Meeting Minutes March 2016

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 8 March 2016 at 7.00 pm in the Council Chamber, Village Hall, Edwinstowe.

Present: Cllrs Ayre, Benson, Brooks, Brown, Peacock, J Peck, K Peck, Starbrook, Tattersall, Troop

15/143 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting, welcomed all present and asked if anyone was recording. Nobody was recording.

15/144 RECEIVE ANY APOLOGIES AND REASONS FOR ABSENCE

Reasons were approved and accepted unanimously.

15/146 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD

Standing Orders were suspended

Jeannie Thompson from Frack Free Nottinghamshire gave a brief presentation to the meeting followed by questions from Councillors.

15/147 MATTERS ARISING FROM PREVIOUS MEETINGS

  1. Dog Bin Emptying - Response from N&SDC
    N&SDC has requested the number displayed on the dog bin when reporting one that has not been emptied.

15/148 TO RECEIVE QUESTIONS FROM COUNCILLORS (20 MINUTES)

A request was made for a cemetery working group meeting as it had been reported that numerous pots are being placed on the grass making grounds maintenance difficult.

RESOLVED: - To arrange a Cemetery Working Group Meeting

A request was made for disabled bays to be marked in the parking bays on the High Street - one at the top and one at the bottom.

RESOLVED: - Clerk to contact Highways

A request was made to investigate the possibility of NO COLD CALLING ZONES in areas of the village where there are vulnerable residents.

15/149 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

    Agreed unanimously to move to confidential.

  2. Parks and Open Spaces
    Skate Park - Councillors recently met with the contractor and the NCC Officer to inspect the skate park. After a detailed inspection, there is evidence that most of the damage has been done maliciously as there are chisel and hammer marks on both the wooden and concrete sections.

    RESOLVED: -
    To produce a sign asking for any incidents of damage to be reported to the Parish Council.
    To ask PCSOs to monitor, when possible, the skate park

    Car Parks - N&SDC Officers recently visited all the village car parks to look at the lighting. They will produce a report showing where we can save money.

15/150 AGENDA

  1. Queen's 90th Birthday Celebrations
    Councillors visited the Robin Hood Pub recently to look at where the beacon can be positioned and speak to the landlord.
    Several donations have been received from local residents, businesses and organisations.

    RESOLVED: -
    To advertise the event when timings and more details are known.
    To write letters of thanks to all donators

  2. First Responders
    An email has been received from the Station Manager at the Fire Station concerning First Responders. He has asked that this information be kept confidential at present.

  3. Twinning
    An email has been received from the visiting members of Robiac-Rochessadoule with details of what they would like to see whilst they are here.

  4. Play Area at Fourth Avenue
    The first phase is now complete, the picnic benches have been ordered and the bins have been delivered. We have been awarded 30 native trees due for delivery shortly and are applying for a further £250 for larger, more established trees. We need to order a noticeboard and sign for the play area.
    There will be a second phase including equipment for younger children, when we have secured more funding.
    There was a discussion concerning a dedication to the late Cllr Josie Cocking at the play area and what form it should take.

    RESOLVED: -
    To apply for funding.
    To order a noticeboard.
    To order signs for all village play areas (excluding the skate park) to include the words 'Edwinstowe Parish Council' (and logo); 'Respect others', 'Look after your Play Area' Send to all councillors for approval prior to ordering

RESOLVED: - Cllr Troop to attend any meetings as an observer. Allocation of membership to be made at the Annual General Meeting in May.

15/153 FINANCIAL MATTERS (TO BE REFERRED TO THE FINANCE COMMITTEE, if necessary)

The Chair proposed moving the following to the Finance Committee.

  • Donations
    Thank you to C/Cllr Peck for his generous donation to cover the cost of benches/signs/noticeboard/litter bins at Fourth Avenue Play Area.

    A donation has also been received from a resident to offset the cost of the recent bye-election. The resident is not affiliated to a political party or either of the candidates. The resident wishes to remain anonymous. This has been verified with NALC and N&SDC.

    Extracts from a letter from the resident explaining the reasons for the donation was read to the meeting. This is available for councillors to read.

    RESOLVED: - To send a letter of thanks to the resident for the extraordinary act of kindness for the community.
  • Repairs to Village Hall
    Quotes totalling £475 have been received for repairs to the guttering and skylights at the Village Hall.

    It was requested that amenity workers be asked to regularly clear out the guttering.

    RESOLVED: - To approve the quotes and contact the builder to start the work.

15/155 GRANT APPLICATIONS

None.

15/156 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
(VERBAL REPORT AT MEETING; COPY OF REPORT TO CLERK)

County Council

  • Cllr Peck has awarded £300 to Thoresby Cricket Club from his community fund
  • The petition concerning the Fun Park has been handed in. The owners are meeting with NCC and RSPB soon
  • The zigzag lines outside King Edwin School will be done shortly
  • The leader of NCC and MP met with Minister Claire Perry to discuss the Robin Hood Line. There is funding for the stations available however, other costs need to be found.
  • The budget for NCC has been set. There will be an increase of +3.9% - 1.9% increase by NCC and 2% due to government instructions concerning Adult Social Care provision.

District Council

D/Cllr Peacock informed the meeting of two forthcoming consultations at Edwinstowe Cricket Club - Harworth Estates concerning the development of Thoresby Colliery site on 22nd April 3pm - 7pm RSPB concerning the new Visitor Centre on 19th March 11am - 3pm.

D/Cllr Brooks has been dealing with housing issues including proposed rents for supported and non-supported housing and right to buy.

15/157 PLANNING

Three planning applications have been received for developments at Edwinstowe House, Fourth Avenue and Ollerton Road. Altogether there are over 100 houses in the development.

Concerns were raised about the capacity in the village schools and the impact on the village infrastructure.

RESOLVED: - To arrange a planning meeting, for all councillors, as soon as possible to discuss the applications.

A resident reported the next meeting about Fracking will take place at the Manvers Arms at 12.00pm, this Sunday 13th March.

A resident commented on how lovely the cemetery looked. Better than it has done for years.

A resident expressed concern about the new visitor centre and the impact on his property.

RESOLVED: - C/Cllr Peck to talk to resident after the meeting

A resident reported the appalling state of grass verges around the village, especially on Boy Lane, Mill Lane. The resident suggested a solution to the problem.

RESOLVED: - The resident to inform D/Cllr Brooks of his suggestion to pass onto N&S Homes
