Minutes of the Ordinary Meeting of the Council held on Tuesday 16th June 2009, at 7.00 p.m. in the Council Chambers, Village Hall, Edwinstowe for the purposes of transacting the following business.

09/032 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD ON
19th May 2009
The Minutes were approved and signed as accurate.

09/033 MATTERS ARISING FROM THE MINUTES
Reference the question raised by a member of the public at the May meeting concerning placing another bench in the Henton Road play area; the Council has been approached to consider an application for a memorial bench sited in the village. It had been suggested that the bench could be placed in the Cemetery, Henton Road Play Area or alternatively at Edwinstowe Cricket Club. The Council approved the possibility of placing a bench in the Henton Road Play Area. Action – Clerk to inform

09/035 PUBLIC PARTICIPATION/QUESTION TIME ----- (10 MINUTES)
A resident commented that the school sign on Mansfield Road was partially blocked by overhanging trees and the school sign is not working. Action – Clerk to contact Highways Department

09/036 MEMBERS QUESTION TIME ----- (10 MINUTES)
Cllr Ward reported that the recent rumours circulating the village concerning mass building in Edwinstowe had been exaggerated and the report clearly states that the areas had been identified as areas that could and not should be developed. Copies of the report are available in the Council Chambers. Cllr Ward will be attending the Regional Plan Partial Review Consultation at Newark on 20th July 2009.

Cllr Benison asked whether the Parish Council had ever considered a Youth Parish Council in the village. Action – Clerk to research and agenda item in July

Cllr Starbrook has been approached by residents concerning the placement of more dog bins around the village – especially on the avenues. Action – Clerk to follow up

Cllr Benison stated that the area of grass on Ollerton Road and East Lane is covered with dog mess and there is a bin sited on the area – more bins may not be the answer. The Council needs to put more signs up. Action – Clerk to cost both options

Cllr Benham stated considerable dog fouling on the High Street outside his shop and Goff’s Butchers – more signs were needed. Action – Clerk to arrange for more signs to be put up. Cllr Benham reported that the trees in East Lane car park were dangerous and needed cutting back. Action – Clerk to contact N&SDC

09/037 ANY BUSINESS REMAINING FROM PREVIOUS MEETINGS
i. Incident Reporting to Police & PCSOs
A letter has been received from Lynn Pallet requesting the Parish Council encourages residents to report all incidents to the police. Residents seem reluctant to make reports direct to the police which does not give accurate statistics for Edwinstowe.
ii. Damage to River Maun Area
A letter was received from a resident concerning vandalism to the River Maun area. Cllr Ward has investigated the area covered by the Parish Council and could only find damage that had been caused by stormy weather within the Parish Boundary. Action – Clerk to reply to resident
iii. Village Hall Transfer (See letter from Dean Thomas & Co)
A letter has been received from our solicitors requesting information. It is planned to sign the sale document at the July meeting. Cllr Ward requested he be kept up to date with developments. Action – Clerk to reply to solicitors
iv. Council Representatives for Center Parcs Meeting
The meeting has been scheduled for 11.30 a.m. on 30th July 2009. The Clerk, Cllr J Pepper and Cllr Benham will be attending.
v. West Lane Car Park CCTV Contribution & Service Level Agreement
There has still not been any response from the PCT concerning their contribution and the library cannot find any record of having agreed to contribute. N&SDC have stated they will remove the camera if the three parties involved are reneging on the original agreement. Action – Clerk to write to NCC and PCT informing of proposal from N&SDC
vi. Children’s & Youth Play Provision on Rufford School Site
Following agreement at the last Parish Council meeting, Sylvia Bland (N&SDC) has confirmed that she will contact Barratts and ask for the sum of money offered for youth play provision. Assurance needs to be given that the monies will be used in the vicinity of the Barratts site and for play provision facilities for teenagers. Action – Clerk to ascertain whether the Fourth Avenue play area is considered close enough to the Barratts Development.
vii. Edwinstowe Extravaganza Timetable & Update
A provisional timetable has been circulated to all Councillors showing the events planned over the whole Extravaganza week. Timetables will be circulated to all schools and public areas during the first week of July. Funding has been secured for the lantern workshops and local groups and venues will be contacted to establish interest.

