Draft Minutes of the Ordinary Meeting of the Council held on Tuesday 15th February 2011 at 7.00pm in the Council Chambers, Village Hall, Edwinstowe

10/161 CHAIRPERSON’S ANNOUNCEMENTS
The Chair requested if any Councillor wished to leave the table at any time during the meeting they referred to the Chair first as a matter of courtesy.

10/162 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD ON
11th JANUARY 2011
Cllr Ward expressed surprise it was minuted that he had left the Council Chambers during the previous meeting.

The minutes were approved and signed by the Chair as an accurate record.

10/163 PUBLIC PARTICIPATION/QUESTION TIME ----- (20 MINUTES) – commenced 1902hrs
A retained fire fighter from Edwinstowe fire station reported the drastic effect closing the fire station would have on Edwinstowe and the surrounding area. He thanked the Parish Council for their support.

Recent developments – the current proposals have been dropped and there will now be a Working Group including senior managers, stakeholders and union members to discuss various options available including the future developments for Edwinstowe.

10/164 MEMBERS QUESTION TIME ----- (20 MINUTES) – commenced 1907hrs
Cllr Tattersall asked when the poplar tree on the dog walking area on Henton Road would be removed. Clerk replied within the next two months

Cllr Brooks reported potholes on High Street and Birkland Drive and requested C/Cllr Ward took the matter to County Hall. Clerk to report

10/165 MATTERS ARISING FROM THE MINUTES
Cllr Peck reported that both he and Cllr Brooks had completed the pavement survey which had been passed to the Clerk. Cllr Benison had not completed his part of the survey as he believed that Cllr Ward had completed a pavement survey. This was not the case. Cllr Benison to pass his completed survey to the Clerk asap.

Cllr Peck reported that the Village Plan Working Group had recently met to discuss the feasibility of a Community/Village Plan. It was felt that the exercise could be completed with a much smaller budget than previously thought and it is important to involve the whole community as it would be a vision for the whole village. It was not appropriate to start the process so close to an election. Agreed to accept the principle of a Community-led Plan and to hold a public meeting after the election in May

10/166 ANY BUSINESS REMAINING FROM PREVIOUS MEETINGS

i K Barrier Quote Sherwood Field
A price list has been received for the cost of a K barrier at Sherwood Fields. Price is approximately £1,000 for a gate/fixings and finishing.

Spoken to Andy Hardy and Planning at N&SDC who state there is no obligation for the Parish Council to open the area to the public. Whether to open the fields or not is a decision for the whole Parish Council. Currently the fields are open on match days over the weekend; this will extend to weeknights as the evenings get lighter and training returns to Sherwood Fields.

If the fields are left open and unsupervised there would still be potential for damage and dog fouling as we cannot supervise/monitor the area.

Cllr Peck felt that the council could not spare £1k on a gate which could prove problematic. Cllr Benison stated the Parish Council was in breach of planning regulations as the area should be kept open. The Clerk reported that the only stipulation was that the area remains locked between 9.00pm and 9.00am. This was disputed by Cllr Benison. Cllr Benison to provide paperwork; item to be deferred to next meeting

ii Quote for storage container
Two quotes have been received for a storage container instead of using the garage on Abbey Road. This will be more secure storage for the bowser and other equipment. The cheapest quote is £1,200 + VAT + £60 delivery for a good second hand container.

The garage roof has collapsed and all the usable items have been removed. Advice has been sought from Environmental Health concerning the asbestos roof and it is safe to empty the garage. We will need to hire a skip to dispose of the remaining items in the garage. Unanimously agreed to hire a skip – Cllr J Sansom to source

The siting of the skip was questioned – Abbey Road garage site or Sherwood Fields. Clerk to research for next meeting

iii Date for Public Meeting re Youth Provision
This has been provisionally booked for Wednesday 2nd March, 7.00pm-9.00pm at the Church Rooms. So far the Youth Service, Lynn Pallett (Antisocial Behaviour Team); Phil Beard (N&SDC) and Police have confirmed their attendance. Clerk to approach Youth Workers at Newark
Posters will be sent to the schools and around the village inviting local people to attend. Date unanimously agreed

