Minutes of the Ordinary Meeting held on Tuesday 13th April 2010 at 7.00pm in the Council Chambers, Village Hall, Mansfield Road, Edwinstowe

Present: - Cllrs J Sansom, Benison, Benham, Starbrook, Woodhead, A Sansom, Ward

Welcome by the Chairperson
The Chair welcomed the council, members of the public and police to the meeting

10/001 DISCLOSURES OF INTERESTS BY MEMBERS (AND EMPLOYEES) IN ITEMS ON THE AGENDA
None

Apologies were received from Cllr J Benson – ill health, Cllr M Hopkinson – prior commitments

D/Cllr Bird & Moore had not given any apologies

10/002 CHAIRPERSON’S ANNOUNCEMENTS

Call to elect a new Chair and Vice Chairperson was interrupted by Cllr Ward who informed the Council that this was an incorrect procedure, due to the death of Cllr J Pepper a new Chairperson will be elected at the AGM and J Sansom can still carry out her duties as Vice Chairperson. Cllr J Sansom queried this as the Clerk had obtained the information from NALC. Cllr Ward stated the information was wrong. Cllr J Sansom said that this information was a surprise given that information provided was clear that a new Chairperson should be elected at this meeting, i.e. the first opportunity. Cllr Ward said that he had previously told Cllr Sansom and it now seemed necessary to repeat that she was entitled to sit as Vice Chair in her own right until the proper time came to elect a new Chair and Vice Chairperson.

Cllr J Sansom welcomed the police and asked for an update. PCSO Crofts informed the meeting the main areas they have been focusing on in the village are speeding, drink/drug driving, driving without a seatbelt and driving whilst using a mobile phone. Positive outcomes have come from these operations.

The Friars Park play provision is still not finished and the police continue to move on congregating groups.

The Big House had property stolen from the ground which has now been retrieved from Fourth Avenue however the items were damaged.

The police are in regular contact with the Miners Welfare on Fourth Avenue no issues to report.
Cllr Woodhead commended the police and their recent work but would like to see more foot patrols.

Cllr J Sansom thanked the police for their input into the meeting.

Parish Council Vacancies
Cllr J Sansom informed the meeting that due to 10 signatories being received by N&SDC Electoral Services there would be a by-election to fill the two casual parish council vacancies.

10/003 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD ON
16th March 2010
Cllr Ward queried the wording with regards to reference 09/170 resident’s comments at a previous meeting.

Cllr Ward asked for it to be minuted that to his knowledge the decision in 2006 re the Festival Organisation funding a Summer Festival on alternate years to the Parish Council was utter rubbish.

10/004 PUBLIC PARTICIPATION/QUESTION TIME ----- (20 MINUTES) commenced 1903hrs

A resident enquired whether Abbey Road Community Centre would benefit from Christmas Lights in the trees this year. Lights owned by the Centre were taken down in previous years but have never been replaced and were sadly missed.

A resident asked for clarification about the by-election.

A resident asked for a copy of the recent minutes from a meeting held with senior police officers and also a CCTV meeting. Cllr Sansom agreed see minute ref 10/010.

A resident claimed Cllr Ward was nit picking and trying to undermine and show Cllr J Sansom up in her capacity as Acting Chair.

A resident asked the police what could be done about the constant boy racing and partying in Sherwood Forest car parks. The police responded that this is Anti Social Behaviour crime - police have to attend and urged residents to ring in with the complaint and not to have a “nothing will be done attitude”.

A resident informed the meeting when contacting the police some of the responses have been comical. Examples were supplied. One included a comment that it was dark at the time a suspicious caller visited the resident’s home “because of the time of year”. The police pointed out that not all calls are answered by police and civilian’s levels of experience could vary.

Stolen police bicycle – A replacement has been ordered

10/005 MEMBERS QUESTION TIME ----- (20 MINUTES)

Cllr Benison asked why Parish Councillors were not told about Cllr Margaret Pepper’s resignation before it was advertised around the village. He said that it was totally unacceptable that such a delay had occurred.

Cllr Ward responded to the resident who claimed that he was nit picking by stating that if nit picking is making sure that the Parish Council is run correctly and according to the law then he is guilty as charged.

