09/167 DISCLOSURES OF INTERESTS BY MEMBERS (AND EMPLOYEES) IN ITEMS ON THE AGENDA
None

Apologies were received from Cllr J Benson – ill health, Cllr L Ward – commitments; Cllr Benison gave apologies on behalf of D/Cllr Moore – attending another meeting. The reasons were received and approved. Cllrs J & M Pepper currently have a special dispensation

09/169 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD ON
16th February 2010
Correction to minute reference 09/155 – the non-emergency incident telephone number for the police should have read 0300 3009999

09/170 PUBLIC PARTICIPATION/QUESTION TIME ----- (20 MINUTES) commenced 1903hrs
A resident had been told that after leaving the previous meeting a comment had been made by Cllr Benham concerning the previous Parish Council, he had allegedly said they had been bankrupt. The resident requested that the councillor withdrew his comments.

A resident made comment about the recent report showing Nottinghamshire Police to be the worst performing force in the country. It was felt that police were not visible around Edwinstowe.

It had come to light that the bicycles that had been purchased for the PCSO’s had been stolen from outside Ollerton Police Station.

A resident complained about the vehicle speed along Mansfield Road and the lack of police presence in the area.

The Chair replied that there is a meeting with the police on Thursday and all concerns would be raised strongly at that meeting.
A resident reported the appalling condition of properties around the village especially Edwinstowe News on Mansfield Road and the old Gascoines shop on the High Street. The Chair replied that the Clerk is in regular contact with various departments at N&SDC.

It was reported that in 2006 it had been agreed that the Parish Council would fund a summer High Street festival every two years and that the Festival Organisation would fund the alternative years. Why hasn’t this happened as it was the reason the Festival Organisation and Joint Action Group were originally set up.

The resident also stated that there had been a competition to find the model for the statue on the High Street. However no competition had taken place and the chosen model was the grand-daughter of someone connected to the council.

Mark Spencer – conservative candidate for Sherwood had come to observe the meeting and has been working closely with Cllr Ward. The issues Edwinstowe has concerning policing levels are very similar to other villages.

09/171 MEMBERS QUESTION TIME ----- (20 MINUTES) commenced at 1912hrs
Cllr Benison asked a question on behalf of Cllr Ward concerning where the figure of 5,100 residents had been obtained from when calculating the precept figure. Action – letter to be sent to Cllr Ward

Cllr Starbrook had been approached by a resident requesting a filter light at the traffic lights at the top of the High Street.

Cllr A Sansom reported that it was important that the council circulate a list of questions, including the points raised by residents, before the forthcoming meeting with police to ensure everything is covered. Clerk to circulate questions to all councillors

The Acting Chair stressed that all issues/concerns will be addressed with the police.

Cllr Woodhead felt it was important that police were made aware of how frightened elderly and vulnerable residents in the village are especially concerning groups of youths gathering and anti social behaviour.

Cllr Benison reported that the police bike will be replaced and that officers had been seen in the Abbey Road area every night over the previous week.

Reference the recent trouble with vehicles and youths gathering in the Forest car parks, currently there are no signs prohibiting vehicles after certain times. Clerk to contact Izi to discuss

09/173 ANY BUSINESS REMAINING FROM PREVIOUS MEETINGS

i Opening Sherwood Fields during Easter Holidays
At the recent Sherwood Fields meeting, it was agreed to open Sherwood Fields over the Easter holidays. Cllr Benison has kindly offered to lock/unlock the gates and monitor the fields. Robin Hood Colts will move certain items of equipment to avoid damage. The police will also patrol the area.

ii Cemetery Tap
Requests have been received to extend the cemetery tap further into the cemetery. Does the council feel it is worth/practical installing a second tap? Quotes have been requested. Agreed to wait for quotes then agenda at a future meeting

iii Options for Henton Road Play Area
Cllrs J Sansom and Benison had recently visited both Henton Road areas to investigate what improvements could be made. It was proposed to leave the ‘dog walking’ (top) park as it is but approval was sought for the following: -
• Repair/replace the large wooden gate
• Treat all wooden gate posts and gates with preserver
• Replace existing seat and install a second seat
• Cut back the tree on the border of Abby Road Gardens – Advice to be sought from Mike Catchpole before any work is carried out
• Plant fruit trees

Proposals for the play area (bottom) park are as follows: -
• Move and remove some of the existing equipment to create space for other options
• Paint and carry out necessary maintenance on remaining equipment including replacement soft flooring where applicable
• Fit bird deterrent spikes above swings
• Install new equipment for example: -
Assault course, covered seating area, skateboard ramps, litter bins etc

The timecscale for the improvements to be completed is by the summer holidays and will be paid for from the proceeds of the sale of Lansbury Road.

