09/107 DISCLOSURES OF INTERESTS BY MEMBERS (AND EMPLOYEES) IN ITEMS ON THE AGENDA
Cllr Benison – Grant application for Edwinstowe Young People’s Action Group

Apologies were received from Cllrs J & M Pepper due to ill health of J Pepper, Cllr Woodhead – illness. D/Cllr Bird – prior commitments. The apologies were received and approved.

No apologies were received from D/Cllr Moore.

09/108 CHAIRPERSON’S ANNOUNCEMENTS
i. Village Hall Break In
After the recent break in at the Village Hall, a youth was arrested and has been to court. He pleaded guilty and had his reparation order increased by 24 hours.
ii. Edwinstowe Pre-School Playgroup Inspirational Garden
An invitation has been extended to all councillors for the opening of the garden at the rear of the Village Hall. The event will take place on Sunday 22nd November 2009 between 11.00 am and 3.00 pm.

09/109 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD ON
20th October 09
The minutes were approved and signed by the Acting Chair.

09/110 PUBLIC PARTICIPATION/QUESTION TIME ----- (20 MINUTES)
A member of the community expressed concern that negative comments concerning the Parish Council had been made by a Councillor at a recent Neighbourhood Watch meeting.

09/111 MEMBERS QUESTION TIME ----- (20 MINUTES)
Cllr Benson – the date of the forthcoming meeting with Paddy Tipping MP concerning the A614 has been changed to 18th December 2009 and Cllr Benson is no longer able to attend.

Cllr Benham – is there an update concerning the request for a regular meeting with police before the Ordinary Meeting. Confidential Agenda Item

09/112 MATTERS ARISING FROM THE MINUTES
Cllr Benham asked whether there had been any further contact with the owners of the old Lateshopper after the recent meeting concerning the condition of the building. The Clerk confirmed that nothing had been received to date.

09/113 ANY BUSINESS REMAINING FROM PREVIOUS MEETINGS
i. Proposed Closure of Fourth Avenue Footpath near Bright Beginnings
Nottinghamshire County Council is proposing to close the above footpath. It was unclear from the paperwork where the proposed closure started from. It had also recently been discovered that at least part of the footpath was owned by one of the neighbouring properties. As there were still a lot of unanswered questions, it was decided to defer a decision until more information was discovered. Action – Clerk to investigate further

ii. CCTV
The Acting Chair, Cllr Benson and the Clerk recently met with Jim Besson (N&SDC) to clarify the situation regarding the outstanding CCTV monitoring invoices and the possible movement of the CCTV cameras. It was agreed that Jim Besson would write to Ian Harrison at N&SDC to request the outstanding invoices be deferred until 2010 as there was no provision in the current year’s budget to pay them. It was felt that the situation needs to be moved forward as soon as possible. Clerk to chase Jim Besson/Ian Harrison for an update.

iii. Christmas 2009
Thanks to Sarah’s hard work the licence for the Christmas lights has now been approved. The format will be the same as last year however, this year Santa’s Grotto will be in the library together with a photographer and face painter. There will be a supervised bouncy castle at the top of the High Street and Lily at Castle Courtyard has arranged live music and a magician. Most of the stalls have been filled.

iv. Dog Exclusion Order – Sherwood Fields
Clarification was sought from Terry Lee, N&SDC who stated that the area has been advertised as a Dog Exclusion Area. To change the area to Dogs on Leads would take time and be costly.

v. Sale of Lansbury Road Play Area
The Acting Chair has signed the contracts which are now with our Solicitors. By waiting a week the village has gained an extra £19,520 to use on village projects.

vi. Bench at Bus Stop on Ollerton Road
We are currently looking at the possibility of removing the bench from Boy Lane as there have been complaints regarding young people congregating in the area but before deciding, we will letter drop the residents for their views. Action – Clerk to send letter to residents

vii. Letter from Betty Ilet concerning the village logo
This letter was in relation to an earlier agenda item concerning the use of the Parish Council letterhead. The previous minute referred to the use of the ‘logo’ in error it should have read ‘letterhead – this was subsequently corrected. Mrs Ilet sent two letters explaining the history of the ‘logo’ and its intended use. Action – Clerk to write to Mrs Ilet

viii. Proposed Sale of Bishops Court
There was an article in the Chad recently stating that Bishops Court is to be sold. It was agreed to write a letter of support offering support. Action – Clerk to write letter

09/114 CHAIRPERSONS CORRESPONDENCE
Due to ill health Cllr J Pepper has sent a letter to the Council requesting approval for his absence for six months. His last official duty was on 25th October 2009. Cllr Benson proposed to give dispensation, Cllr Starbrook seconded. Agreed unanimously

Cllr J Sansom is happy to continue as Acting Chair but would like a Deputy Chair. Volunteers were sought. Cllr Benson was proposed and was seconded by Cllr A Sansom. Agreed unanimously

09/115 RECEIVE PETITIONS

09/116 TO RECEIVE REPORTS MINUTES & RECOMMENDATIONS FROM WORKING GROUPS
The Chair has taken advice concerning the difference between Working Groups and Committees. Working Groups cannot make decisions, there is no requirement to take minutes, and do not have public/press at the meetings. Committee Meetings run the same as the Ordinary Meetings. It was decided to continue with Working Groups and to set out clear Terms of Reference at the next meeting of each group.

Report from PCSO Childs
The last two weeks have been very proactive. One arrest has been made for possession of a controlled drug as a result of information from a resident. Currently working with the anti social behaviour team. One ASBO has been given issued, three more pending.

Currently there are a lot of problems with youths congregating and graffiti on the footpath (23) near Bright Beginnings. Police are paying attention to the area.