Cllr Ward also stated that the public meeting regarding the precept that was held on the 30th March should have been chaired by Acting Chair Cllr J Sansom, Cllr Benham stated that Cllr Ward was nit picking and that he should stop. Cllr Ward added that the Finance Working Group had neither a defined purpose nor the power to convene a Public Meeting. Cllr J Sansom said that she had been unwell on the day of the meeting and had only attended at the last minute having felt better. It had never been the intention for her to chair the meeting and responsibility had been delegated to the Finance Group who had the best working knowledge of all matters concerning the precept.

Cllr A Sansom informed Cllr Ward that his manner was challenging and nasty in particular towards the Acting Chair, his wife. He pointed out that Cllr Ward had again at this meeting attempted to undermine Cllr J Sansom. On this occasion for example, he had received the Agenda well in advance but instead of pointing out before the meeting with the benefit of his experience that it is not appropriate at this meeting to elect a new chair, he chose instead to make the point without warning and in hostile terms. Cllr A Sansom said that the Acting Chair had taken advice about when to elect a new Chair from NSDC and now in good faith, following the advice provided by them Cllr Ward launched a personal attack on the Acting Chair as though some improper advantage was being taken. This was neither fair nor reasonable.

Cllr K Benison agreed with Cllr Ward that the Parish Council is not being run according to Standing Orders; information received previously from NALC & N&SDC was incorrect. Cllr Benham again asked to let the matter drop.

Cllr J Sansom informed the meeting this was a new role to her and she is doing her best and seeks advice from people that should be in the know.

Cllr Benham called for a vote of confidence in support of the acting chair, 4 voted in support 2 abstained

10/006 MATTERS ARISING FROM THE MINUTES
09/171 Cllr Ward has still not received a response from the Clerk with reference to the precept figure Clerk to Action

Cllr Ward has recently met with NCC Highways to discuss the crossroad traffic lights; one option was to have them change independently.

10/007 ANY BUSINESS REMAINING FROM PREVIOUS MEETINGS

i Summer Festival 2010
It was agreed unanimously that the summer festival will take place in 2011; the money budgeted for 2010 will be used towards this year’s Christmas Light Switch on Event

ii Sherwood Fields Income
Cllr J Sansom wanted to clear up rumours that the money from the sale of Lansbury Road Play Area is NOT funding Sherwood Fields.
Cllr Benison reported that during the Easter Holidays events were taking place on Sherwood Fields generating income. Cllr A Sansom explained Robin Hood Colts can generate their own income as long as the pitch rental is paid. Cllr Benison stated that the finances need to be sorted before the s106 monies disappear. Cllr A Sansom is pleased that Robin Hood Colts are putting the facilities to good use; they need to sort out their accounts so they can apply for charitable status. Cllr Benison felt that any additional money made by Robin Hood Colts should not be kept for themselves.
Cllr Ward asked that a full review take place to assess the situation with Robin Hood Colts.
Cllr Benham feels the whole project is floored; the building cannot be used as anything other than football.
Cllr A Sansom offered to step down in May from the Sherwood Fields Working Group if Cllr Benison feels he can achieve more in his place.
Cllr Woodhead wants the council to promote the service being offered to young people, it is poor accounting that is losing money.

iii Parish Plan
Cllr J Sansom read out an email from Katie Wilson asking if Edwinstowe was still interested in producing a Parish Plan.
Cllr Ward informed the meeting the Parish Clerk does not need to be involved in the plan; residents from the village could form a working group. The plan would cost approximately £6,000 to produce. Cllr Ward suggested applying to Awards for All.
Cllr J Sansom agreed to push forward with plan if the council can secure a grant.

10/008 CHAIRPERSONS CORRESPONDENCE
Acting Chair J Sansom read out a letter from a Maythorn Grove resident concerned with the building work taking place in the adjacent field. Cllr Ward explained it may be an area used for machinery whilst the new Visitors Centre is being constructed, but will know more when he attends a seminar relating to the project. Cllr Ward to take residents concerns to the meeting.

Cllr A Sansom requested the Finance Group meet to discuss the Sherwood Fields Accounts – Clerk to arrange
Cllr Benison enquired whether a costing had been received to move the CCTV. The Health Centre has still not agreed to pay for the cameras. Cllr J Sansom feels the Health Centre should be paying for at least one camera. Cllr A Sansom thinks the Parish Council should remove all the cameras if the Health Centre do not contribute. Cllr Benison wants to move quickly getting the CCTV moved – Clerk to Chase