Cllr Woodhead recommended contacting Groundworks or the Probation Service who may be interested in the painting and maintenance work. Clerk to contact

Cllr Benison proposed a working group be set up, Cllr A Sansom seconded. Agreed that Cllrs Benison, Hopkinson and Starbrook form the Working Group Clerk to arrange meetings with local companies to look at options and provide quotes

iv Footpath 23
The Acting Chair read a letter from a resident expressing dismay at the outcome of the previous meeting concerning. The resident has taken the matter to Paddy Tipping MP.
v Age limit for Friars Park Play Area
Advice had been received from Phil Beard concerning the upper age limit for the new play area in Friars Park – the National Playing Fields Association’s 6 Acre Standard suggests an upper age limit of 8 – however the opinion of N&SDC is that 12 is more realistic
vi Abbey Rd Street Lighting
Further to the request for the installation of a street light near to Abbey Road garages, Nottinghamshire County Council has stated that the only option for the Parish Council is to apply for funding for the streetlight, possibly from Building Better Communities, however all running and upkeep costs would have to be borne by the Parish Council. Cllr Benison is looking at alternative options.
vii. Update on various highway issues
Information had been requested information from Mike Keeling of Highways Dept concerning car parking and bollards – Lansbury Road, Fourth Avenue cul-de-sac and Mansfield Road. Although a response had been promised it had not been received in time for the meeting. Cllr Benison reported that Parkway Motors were in breach of their planning conditions and the Enforcement Officer would be visiting the premises in the near future.

The Clerk had asked several times whether bollards could be erected (at the expenses of the Parish Council) and had been told the area was a conservation area so bollards were not permitted. Other options to be explored Clerk to contact N&SDC to request more frequent visits by Traffic Wardens especially over weekends

Highways Department do not have the funding to create the additional parking on Fourth Avenue and Lansbury Road requested by residents however, the Parish Council could approach Building Better Communities for funding but all residents need to agree to the changes and the County Councillor would need to support the application.

09/176 TO RECEIVE REPORTS MINUTES & RECOMMENDATIONS FROM WORKING GROUPS (copies available to view in the Council Chambers)

i. Cemetery Working Group
Cllr A Sansom proposed accepting all recommendations in the minutes, Cllr Woodhead seconded – all agreed.
Cllr Benison reported that work to the Cemetery Road would be carried out between April and September this year.
ii Finance Working Group
The Finance Working Group would like a right of reply to the recent article in the Chad concerning this year’s precept. It was agreed for the Finance Working Group to approve the right of reply and for Cllr Benham to contact the Chad. Cllr A Sansom reported that even with the rise in the precept this year, after all expenditure there will only be £7k left to transfer to reserves and this is not a sufficient amount. As we need to allow for unforeseen expenditure. The work that David, Andy, Gary and Keith do around the village is valued greatly and we need to safeguard their future. Wages is the largest part of the precept.

Cllr Benham reported that the increase amounts to £3.50 per year per voter. A booklet from N&SDC has been received in the Council Offices this week showing the council tax for every parish in the district and the charge per Band D property per parish per year which ranged from £1,588.10 to £1,705.60. The charge for Edwinstowe is £1,650.27.

The new finance spreadsheets are very clear and show all the required information.

iii Sherwood Fields Working Group
The cost of running the pavillion this year has been much greater than anticipated and through oversight, Robin Hood Colts failed to apply for CASC status which would have given them an 80% discount on the annual rates invoices. This has cost £6,190 and is not acceptable. The management agreement is up for review in July and it is proposed to move from the current ‘rental’ cost which is calculated per match, to a monthly or annual fee possibly on a sliding scale supported by the remaining s106 monies. This would mean the remaining s106 monies would last longer and would encourage Robin Hood Colts to proactively look at income generation.

Once the Finance Working Group has agreed the proposal for the new management agreement, it will be brought to the full council for consideration and then sent to Robin Hood Colts before the renewal meeting in July.

Currently the pavilion is being funded by s106 monies not from the precept however at present levels of expenditure, the remaining monies will only last two years.