viii. Reintroduction of Dispersal Order
Cllr Benison has spoken to Inspector Gan concerning the reintroduction of the Dispersal Order in the village. However, due to residents not reporting anti-social behaviour incidents to the police, they would not support the application. As the incidents in the Village are mainly drink related; a Designated Public Place Order (DPPO) would be a better option as it gives local authorities powers to designate places where restrictions on public drinking apply. However, they can only be used in areas that have experienced alcohol-related disorder or nuisance. This DPPO would not mean that Edwinstowe was a drink-free village. Cllr Ward proposed the Council pursue the introduction of a DPPO, Cllr Benham seconded. Action – Clerk to work with Cllr Benison and email Insp Gan

09/040 FINANCES

1. To review the financial report for the previous month
The full financial information is now only circulated to the members of the Finance Working Group. All other Councillors received the Financial Report. A Finance Working Group meeting is scheduled for July 29th 2009.
2. Matters arising from the report
Cllr Ward requested information concerning monies received from Robin Hood Colts as contribution towards the running costs of the Pavilion. No money has been received this year however, there is a meeting scheduled for the 30th June 2009 to finalise the management agreement and receive this year’s contribution.

i. Replacement Cenotaph Fence
The wooden fence on the side of the Cenotaph has been removed as it was in a very poor condition. There is money in the budget to replace the fence however, it needs to be established whether the Parish Council or British Legion are responsible. Acton – Clerk to contact British Legion
ii. Abbey Road Garage Payment
The previous Parish Council had agreed to pay a resident of Abbey Road for the use of their garage for storage of Council equipment. It was agreed to continue this agreement. Action – Clerk to raise a cheque for £200
iii. Approval of Annual Return
The Statement of Account and Annual Governance Statement had been circulated to all Councillors for approval and were signed by the Chair as a true and accurate record.
iv. Purchase Of Hedge Trimmer
David Stocken has requested the Council purchase a petrol hedge trimmer (approx £200) for use around the village. Approved

09/041 TO RECEIVE REPORTS CONCERNING THE PARISH FROM COUNTY AND DISTRICT COUNCILLORS
4th Ave Play Area – District Cllr Moore
Due to a recent bereavement, District Councillor Moore was not in attendance. Action – agenda item for July meeting

The Chair congratulated County Councillor Ward on his recent election.

County Councillor Ward reported that contrary to a recent election leaflet which had been circulated around the village, funding for the repairs to Cemetery Road has not been secured. However, he will resurrect the claim on behalf of the Parish Council.

County Councillor Ward attended a meeting at Rufford Parish Council with representatives from surrounding Parish Councils concerning traffic calming measures on the A614 following the recent fatal accident. The area under consideration stretches from Lockwell Hill Roundabout to Ollerton Roundabout. Several ideas were discussed including traffic lights, roundabouts, left turn only options a 50 mph speed limit and barriers along the centre of the road. The next meeting is on 10th July 2009 at 7.00pm in Bilsthorpe Village Hall. County Councillor Ward reiterated that this is a major project and could take some time to complete. The Parish Council agreed to support the proposals and for Councillor Ward to represent the Parish Council.

Society of Local Council Clerks Training Session for Clerk Agreed for Clerk to attend the Workshop.
NCC Footpath Modification Orders Notts County Council are proposing to add the following footpaths to the definitive map and statement for Edwinstowe. The footpaths are 1. From opposite Boy Lane to the allotment. 2. From Mansfield Road to Fourth Avenue. 3. From Abbey Road to the Garages; from the Garages to Robin Hood Avenue and from Garages to Merryweather Close.
Once adopted the County Council will maintain these footpaths. Action – details to be sent to Cllrs J & A Sansom
Big Lottery Fund & BBC Funding for Rural Communities An email has been received from the Big Lottery Fund about a new funding opportunity - Village SOS which is a major new rural initiative from the Big Lottery Fund (BIG) and the BBC to increase awareness about the challenges and opportunities for rural communities across the UK. Funding totalling £3 million has been allocated to support 6 rural villages in developing a community enterprise project that will demonstrate what communities can do to revive local their community, create new jobs and improve the lives of local people. Cllr Ward proposed using the funding for the Parish Plan. The Council agreed three Councillors for the Parish Plan Working Group – Cllrs Benison, M Pepper and Starbrook. Action – Clerk to arrange meeting to look at paperwork and produce a report highlighting opportunities
