Meeting Minutes April 2019

Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 2 April 2019 at 7pm in the Council Chamber, Village Hall, Edwinstowe.

Present: Cllrs Ayre, Brooks, Brown, Peacock, J Peck, Tattersall

18/169 WELCOME BY CHAIRMAN INCLUDING ANY ANNOUNCEMENTS

The Chair opened the meeting and welcomed those present and welcomed the new Parish Clerk.

The Chair formally thanked Cllr Dennis Tattersall for over thirty three years of service as councillor at Edwinstowe who will be standing down this year and also thanked Cllr Starbrook for their service to the Parish Council.

RESOLVED - A formal letter will be written to Cllr Tattersall and Cllr Starbrook to thank them for their contribution to the Parish Council.

Reasons were approved unanimously.

18/172 TO APPROVE THE MINUTES OF THE EXTRAORDINARY MEETING OF THE COUNCIL HELD
ON 12th MARCH 2019

Minutes were approved unanimously and signed by the Chair.

18/173 MATTERS ARISING FROM PREVIOUS MEETINGS

  1. Car Park Lighting
    The Chair read a response from Western Power. RESOLVED – Approve 12 month trial period. Final bill for cost of installation will be taken to N&SDC.

  2. Memorial Garden
    Railings to be installed on Wednesday 3rd of April 2019, with planting scheme to follow.

    The Chair read communication from NCC who are project managing the lectern and artwork.

    Cllr Peacock felt the artwork was not reflective of memories at the pit.

    Cllr J Peck advised to order the lectern, due to 10 weeks from order to installation.

    RESOLVED – Agree to the order for panel and lectern with confirmation of artwork to be agreed at a later date.

18/175 TO RECEIVE AND CONSIDER REPORTS AND MINUTES OF ANY COMMITTEE, WORKING GROUP OR SUB-COMMITTEE

  1. Thoresby Vale Working Party Meeting
    The Chair reported that Harworth Estates had suggested dates for the next Thoresby Vale Working Group Meeting and the suggestion of a site visit tagged onto the meeting.

    RESOLVED: - Clerk to e-mail list of dates to Cllrs.

  2. Meeting RSPB - Cemetery Parking
    RSPB agreed to increase signage along the access road to the cemetery with large visible signs to deter non-cemetery users. RSPB open the St Johns car park from 4.30pm that can be used.Double yellow lines are to be situated in Forest Corner, Alongside increased patrols.

    The Parish Council have purchased a line marker which will be used to formally mark out parking spaces at the cemetery. Parish Council to place notice on website and investigate stencil for carpark.

18/176 AGENDA

  1. Youth Council
    Cllr J Peck met with Head of King Edward School. Progress has been made.

  2. Staff Vacancies - Administrator
    New administrator starts on 4th April 2019.

  3. Land – Sherwood Fields
    We received an enquiry regarding ownership of land at Forest Fields and the possibility of leasing the site.

    RESOLVED – No decision to be made until after next meeting.

  4. Gateway Lodge Forest Corner
    The Parish Council looked through plans at Gateway Lodge produced by N&SDC.

  5. Skateboard Park
    Parish Council received correspondence

    RESOLVED – Clerk to write back to recipient that funds are not currently available. This is the type of project that could form part of the youth council.

  6. Meeting dates – 2019/2020
    Ordinary Meeting dates for 2019/20 were considered.

  7. Local Council Administration Certificate
    The council agreed to pay £250 so that the new clerk can work towards gaining the CILCA certificate. Additionally, the new administrator can attend refresher course in administration paid by the council.

  8. New Village Hall Grant Scheme
    RESOLVED - Information on the grant scheme to be passed onto the village hall Management Committee.

  9. Rufford Road 30 mph terminal locations
    Chair read correspondence from VIA who will not be pursuing the Parish Council’s request for a lower speed limit.

  10. Thoresby Vale Working Group next meeting
    RESOLVED – Parish Council to agree the date for the second Working Group Meeting. The clerk to liaise with Harworth estates to arrange this Meeting with a site visit to follow.

  11. Thoresby Cemetery Land
    RESOLVED – Clerk to send a letter to Thoresby Estates.

  1. N&SDC Adoption of Core Strategy - Noted

  2. RSPB “Have your say at Sherwood”
    As a result of comments, St Johns car park is open from 4.30pm.

  3. NALC Best Kept Village Competition
    Parish Council will not enter the competition.

  4. NCC Public Paths on Arable Land
    Parish Council encourage residents to identify obstructed paths within the parish and we will pass on this information.

  5. Redhill Academy – Fracking in Sherwood Forest
    Chair read out information from student who had contacted the Parish Council regarding fracking in the area.

18/182 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
(VERBAL REPORT AT MEETING; COPY OF REPORT TO CLERK)

Cllr J Peck representing NCC reported meetings to fix potholes on Boy Lane and Merryweather Close. Plans were shown of proposed improvements to the Ollerton roundabout. Improvements include duel access at road junctions increasing traffic flow, alongside pedestrian access. Works likely to start from 2021.

Cllr Brookes representing N&SDC reported that new conservation plans are ready. These will follow a six-week consultation period.
