The Minutes of the Ordinary Meeting of the Council held Tuesday 14th April 2009 at 7.00 p.m. in the Village Hall, Edwinstowe.

Present: Cllrs Bird, Ward, Milne, J Pepper, M Pepper, Benham, Benson, Woodhead

08/206 CHAIRPERSON’S ANNOUNCEMENTS
Calor Village of the Year Presentation 2009
The presentation went very well and the Chair has received positive and favourable feedback. We are now awaiting the results which will be announced by the end of April.

08/207 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD ON
10th March 2009
The Minutes were approved and signed as accurate.

08/208 MATTERS ARISING FROM THE MINUTES
i. Remote CCTV
An email has been received from, Mark Henry of N&SDC outlining the options for CCTV provision. A one-off camera would cost the village £10,000 plus 3 years prepaid contract fee, a broadband camera would costs £45 per month plus monitoring costs. The department is currently updating from analogue cameras to digital which will take approximately 10 weeks. The Parish Council will be contacted when the update has been completed. Action – Agenda item for July Meeting
ii. Parish Council Contribution for CCTV in West Lane Car Park
Invoices have been received from N&SDC for the annual maintenance and monitoring contribution for the CCTV cameras in West Lane car park. The charge for 2007/2008 is £2,000 and £2,055 for 2008/2009. Correspondence has been located dated 2006, stating that the cost should be split between the Parish Council, Primary Care Trust and Library. However there was no response received from the original correspondence and the matter was not pursued.
Action - Clerk to send letters to the Primary Care Trust and Notts County Council asking for contributions and to inform Jim Besson at N&SDC.

iii. Calor Village of the Year Presentation
Cllr Benson expressed disappointment that the Royal British Legion, one of the oldest organisations in the village, was not mentioned in the presentation. Cllr Milne confirmed that the British Legion had been talked about during the minibus tour of the village. The Chair also reported that the history of the colliery village had been spoken about at length. Cllr Ward stated that if Edwinstowe gets through to the next round, we will have to give another presentation in July so all comments will be taken on board.
iv. Works on West Lane Road Surface
Contact details had been received for Morgan-Est who carried out works on West Lane two days after the resurfacing works had been completed. The Council decided not to write a letter of complaint on this occasion.

08/209 RECEIVE PETITIONS

08/210 PUBLIC PARTICIPATION/QUESTION TIME ----- (10 MINUTES)
A question was received from a resident concerning the choice of presenter for Calor Village of the Year Presentation. ‘…. It is my understanding that the address on behalf of the village was made by someone who is a resident of Abingdon. Was there no Parish Councillor of local resident and member of the electorate who could have done the presentation? It seems a pity that there was no-one in a village this size who could do the job. What, if any, efforts were made to find a local presenter? Action – The Chair to send written response.

A resident raised the issue that complaints were being made concerning the playground at the bottom of Henton Road. Older children were playing football and family groups were being intimidated. Some local residents were telling the older children to leave the play area if playing football. Noted

08/211 MEMBERS QUESTION TIME ----- (10 MINUTES)
Cllr Ward reported that he had recently been unanimously elected on to Nottinghamshire CPRE’s Executive Committee.
Cllr Benson reported that he is now a Trustee of the Nottinghamshire Unemployed Worker’s Centre in Mansfield.
Action – Clerk to issue Register of Interest Forms for completion.

08/212 ANY BUSINESS REMAINING FROM PREVIOUS MEETINGS
CCTV Camera in Black Swan Car Park
The Licensee of the Black Swan has met with the police and PCSOs to discuss the onoing problems of alleged drug dealing and youths congregating in the car park behind the Black Swan. At present the Licensee has no intention of installing a camera but other options are being investigated.

08/215 FINANCES

1. To review the statement of income and expenditure for the previous month
2. Matters arising from the statement
There is a need to arrange a meeting of the finance committee as soon as possible to encourge more in depth discussion of financial matters. Action – Clerk to arrange first meeting as soon as possible after the AGM.
Cllr Woodhead congratulated the Clerk on the quality of the financial information issued.
3. Financial correspondence
4. Financial matters – Council Van
A discussion took place whether to reimburse the cost of the van back to the s106 monies. Action – it was agreed to wait until after the Internal Audit in May.
Approval of cheques for payment
The cheques were signed and authorised for payment.
5. Grants
Ollerton CAB 2008/09 & 2009/10
No grant was issued last year as there was no representative from the Parish Council on the Board of Trustees. However, after communication with the Citizens Advice Bureau, Cllr Ward was elected on to the Board. Cllr Ward read a report in support of the grant applications and then left the Council Chambers so a discussion could take place. Cllr Bird had attended a meeting held by the Citizens Advice Bureau with District Councillor Moore. They requested statistics relating to Edwinstowe residents but were still awaiting a response. However, Edwinstowe residents did travel to the Ollerton office and also received home visits.

It was stated by Cllr M Pepper that it was the duty of the Parish Council to look after the Community and in the present climate the Citizen’s Advice Bureau’s services would be invaluable.

It was proposed by the Chair that as the budget allocated for the year was £500, this would be paid immediately, and then review the possibility of paying a further £500 in six months. Seconded by Cllr J Pepper and agreed unanimously. Action – Clerk to raise cheque and send together with a letter informing of decision.
Dukeries College
A letter was received for a contribution towards a forthcoming school trip for Special Educational Needs Students. Concerns were raised that if we donate to Dukeries would other comprehensives in the area approach the Parish Council for donations.

It was agreed that as the Dukeries was the comprehensive school for the Edwinstowe family of schools and as the Parish Council supports the two primary schools in Edwinstowe, a grant of £100 would be given to the school with the proviso that the trip goes ahead. Agreed – 7 for and 1 abstention. Action – Clerk to raise cheque and send with letter informing of decision.

08/216 TO RECEIVE REPORTS CONCERNING THE PARISH FROM COUNTY AND DISTRICT COUNCILLORS
The County Councillor was not present.

District Councillor Moore has been looking into the possibility of developing the area of scrub land between the Fourth Avenue play area and the car park for Thoresby Welfare. The play area is well used and she is looking at putting a multi-purpose caged area which will include basket ball nets and goals and also landscaping the area. A letter of support has been received from CISWO and District Cllr Moore has met with N&SDC and the Chair of the Trustees from Thoresby Welfare. District Cllr Moore is currently looking into costings for the provision. Agreed – Agenda item for June Meeting

Ulyett Landscapes Contract Renewal and alterations to schedule The contract has been reinstated after meeting with the Clerk. The service is much improved with regular contact with the team who work in the village.
Les Winn Resignation Letter Cllr Winn tendered his resignation due to work and personal commitments – noted.
It had been rumoured that the Parish Council had not followed the correct procedure when dealing with the casual vacancy. The Clerk notified the Returning Officer as soon as the vacancy occurred and the relevant notices were displayed. If 10 electors requested a poll within 14 days of the date of the notice then the parish council would no longer be able to co-opt a member, there would have to be an election. If however no request was received then the parish council would be able to co-opt a member onto the council.
Lynn Pallett Letter – The necessity of reporting incidents to police and possibility of CCTV camera on High Street The Chair reported that although Edwinstowe does experience some anti-social behaviour the problems are not as high as believed. It was agreed to revisit in a future meeting. Action – Agenda item June meeting
