Minutes of the Ordinary Meeting of the Council held on Tuesday 19th
May 2009, at 7.15pm in the Council Chambers, Village Hall, Edwinstowe,
for the purpose of transacting the following business.

09/014 MATTERS ARISING FROM THE MINUTES
i. West Lane Car Park CCTV Update
Letters have been sent to Nottinghamshire County Council and the Primary
Care Trust requesting a contribution towards the costs of the camera
in the West Lane car park. To date only Nottinghamshire County Council
has replied stating ‘…. I have thoroughly searched the previous
manager’s records and unfortunately can find no agreement on behalf
of Nottinghamshire County Council (NCC) to contribute towards the payment
of these cameras.’ It was suggested that N&SDC be approached
to ask if the previous council was aware of any cost implications when
the camera was installed. Action – Clerk to contact N&SDC
ii. Results Calor Village of the Year Competition
An email had been received from Brian Challis, the Calor Village of
the Year Co-ordinator stating that Edwinstowe had not been successful
in the regional round of the competition – Hathersage in Derbyshire
were the winners. Feedback forms would be received after the final round
of judging in July.
09/015 RECEIVE PETITIONS

09/016 PUBLIC PARTICIPATION/QUESTION TIME ----- (10 MINUTES)
Minutes from the previous meeting had not been distributed for the public;
therefore standing orders were suspended (1920hrs) in order to allow
time to read the minutes before public participation time commenced.
Standing Order were reinstated (1924hrs)
Confirmation was requested that a response had been sent to the resident
who asked for an explanation concerning the choice of presenter for
the Calor Village of the Year presentation. It was confirmed that a
letter had been sent.
It was raised that the statement in the public participation section
of the April meeting concerning the play area at the bottom of Henton
Road was not correct and could be misleading. It should read; If complaints
were to be made concerning the play area at the bottom of Henton Road
and children playing football there; could a more relaxed attitude be
taken if they were young children who were part of a family group using
the swings etc?

09/018 ANY BUSINESS REMAINING FROM PREVIOUS MEETINGS
i. Edwinstowe Pre School Playgroup Garden, Legal Fees Invoice
For information – the legal fees invoice, which is being paid
for by the Playgroup, has been received from Jakes & Co. The cost
is £1,500 + VAT. Noted
ii. Legal Fee Invoices, Work carried out on unsuccessful sale of Lansbury
Rd Play Area
Three invoices have been received from Jakes & Co concerning work
carried out on the unsuccessful sale of Lansbury Road. Each invoice
is for £150 + VAT. Agreed to pay
iii. Confirmation of new Solicitors for Parish Council
At the last meeting it was agreed to contact Lee Solicitors in Edwinstowe
House to ascertain if they would act on behalf of the Parish Council.
Lee Solicitors specialise in personal injury work, however they suggested
a firm in Worksop – Dean Thomas who are experienced in Parish
Council work. Agreed to use Dean Thomas and agreement was duly signed.
iv. Approval of Children’s Play Area on old Rufford School Site
A proposal for the children’s play area on the old Rufford School
site was circulated for approval (available to view in Council Chambers).

v. Nottinghamshire Archives – Edwinstowe Extravaganza 09
A letter has been received from Nottingham Archives concerning the archive
material that could be provided during the Extravaganza Week and where
it could be exhibited. It was felt that the library would be an ideal
venue. Action – Clerk to contact Edwinstowe Library
vi. Edwinstowe Arts, Heritage and Festival Organisation – Edwinstowe
Extravaganza – Parish Council Contribution
Letters concerning the above had been circulated to all Councillors
(available to view in the Council Chambers). The Festival Organisation
have withdrawn from working in partnership with the Parish Council on
the Sea Shanty Evening and Last Night of the Proms and the Parish Council
will not be contributing towards the two evening events. – Noted
09/019 ANY APPOINTMENTS TO COMMITTEES AND OTHER BODIES

09/020 TO RECEIVE RECOMMENDATIONS FROM COMMITTEES
Cemetery Working Group (Report available to view in Council Chambers)
The prices for the cemetery have not been reviewed since 2005 and are
amongst the cheapest in the area. It was stated that in the present
economic climate it was important to be sympathetic when looking at
fees and costs. Agreed
It was reported that some of the benches in the cemetery were in poor
repair and it was suggested that in the first instance, a notice be
put in the noticeboard requesting that family members replace or repair
their benches (a timescale would be given). If after the allotted time
had elapsed the bench had not been repaired all efforts would be made
to contact the bench owners by letter. If the bench had still not been
repaired, it would be removed for safety reasons. Action – Clerk/Administrator
to research details for bench owners.
A letter had been received from Sue Jacques, Project Manager, Building
Better Communities with reference to the recent bid application for
repairs to the Cemetery Road ‘…. Unfortunately on this occasion
your request for repairs to the road leading to the Forest Cemetery
gates had not been approved for implementation though it will remain
as a consideration for future programmes.’ NOted

Mr & Mrs Humphrey Letter of appreciation re recent road works Mr
and Mrs Humphrey also wrote ‘…We would also like to take
the opportunity of thanking the Parish Staff for helping to keep our
Village clean and tidy. They are always pleasant and their efforts are
much appreciated.’ The Clerk had already passed the comments on
to the team.
Correspondence for Discussion/Action (COPIES ARE AVAILABLE TO VIEW

Councillor Pam Bird Resignation letter Councillor Bird had tendered
her resignation to the Clerk. The reason given ‘…I do not
intend to go down the road of office confrontational politics again
in Edwinstowe Parish Council. Once is enough for anyone.’ Noted.
The election to fill the vacancy will take place on the 4th June.
Draft Strategic Housing Land Availability Assessment (SHLAA) Public
Consultation Document A lengthy document has been received concerning
areas of land (across the District) that could potentially be developed.
Of the 23 sites identified in Edwinstowe, 4 are under the size threshold,
11 are not considered suitable, 7 may be considered suitable and only
one site (on Rufford Road) is considered suitable. The consultation
document is available in the Council Chambers.
N&SDC Planning Department Email Re the SHLAA Clarification had been
sought from N&SDC concerning the development of allotment land in
Edwinstowe. Response ‘…The purpose of the SHLAA is to look
at whether land could be developed for housing not whether it should.
We have looked at a range of sites and would be keen to hear from the
people who use the allotments to explain the level of use etc so we
can rule them in/out. No decision on whether land should be developed
will be taken through the SHLAA and at present the policies of the local
plan protect allotments. The SHLAA is a technical exercise; we will
be deciding where houses should be built through the Local Development
Framework not the SHLAA.’ Copy given to Cllr Ward.

Bilsthopre Parish Council A614 Junction Petition Copy given to Cllr
Ward. It was agreed that the Parish Council would not sign the petition
but would send a letter of support to Bilsthorpe Parish Council. Clerk
to send letter
Remedi Voluntary work providers Remedi is an organisation who manages
a team of victim advocacy workers throughout Nottinghamshire. They are
currently looking for non-profit making projects around local communities
where young people can complete their reparation hours. There are no
cost implications for any provider.
CPRE Best Kept Village Competition It was agreed to enter the competition
this year. Cost £8
N&SDC Community Services Public Conveniences Agreement The new agreement
has been received from N&SDC and was duly signed.
Mrs Chick Spotlight Studios Letter – new fence between Parkway
Motors and the Mansfield Road Car Park This issue is being dealt with
