The Minutes of the Ordinary Meeting of the Council held Tuesday 10th March 2009 at 7.00 p.m. in the Village Hall, Edwinstowe.

Present: Cllrs Milne, Ward, M Pepper, Bird, J Pepper, J Benson, A Sansom, J Sansom, Woodhead

08/186 DISCLOSURES OF INTERESTS BY MEMBERS (AND EMPLOYEES) IN ITEMS ON THE AGENDA

Apologies were received and accepted from Cllr Benham – family commitment. No apologies were received from Cllr Winn.

08/187 CHAIRPERSON’S ANNOUNCEMENTS

Office Decorating – The Council Chambers have been decorated and it is a great improvement. The new furniture has been ordered.
The New Council Van – The van has been sponsored by Gary Oliver of Central Garage and the Chair has received many positive comments concerning this much needed replacement.
Village of the year presentation – all invitations have been sent out and there has been a good response. The PowerPoint presentation is progressing well. A letter will be sent to all Councillors with the programme of events. The event will be taking place on Wednesday 1st April between 2.00 pm and 4.00 pm.

08/188 TO APPROVE THE MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD ON
10th February 2009

The Minutes were approved and signed as accurate.

08/189 MATTERS ARISING FROM THE MINUTES

Village Hall Transfer – The Council needs to appoint a solicitor to look at the documentation from N&SDC. N&SDC have agreed to pay for two replacement windows and a contribution towards the electrical works. Negotiations are taking place concerning the damp proof course, the 25 year guarantee expires this year.

Outcome of bid for lawn mower N&SDC – the bid submitted by the Parish Council was not successful despite bidding as advised. There is a company that trades in new and reconditioned lawn mowers near Worksop which would be worth investigating as an alternative. Action – David Stocken to investigate. It was reported that Ulyetts the current contractors are not cutting up to the edges of the football fields and also that the Lansbury Road play area is not being cut. Action – the Clerk has a meeting with Ulyetts this week to discuss their work and will raise these issues.

Remote monitoring CCTV system – no action to date. Agenda item for April Meeting. It was reported that the Landlord of the Black Swan Public House is hoping to install a camera in the car park at the rear.

2009/10 meeting dates including APM & AGM – the Clerk has discussed the proposed dates with the Chair of the Village Hall Management Committee to ensure the dates do not conflict. A new schedule will be sent out with the minutes and publicised on the website and library. There will be no meetings in August and December.

08/190 RECEIVE PETITIONS

08/191 PUBLIC PARTICIPATION/QUESTION TIME ----- (10 MINUTES)

A member of the public requested an interactive speed sign be placed on Swinecote Road and that the speed restriction of 30 mph be implemented further along the road so that vehicles have slowed when they reach the Visitors Centre and the Village. The Chair replied that traffic calming measures have been included in the plan for the new Visitors Centre.

A member of the public requested that road signs that had been knocked over as a result of road accidents among other occurrences be replaced quicker than currently. Action – Clerk to contact Highways Dept.

A member of the public commented that an excellent job had been done with the recent resurfacing of Rufford Road and West Lane, but was very disappointed on Monday morning to see that West Lane was being dug up after only two days. Several Councillors had previously reported their concerns at the work on West Lane. Action – Clerk to write to Highways Dept to ask why this work had been authorised after the completion of the new road surface.

A member of the public questioned why staff and contractors from Center Parcs are using the emergency vehicle access road to enter the A614, especially as it is in a dip. He has narrowly missed vehicles on several occasions whilst driving his lorry along this major road. Action – Clerk to write to General Manager at Center Parcs.

A member of the public asked who was paying for the tax and insurance on the new van. The Chair reported that as previously the Parish Council were paying.

08/192 MEMBERS QUESTION TIME ----- (10 MINUTES)

Cllr A Sansom reported that a resident of Maythorne Grove had spoken to him (and sent a letter to the Council) concerning recurrent incidents of large numbers of youths congregating on the corner of Church Street and Forest Corner. The youths aged upwards of 12 years were drinking alcohol, smoking and throwing objects at vehicles and houses. At a recent occurrence the police were called and attended to disperse the group. The Chair replied that Sgt Hunt, who covers Edwinstowe, was aware of the situation and the police will be monitoring the situation. Action – Clerk to write reply to the resident; speak to the PCSOs and Local Area Commander Insp Gan

Cllr A Sansom commented on the condition of the Cemetery Road and asked what, if anything, was being done about it. The Chair replied that the Parish Council, with help from Neil Bettison (Community Development Worker), had submitted a bid to Building Better Communities and were awaiting the outcome. All Councillors had been made aware of the bid last year. Cllr J Sansom questioned whether farmers should pay a contribution towards the upkeep of the road.

Cllr J Sansom reported that large numbers of sport drinks bottles were being dropped on the footpath to the rear of Sherwood Fields and assumed they were being thrown over the fence. Action – Cllr Benson will speak to the Robin Hood Colts Committee; Clerk to request the Probation Service litter pick the area. Cllr J Sansom also reported that there was a lot of dog mess on the footpath and requested signs are put on the fence. Action – Clerk to ask David Stocken to fix up signs

Sale of Lansbury Road Play Area
There is a very interested prospective buyer for the Lansbury Road play area. He has spoken to the neighbouring properties and N&SDC.

08/196 FINANCES

The bank statement has not been received in time for the financial information to be sent with the Agenda. Papers will be sent with the Minutes.

The refund from British Gas for £4k has now been received.

Approval of cheques for payment – signed and approved.

The Clerk has calculated a provisional carry forward figure of £2.8k unless any unexpected costs are received before the end of the year. At the start of this financial year there were invoices and payments inherited and outstanding from previous periods which have now been paid. The Parish Council will start 2009/10 from a better financial standpoint.

Invoices have been received from N&SDC for contribution toward the CCT camera in West Lane car park amounting to £4.6k (see minute 08/198 correspondence).

08/197 TO RECEIVE REPORTS CONCERNING THE PARISH FROM COUNTY AND DISTRICT COUNCILLORS

No County Councillor in attendance. District Councillor Pam Bird reported that N&SDC agreed not to increase the precept this year, as has the Parish Council. However the police, fire service and County Council will be increasing their budgets.

Lincolnshire Council has decided to close the Tourist Information Centres (TICs) but N&SDC have voted to keep the districts TICs open as it was felt that their input to tourism was invaluable.
