09/129 DISCLOSURES OF INTERESTS BY MEMBERS (AND EMPLOYEES) IN ITEMS ON THE AGENDA
None

Apologies were received from Cllrs J & M Pepper due to ill health. Cllr Benison gave apologies for D/Cllr Bird – prior commitments. The apologies were received and approved.

No apologies were received from D/Cllr Moore.

09/130 CHAIRPERSON’S ANNOUNCEMENTS
i. Completion of Sale of Lansbury Road
After months of negotiations the sale of the former play area on Lansbury Road is now complete. Gascoignes Estate Agents agreed that the Parish Council only pay 50% of the fees opposed to the full amount saving the village approx £1,000.
ii. Letter from Cllr M Pepper
Due to ill health Cllr M Pepper has sent a letter to the Council requesting approval for her absence for six months. Her last official duty was the Christmas Light Switch on Event Thursday 3rd December 2009. Cllr Benson proposed to give dispensation, Cllr Starbrook seconded. Agreed unanimously

09/131 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD ON
17th November 2009
The minutes were approved and signed by the Acting Chair.


09/132 PUBLIC PARTICIPATION/QUESTION TIME ----- (20 MINUTES)
Members of the community expressed concerns about parked cars around the village particularly Parkway Motors & Mansfield Road. The majority of vehicles are now parking on the pavement and causing major obstructions making this a police issue. It was also stated that the police no longer seem visible around the village and are rarely using the bike to patrol.

09/133 MEMBERS QUESTION TIME ----- (20 MINUTES)
Discussion by Councillors concerning parking problems around the village including the ongoing problems outside Parkway Motors. It was suggested members of the council visited Parkway Motors to discuss the issue.

Discussion by Councillors concerning the lack of policing around the village and how limited we are as a parish council to reduce crime. Councillor Benham would like to see the police present if possible at the start of every Parish Council Meeting to discuss any issues, this is still under investigation.

Councillor Benison – Is very disappointed that the leader of NCC refused to attend an open meeting regarding the closure of Bishops Court Care Home. Councillor Benison will still attend all meetings relevant to Bishops Court, and will keep the council updated. Councillor Woodhead suggested a letter of support to be written but was informed this had already been done.

09/134 MATTERS ARISING FROM THE MINUTES

09/135 ANY BUSINESS REMAINING FROM PREVIOUS MEETINGS

i. Dangerous Crossing A6075 (Peafield Lane)
The Council acknowledged the reply from NCC Highways. All necessary measures are in place, therefore nothing more will be done at present.

ii. Proposed Closure of Footpath (Mansfield Road – Fourth Avenue beside Bright Beginnings)
Closure to go ahead supported by the police and one resident, County Councillor Ward will no longer oppose the closure.

iii. Use of Boy Lane Bench for Ollerton Road Bus Stop
After investigation the bench would not be suitable for relocation when removed from its present position as the legs would need to be cut and would then be too short. No budget to buy a new bench. After receiving feedback from Boy Lane Residents they would still like the bench to be removed. David Stocken to remove.

iv. CCTV – update
N&SDC have agreed to defer invoices to 2010/11 for payment, but will not reduce cost. Councillor A Sansom would like an appointment with the Practise Manager of the Health Centre & Library to move the situation forward. Unanimously agreed Councillor Benison & A Sansom to organise a meeting.

v. Risk Assessments and Health & Safety Proposal
All Councillors requested to see the proposal before a decision will be made. Clerk to circulate with minutes.

vi. Youth Provision in Village
Councillor Benison requested that some of the monies from the sale of Lansbury Road play area be invested in updating the equipment & additional repairs on Henton Road play area. Councillor Benison believes it is the Parish Councils responsibility to maintain the play area. Action – Clerk to investigate where responsibility lies

vii. Street Lighting Abbey Road
A letter had been received from NCC stating that the Abbey Road Garages will not be considered for additional lighting as the County Council do not maintain the highway. After further investigation by Councillor Benison the highway has been adopted and NCC will investigate further the possibility of additional street lighting.

vi. Barratt Homes Advertising on Webpage
The Parish Council had previously agreed to accept a proposal for Barratts to advertise on our website homepage for £80 per month. Barratts then withdrew the offer.
We have now been approached again and the proposal has now been accepted by Barratts. The income received will cover the annual web management fee. Agreed

vii. Cemetery Plan
After 18 months of hard work and many hours of research a draft cemetery plan has been received and approved. Thanks were expressed to Sarah and Alice for all their hard work.
