circulate updated regulations.

    Cllr Tattersall read a brief report from the recent Cemetery Sub Committee. Main points raised: -
    • Ornaments and pots etc are being placed on the grass around grave plots and gardens have been made on two further plots. This is making grounds maintenance very difficult and is contrary to our rules and regulations. It was proposed to place signs giving 28 days notice to remove the items/gardens, after which the groundsman will remove the items and notices will be placed on the affected graves.
    • Councillors proposed no increase to the cemetery fees – to be reviewed in 2018.

    RESOLVED: - The report and proposals were approved unanimously

  2. Leases
    Draft leases have been drawn up for various properties in the Village – allotment shed, Bowls Club and Village Hall. It was agreed to take to Finance Committee for discussion.

  3. Car Park Lighting Quotes
    Quotes have been received from John Wilkins and JCP Electrical. D/Cllr Peacock to raise how the electricity charges are calculated and the possibility removal of excess columns at East Lane car park with N&SDC. We are still awaiting confirmation of the ownership of the column in the jitty between East Lane Car Park and High Street

    It was agreed to take to Finance Committee for discussion.

  4. Village Defibrillator
    Mansfield Community First Responders gave a really interesting talk at the Annual Parish Meeting in April and stressed the importance of community defibrillators.

    There are two defibrillators in the village – one at the Fire Station, the other at The Big House; we need to establish if these are accessible to the public. There is a need for more defibrillators at the other end of the village.

    Subject to receiving the divisional fund, C/Cllr Peck will fund a defibrillator.

    RESOLVED: - Clerk to make necessary enquiries.

17/014 TO RECEIVE QUESTIONS FROM COUNCILLORS (10 MINUTES)

Cllr Ayre raised the matter of the dog walker still taking their dog on the Henton Road play area despite signs stating ‘No Dogs Allowed’.

To report to new dog warden who is coming to the Safer Neighbourhood Group Meeting this Thursday.

Cllr Ayre reported the tree roots damaging the pavement outside Abbey Road Centre.

D/Cllr Brooks to take to N&S Homes this week.

Cllr Brown reported the loose stones outside the library causing two people to trip recently.

RESOLVED: - Clerk to report to Highways.

Cllr Brown reported that previous reports of tractors speeding on Mill Lane are not correct as some tractors have limiters restricting their speed to 23mph. Cllr J Peck has met recently with NCC Highways who have spoken to local farmers unions to remind farmers to drive considerately through the village.

17/015 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

17/016 AGENDA

  1. Allotment Correspondence
    Several letters have been received recently from the allotment association – none of the officers of the association are current allotment holders.

    On 10th November 2015 under minute reference 15/097(ii) the Parish Council unanimously agreed that communications would only be addressed to the president of the association as he was still a plot holder. Others who hold office in the association would not be communicated with if they are not plot holders.

    Since that time, the president has discontinued his tenancy; therefore do councillors still agree that the Parish Council only communicate with current plot holders on allotment matters?

    RESOLVED: - 9 votes in favour, 1 abstention

    A letter of complaint has been sent to N&SDC by the president of the association challenging the decision made in November 2015.

    The Chair read the response from N&SDC as follows:

    "[…] N&SDC has no remit to question decisions made by Edwinstowe Parish Council.

    It is clear from the letter to you dated 11 April 2017 from the Parish Clerk, that the Parish Council intend to make a decision collectively that they will only enter into correspondence with elected allotment officials who are plot holders. The District Council has no jurisdiction to question decisions properly made by the Parish Council through its elected representatives. Moreover, the Parish Council is making it absolutely clear they will answer queries made by you as a resident on other matters."

    The Fire Officers report concerning the shed has been received and is available for councillors to read.

    Allotment Visit
    Councillors visited the site last weekend. There are a couple of untidy plots but these are in the process of being re-let.

  2. Proposed Band Contest 2018
    RESOLVED: - To take to Events Sub-Committee for discussion. Invite the organiser to the meeting.

  3. Little Oaks Summer Ball
    This is taking place on Friday 30th June at South Forest. Tickets are £25.

    RESOLVED:- Advertise on website. Councillors to contact Little Oaks directly if they wish to attend.

  4. Request from High Street Resident
    Letter concerning Highways issues passed to C/Cllr Peck.

    Further matter deferred to Confidential Meeting at end of Ordinary Meeting.

  5. Email from INEOS
    INEOS are planning seismic surveys across their licensed areas ‘shortly’. They have offered to come to a future meeting to discuss this further.

    After a discussion it was unanimously agreed to invite INEOS to a special public meeting – not an Ordinary Meeting; depending on their timeframes.

    The Parish Council has not yet given their formal position about fracking. It was agreed to wait until after the INEOS meeting to have a full discussion.

    RESOLVED: - Clerk to contact INEOS and make arrangements. Advertise the meeting widely.

  6. Fourth Avenue Welfare Site
    CISWO have been given a Community Protection Notice to clear the former welfare site. As a consequence to that, they have asked us to clear the remaining equipment from the old play area. A discussion took place concerning the ownership of the former play area and it was thought that the equipment was owned and maintained by N&SDC.

    RESOLVED: - D/Cllr Peacock to enquire with N&SDC. Clerk to check previous agreement. Clerk to send formal letter to both N&SDC and CISWO.

17/022 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
(VERBAL REPORT AT MEETING; COPY OF REPORT TO CLERK)

District Council

D/Cllr Peacock and N&SDC are meeting with CISOW to look at how they can work together to better support ex mining communities.

D/Cllr Brooks has been working on local issues involving housing and grass cutting at N&S Homes properties. The Planning Committee has looked at four sites in the district that are being considered for council housing – not Edwinstowe at present.

County Council - congratulations to John Peck on the recent election result

C/Cllr Peck praised the honourable and respectful campaign unlike the recent publication – Edwinstowe Inquirer. This publication has been sent out on behalf of the Allotment Association however, some members were not aware it was being produced or of the content; much of which is untrue and many facts have been left out. There are no details of who to contact regarding the publication.

The magazine was published to coincide with the recent County Council Elections and contained a libellous claim about a statement C/Cllr Peck was alleged to have made in a Parish Council meeting which the writer tried to link to an alleged death threat which was made by a stranger on the High Street a few days later. C/Cllr Peck denied making any threats and had never named any individual in a Parish Council Meeting.

C/Cllr Peck has reported highways issues.

C/Cllr Peck, as a County Councillor, is opposed to fracking.