Cllr Peck asked whether the Mobile Youth Bus could attend the meeting. Clerk to enquire

iv Proposed Meeting Dates for 2011/12
Cllr Peck requested reinstating the December meeting as last year it would have been beneficial to hold a meeting because of the adverse weather conditions. Agreed
v Friars Park Play Provision
The Chair read an email from Phil Beard of N&SDC: -
• The Section 106 agreement states that developer shall maintain the open space (including children’s play area) for a period of 1year after the issue of the completion certificate by the District Council.
• Upon completion of the 1year maintenance period the open space and play area will be transferred to the parish council (or district council if the parish council does not wish to take on the responsibility).
• At the time of the transfer the open space and children’s play area maintenance contributions (a total of c£90,000) shall be paid by the developer to the parish council.
• District Council officers have inspected the open space and agreed that, subject to some minor works, the completion certificate can be issued
• Barratt Homes will be moving off the site within the next few months and are prepared to discuss the possibility of the land being transferred immediately to the parish council.
• Should the parish council wish to take an immediate transfer of the land then discussions would be held with Barratt Homes over the payment of an additional maintenance sum to cover the first year’s maintenance. A bond or written agreement would also be required to cover the failure of any of the recently planted trees and shrubs.
• The parish council thus needs to decide:
a) Whether it wishes to take on the responsibility of maintaining the open space and play area; and assuming it does
b) Whether it wishes to do this immediately or to wait for the 12month maintenance period to be completed by Barratt Homes.

Cllr J Sansom felt there had been no changes to the play area since our meeting with local residents last year and personally felt the play area would be a liability.

Cllr Peck asked whether Barratts had been approached to move/fence off the area. The Clerk confirmed that Barratts/N&SDC had been approached and had refused.

Cllr Sansom stated there was an option for N&SDC to take over the area however; Cllr Brooks felt that as there is potential for redundancies at N&SDC, it should not be taken for granted that the area would be maintained as we would expect it to be. Agreed to wait 12 months to take over the area

vi Support for Elderly & Infirm Residents – Cllr Brooks
Cllrs Brooks and Peck have recently visited the older residents in the village collecting signatures for the fire station petition. During their visits they have received comments from residents concerning the lack of support during the adverse weather conditions in November/December – especially due to lack of access as the roads and pavements were not gritted/cleared. Some residents were housebound and cut off as not all have family nearby. Clerk to request gritting/snow clearing in Lynds Close, Newbery Close and Merryweather Close in the event of adverse weather Clerk to contact N&S Homes to ascertain details of most vulnerable residents

Cllr Brooks had also received complaints concerning overhanging trees on Newbery Close. She has met with Mike Catchpole from N&SDC who is taking action to sort the problem.

vii Proposed Closure of Edwinstowe Fire Station
The Chair read a letter received from Frank Swann, Chief Fire Officer (available to view on request).

Cllr Brooks felt that building a new station at Ollerton is a non-starter. She was surprised to read that Cllr Ward thought the Parish Council had been hasty with the petition as he did not vote against it at the last meeting. The petition has had an impact and still should be handed over at the meeting on 25th February 2011.

Cllr Peck also felt it was correct to have the petition. Cllr Peck has made arrangements to formally present the petition to Cllr Pulk – Chair of the Fire Authority on 25th February 2011 at a meeting at County Hall. It is not clear whether it is an open meeting – clarification to follow.

i Cemetery Working Group
The cemetery prices had not been raised for over 13 years. The working group had met to discuss the increase in prices which were put to the meeting. Cllr Tattersall felt the cemetery fees should be raised gradually and not in one go. Cllr Benison informed the meeting that the biggest increases were for non-residents and for plot selection. The proposed fees were more in line with surrounding areas.

Cllr Peck asked whether based on current numbers whether the proposed increase in the fees would mean the cemetery would cover its costs. Clerk to do exercise

It was proposed to move towards the figures over the next 2/3 years, reviewing the situation annually – agreed unanimously

ii Finance Working Group
Due to the two by-elections this year and the increased charges from N&SDC the reserves will be lower than anticipated however; the plan is to gradually build these up to a more acceptable level.

iii Events Working Group – Summer Event Sunday 3rd July 2011
This was a very interesting meeting with George Sycamore, Events Officer from N&SDC who has given us details for potentially reducing the road closure cost. Cllr Ward informed the meeting that the legislation which could save the council money relates only to towns and not to villages. However as we have budgeted for the full road closure costs we are not relying on the legislation. Clerk to research and report back at next meeting

Cllr Hopkinson informed the meeting that the Festival Organisation would like to host a Last Night of the Proms however the weekend of 2/3rd July is not available but the following weekend is free.

N&SDC Estimate of Parish Council Election Costs The proposed costs of the forthcoming elections are considerably higher than previous costs. If there is a referendum on the same day, the District Council has agreed to share those (postal) costs and for Parish Councils to pay 100% of their own postal costs.
