Minutes of the Ordinary Meeting of the Council held on Tuesday 20th October 2009 at 7.00pm in the Council Chamber, Village Hall, Edwinstowe

09/087 DISCLOSURES OF INTERESTS BY MEMBERS (AND EMPLOYEES) IN ITEMS ON THE AGENDA
Cllr Benson – 09/103, Tree Works in St Mary’s Churchyard

Apologies were received from Cllr Hopkinson – holiday, Cllr J Pepper – ill health, Cllr M Pepper – work commitment, Cllr Ward – work commitment, Cllr Woodhead – work commitment Cllr Benison gave apologies for D/Cllr Bird – meeting and D/Cllr Moore – on holiday. Please note: all apologies should be given to the Clerk before the meeting. The reasons were received and accepted.

09/088 CHAIRPERSON’S ANNOUNCEMENTS
Keith Battison the Cemetery Groundsman was taken into hospital last Friday with breathing difficulties. He has now been discharged. Best wishes from the Council.

09/089 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD ON
15th September 09
Via Cllr Benison, Cllr Ward wished to raise the following – under minute ref 09/071: -

‘Cllr Ward was told by the Clerk that they (the Parish Council), are waiting for clarification of the usage of the words, “Working to make a difference” which appear on the council’s stationery. The logo (which does not belong to the parish council), was not the point in question. Cllr Ward did not use it on his own correspondence, as claimed and suggested, but on a Parish Council memorandum, on Parish Council business.’

A Councillor stated that the Parish Council letterhead should not be used by individual councillors.

Under minute ref 09/082: -

‘Cllr Ward did not state that he could cover the cost of producing a Parish Plan from his annual allowance, but that he would consider a request for part of the funding required.’

The Minutes were signed by the Acting Chair.


09/090 MATTERS ARISING FROM THE MINUTES

i. Reply to Cllr Ward Concerning Use of Village Logo/Letterhead
A letter has been sent from Cllr J Pepper to Cllr Ward concerning his use of the Parish Council letterhead.
‘With regard to your comments at this week’s (September) meeting concerning minute reference 09/055; the error was on my (Cllr J Pepper) part when I proof read the minutes. I should have noticed that he wording was incorrect and where is read ‘logo’ is should have read ‘letterhead’; the correction will be made in this month’s minutes to state that.’

09/091 ANY BUSINESS REMAINING FROM PREVIOUS MEETINGS

i. Henton Rd Traffic Calming
The Parish Council needs to write to Highways requesting the specific traffic calming measures and the reasons for them. It was agreed to request yellow lines and speed bumps. Action – Clerk to write to Highways
ii. 47 High St – Carpet Shop
After much research it has been established that 47 High Street is owned by Spar. Enquiries have been made and the Clerk is awaiting a return call.
iii. Dog bins & Poop Scoop Bags
If the Parish Council would like more dog bins we need to purchase and erect them ourselves. All costs to the Parish Council. We would then need to contact N&SDC to have the bins placed on the emptying schedule. It was agreed not to purchase any more dog bins at the present time but to look at in the next financial year.

N&SDC do not currently run a scheme for free dog poop bags and there is no intention to run one in the near future.

iv. Dog Exclusion on Sherwood Fields
The signs have now been put around the site. The next Sherwood Fields meeting will take place on 3rd November 2009 and this will be an agenda item. Cllr Benison reported that the site only has a dogs on lead order placed on it at present. Clerk to check with N&SDC
v. Relocation of CCTV Cameras
Cllrs J Sansom, Starbrook and Benison recently met with Mark Henry from N&SDC to discuss the options available to the parish council in respect of the existing CCTV cameras in Edwinstowe. However, there is an outstanding invoice that needs to be paid before N&SDC will consider any requests. The outstanding invoice should be split three ways between the parish council, surgery and library however, no response has been received from the surgery and no records can be found concerning the library’s contribution. Action – agenda item next meeting
vi. Storage Container Abbey Rd Garage Site
The garage at Abbey Road is leaking and in poor condition. The option of renting a secure metal storage container for this site has been looked at and will cost £8 per week for a container measuring 20ft x 8ft. It was agreed to rent a storage container subject to approval from the planning department. Clerk to research with planning
vii. 4th Ave Play Area
It had been requested by D/Cllr Moore that the minute book be checked as she was under the impression the council had agreed that the youth play provision be sited next to the 4th Avenue play area. The Chair confirmed that the minutes were accurate and no decision or agreement had been made. This was confirmed at the meeting.
viii. Section 106 Monies/Old Station Yard – Approval to Claim From N&SDC
The section 106 monies relating to youth provision on the Old Rufford School site have now been received at N&SDC. Previously the Clerk had sent N&SDC invoices for the Rufford School monies and also monies relating to Old Station Yard. However the district council now require a letter with the minute reference showing the approval from the parish council. The Council agreed unanimously for the Clerk to send the letter.
